ROPES & GRAY WHITE PAPER Anti-Corruption March 19, 2014 Anti-Corruption Developments in Brazil Update OVERVIEW As the largest and most populous country in South America, Brazil has long been the region’s top financial player, vying for a place as a world economic leader. Brazil has the seventh largest economy in the world and, with a total of $2.4 trillion, the seventh largest nominal Gross Domestic Product.1 Defined by large and well- developed agricultural, mining, manufacturing, and service sectors, Brazil’s economic success has “raised the bar for that country, at home and abroad.”2 Behind such success is a base of over 105 million workers, making Brazil the home of the world’s sixth largest labor force.3 As one of the first emerging markets to begin a recovery after the global financial crisis hit in 2008, Brazil became a major recipient of foreign direct investment. The United Nations Conference on Trade and Development’s World Investment Prospects Survey 2010-2012 ranked Brazil as the third most popular country for foreign direct investment by transnational corporations. But despite the Brazilian economy’s tremendous potential, public corruption remains a significant obstacle to doing business in Brazil. Public corruption in Brazil dates back to the colonial period and persists today due, in large part, to cultural acceptance. A number of recent, high-profile public corruption scandals have focused the country’s attention on the issue, and citizen discontent has grown markedly. With President Dilma Rousseff taking a strong stance against corruption in her own ministry and new legislation on the books aimed at tackling the problem, Brazil may be on the cusp of a lasting anti-corruption movement. -

Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. The exit is through the Door”, Editora Fundação Perseu Abramo and Cortez Editora 2002, 4th ed. in 2006 (Editions Calmann-Lévy, Editor of books of Marcel Proust and Celso Furtado, has just decided to publish this book in France); and “Citizen’s Basic Income. The Answer is Blowin´the Wind”, L&PM pocket, 2006, all of them in Portuguese. -

Silvio Pereira’s allegations should affect the OAB’s decision, which might take a little more time to ponder the issue. Central Bank. The interviews of Mário Mesquita and Paulo Vieira da Cunha have been scheduled for Tuesday, May 9 by the Senate Economic Affairs Committee as of 10:00 a.m. Mário Mesquita was nominated as Central Bank Director of Special Studies and Paulo Vieira as Central Bank International Affairs Director. Should the nominations be approved, they will follow on to be examined by a floor session, whose agenda is currently blocked by 5 provisional measures. Until these are analyzed the Central Bank directorship nominations cannot be voted. -

Ele é o 19º ministro que cuida das Comunicações desde a criação do Ministério, e o oitavo, a partir da privatização das telecomunicações. Assumiu a pasta no lugar de José Artur Filardi, ex-chefe de gabinete do ex-ministro Hélio Costa. Veja aqui. A seguir, o curriculum vitae oficial do novo ministro das Comunicações Paulo Bernardo. Paulo Bernardo Silva nasceu, em 10 de março de 1952, na cidade de São Paulo (SP). Bancário, foi eleito deputado federal pelo PT do Paraná para a primeira legislatura de 1991 a 1995. Foi reeleito, em 1994, para o segundo mandato, no qual foi vice-líder do PT e presidente da Comissão de Fiscalização Financeira e Controle. Em 1999, assumiu o cargo de secretário de Fazenda do Estado do Mato Grosso do Sul, onde permaneceu até o fim de 2000. Foi ainda secretário de Fazenda do município de Londrina, de janeiro de 2001 a março de 2002. Em 2002, foi eleito para o seu terceiro mandato, ocupando cargos de destaque na Câmara Federal. Foi, novamente, vice-líder do PT e presidente da Comissão Mista de Planos, Orçamentos Públicos e Fiscalização. Licenciou-se em março 2005 para assumir o Ministério do Planejamento, Orçamento e Gestão. Em primeiro de janeiro de 2011, tomou posse como ministro das Comunicações. Carreira legislativa O atual ministro das Comunicações é um político brasileiro, filiado ao Partido dos Trabalhadores (PT) desde 1985. -

Guido Mantega, president of the Banco Nacional do Desenvolvimento Economico e Social (BNDES), took over the position of finance minister. Investors view the position as the most important ministerial post and had seen Palocci as their "guarantee" of fiscal stability in the Brazilian government, so Brazilian markets and the value of the national currency, the real, dove in the days following news of his resignation. President Luiz Inacio Lula da Silva may also face political consequences from the incident. Palocci implicated in misuse of bank records Palocci, commonly known as the architect of Brazil's economic recovery and market-friendly fiscal policy, sent a resignation letter on March 27 to President Lula, who accepted the resignation. -

The Citizen’s Basic Income to Build Democracy and Justice Essay presented to NOPOOR Project in Paris, June 12 2012 1 Eduardo Matarazzo Suplicy It is an honor for me to be invited to participate in this Kick-off Meeting of the NOPOOR Project, organized by the Development Institutions & Mondialization, DIAL, and the Institut de Recherche pour le Development, IRD, in Paris June 11th to 13th. It is, undoubtedly, a very relevant opportunity to exchange ideas about the experiences of so many countries, in the five continents, about how we can raise the level of justice in our societies, with freedom, by democratic means, so as to live with a sense of solidarity and peace. As a Brazilian Senator, member of the Workers’ Party (Partido dos Trabalhadores), author of Law 10.835/2004, that institutes a Citizen’s Basic Income to all residents of Brazil, including those foreigners who have lived in Brazil for five years or more, no matter the origin, race, sex, age or socioeconomic condition, and also Co-President of Honor of the Basic Income Earth Network – BIEN – I am happy to bring you information about what is going on in my country, and about the development of this proposal in other parts of the world. According to the law, approved by consensus of all parties, in December 2002 in the Federal Senate, and in December 2003, in the Chamber of Deputies, and then sanctioned by President Luiz Inácio Lula da Silva in January 8th, 2004, the Citizen’s Basic Income will be an annual monetary benefit, equal to all, sufficient to attend the basic needs of each person. -
