On September 21, 2016, the Davie Town Council approved the FY2017 budget. The Town continues to find and to implement innovative ways to ensure that we are keeping our millage rates as one of the lowest in Broward County while providing exceptional service to our residents. For FY2017, the operating millage rate is 5.0799 mills, which has been reduced two years in a row. The debt service millage rate for FY2017 is .6163, which is 13.9% less than the millage rate levied for FY2016. Town Administrator Richard J. Lemack and staff take on the challenge every year to ensure that the Town’s budget is not only fiscally viable but serves and addresses the needs of our residents. On the November 8, 2016 ballot, Broward County residents will have the opportunity to vote on a 1% sales surtax that will be utilized to fund transportation projects and local infrastructure improvements: 1/2 penny for Broward County transportation projects and the other 1/2 penny for local infrastructure improvement projects. To educate the public about the A Penny At Work Campaign, the Town held three town-wide meetings and gave presentations at dozens of homeowner association meetings, boards and committees, and civic organizations throughout the Town. For more information, please see pages 6 and 7. One of the initiatives we proposed in last year’s budget is reestablishing a mounted patrol in Davie. I am happy to announce that with a lot of hard work and dedication, our first mounted patrol officers in over 15 years graduated recently. The mounted unit can be seen in and around Davie patrolling our trails, our open spaces, interacting with our residents, and taking part in community- oriented events. The unit is an invaluable asset to our Police Department. As you all know, I am an animal lover and activist. I am thrilled that our Davie Police Department has welcomed a new addition to its team. Rocky, a Labrador Retriever, is Broward County’s first therapy dog. Rocky and his handler, Detective Lisa Choquette, will assist the Special Victims Unit, currently working with children ages 2 to 12 years old. At a later date, Rocky will assist adults who are in need of service. As an animal community, Rocky is a welcome addition to our family. The Town recently passed a resolution affirming its opposition to the Florida Environmental Regulatory Commission’s decision to raise the limits on the amount of known carcinogens and toxic waste allowed to be dumped into waterways and reaffirming its opposition to extreme oil stimulation (also known as fracking). The Town firmly believes in protecting and preserving its natural open space environment, wildlife habitat, and water resources. The best way we can protect these resources is by proactively preventing contamination and environmental pollution. The Town will continue to work with Broward County and other municipalities to oppose practices that endanger our environment and drinking water supply. I recently attended the Broward County Council of Professional Fire Fighters 30th Annual Fire Fighters Meet & Greet Awards Dinner where I was awarded with the Municipal Leaders of the Year Award. I want to thank the Davie Fire Fighters Benevolent Association Local 2315 for nominating me for this prestigious award. I feel honored to have received this award and will proudly display it. The newest farmers market, Marando Farms and Ranch, recently held its grand opening. The country-style theme store, located at 5151 S.W. 64th Avenue, will provide locally grown produce, bakery items, meat, fish, organic eggs, an animal interaction/ observation area, petting zoo, community garden, picnic pavilions, and a host of other attractions. I look forward to visiting the market on a regular basis. The Annual Veterans Day Ceremony will be held on Friday, November 11, 2016, at Veterans Park, 5750 S.W. 39th Street, beginning at 10 a.m. This patriotic ceremony will feature a wreath-laying ceremony, bagpipes, a 21-gun salute, and presentation of certificates of recognition to our specially invited veterans. Richie Supa, formerly of Aerosmith, will also be in attendance and will be performing. We cherish and proudly celebrate our veterans who have done so much for our country. The Winter Holiday Lighting of the Greens and Music Under the Stars will be held on Saturday, December 3, 2016, at Town Hall, 6591 Orange Drive, beginning at 6 p.m. The Winter Holiday Snow Play will be held on Saturday, December 10, 2016, at Bergeron Rodeo Grounds, 4271 Davie Road, beginning at 6 p.m. The event will feature over 20 tons of snow, pictures with Santa, a bounce house, slides, and a climbing wall. What is PACE? PACE allows property owners to receive up-front financing for qualifying improvements such as energy conservation, renewable energy, and wind resistance. Property owners voluntarily agree to the program terms for financing qualifying improvement projects and repay through a non-ad valorem special assessment added to their property tax bill. Qualifying improvements include rooftop solar panels, solar water heater, wind turbine, energy-efficient air conditioning unit, cool roof, window replacement, impact windows, insulation, and more. In general, improvements include most products that can be permanently affixed to a property and reduce on-site electric usage, assist in wind resistance, and/or produce onsite electricity. For questions regarding specific qualifying improvements, contact the individual PACE providers. There may be other types of financing available to the property owners, and Broward County does not guarantee that the PACE program is the best financing option. Property owners should obtain help in selecting the option that is most appropriate for their particular financial situation. PACE Providers Broward County has entered into nonexclusive agreements with two PACE providers: Renew Financial, administering the “RenewPACE Program,” and Ygrene, administering the “Clean Energy Program.” Both PACE providers administer financing for residential and commercial projects. Each PACE provider will have a list of participating contractors to choose from. Call Renew: 844-736-393. Call Ygrene: 855-965-7283. The county is currently in negotiations with two additional PACE providers, with the goal of providing property owners with consumer choice. To Get Started with PACE Understand that each PACE provider has program guidelines and that there are differences with the two providers administering the program in Broward County. Property owners should download the program guidelines from the Renew Financial Residential Program Handbook, and the Ygrene Program Guidelines, before choosing a provider and submitting an application. It is highly recommended that property owners perform a comprehensive energy audit on their property before committing to qualifying improvements. To find an energy auditor, contact RESNET, BPI, or the Florida Building Energy Rating System Program. Also, FPL offers free energy audits for customers. Visit the Department of Energy's Energy Saver webpage for more information on professional home energy audits. Under Florida law, property taxes stay with the property when it is sold, and the same is true of an assessment. However, the seller’s lender or the buyer's lender (mortgage company) may require the seller to pay off the remaining outstanding balance of the assessment before the property owner refinances or sells the property. In addition, by law, property owners must provide notice of the assessment to the buyer prior to sale of the property. Current Municipal Partners Coconut Creek, Cooper City, Davie, Hillsboro Beach, Lauderdale-By-The-Sea, Lighthouse Point, North Lauderdale, Oakland Park, Parkland, Plantation, Sunrise, Tamarac, Weston, and Wilton Manors. Additional PACE providers interested in offering qualifying improvements within Broward County must meet the PACE Provider Standards and negotiate agreements with the County. Contractors must register with each or either of the Broward PACE providers.

FALL 2016 11 Davie Police Department Left: On August 6, 2016 the Davie Police Department, along with the Broward Sheriff's Office, participated in the Annual Back to School "Shop With A Cop" event at Walmart Supercenter Davie. The event was sponsored by the Dania Lions Club, Walmart, and Ryder Systems, Inc. Approximately 130 kids participated in the event. Red, one of the horses from the Davie mounted patrol unit, was on hand interacting with the children and the staff.

The primary goal of Toys for Tots is to deliver, through a new toy at Christmas, a message of hope to less fortunate youngsters that will assist them in becoming responsible, productive, patriotic citizens.
