On the begin I would like to thank to my parents, for their patience, faith in me, and of course support among all the years of studying. Also, I am very thankful to my coordinator Ângelo Santos from the Municipal Chamber of Anadia, who believed in me and gave to me the opportunity to do an internship and gain important experience for my future career. Thank you all very much. ii iii Abstract Municipal Chambers play an important role in life’s of all the citizens. Sometimes people did not notice how some little projects can completely transform the view of their hometown. Understanding and supporting the policy of the local governments is the key to build a great future. This report shows all the knowledge and experience which I gained during my internship at the Municipal Chamber of Anadia, more precisely at the Division of Human, Cultural and Social Development (Education Service). The main objectives of this study are to present the institution where I made my internship, to analyze the Administrative System of Portugal, explain the main task and duties of the Municipal Chamber, show their educative initiatives and of course describe the practical part of my work. is based on the curricular internship leading to the Master's Degree, it occurred during the second school year at the Master's course of Political Science at the university of Beira Interior. The internship took place between 15 of May and 15 of August 2017, in Anadia, at the Division of Human, Cultural and Social Development of the Municipal Chamber, with coordination of teacher Ângelo Santos and constant support of Isabel Maia. This internship helped to me improve my theoretical knowledge gained during the first year of Master's course, I had a possibility from inside the institution see how public policy works, for example by participating at the reunion of the Municipal Chamber, or by doing a research about participatory budgeting and system of local elections. Though this institution was not my first choice for do an internship, then I weighed the pros and cons and realized that this can be way more interesting than expected, and I was right. The objective of this work is to make known the place and the activities developed during the internship. Thus, this report has five chapters. Chapter 1 is dedicated to the presentation of the city, analyzing of it population and localization. Chapter 2 is more complex and describing the Administration System of Portugal, from the Medieval and to the current days. Chapter 3 is presenting the place where I made an internship, with the precise explanations and definitions of all the tasks and duties of the Municipal Chamber, Municipal Assembly and the Division of Human, Cultural and Social Development.     Introduction Since their brief but powerful revolution against a repressive government in 1925, and the creation of PEMASKY, the first protected Are we still the brothers of the trees? land area in the world to be officially formed by an indigenous group, the Guna of Panama have gained international fame in the anthropological world for their strong will and vibrant tradition. Following the revolution, the Guna people were eventually granted a Perceptions and Reality of Environmental Conservation in the Comarca, or ‘autonomous’ territory. Guna people living in the Comarca mostly govern themselves with little intervention from the Panamanian state. The Comarca itself consists of 365 islands and about 7513 sq. kilometers of coastal land including part of a Guna Indigenous Group mountain range, virgin rainforest, and some of the most pristine coral reefs in the Caribbean. Considered the “brothers of the trees” by their own religious teaching, the Guna have always expressed an intimate relationship with and understanding of the mother earth, or “Nana,” a caring, but punishing figure who created all that we presently experience as natural, including the Guna people. Additionally, Guna tradition gives importance to a figure of spiritual protection known as a “Galu” which often guards important natural features. However, like in most once-isolated parts of the world, the group has experienced the effects of the outside world more heavily in recent years than before, especially since the construction of a road into the Comarca in 1970 . Tourists now visit the region in greater numbers and packaged products are regularly imported into the Comarca, which lacks the infrastructure to manage inorganic waste.

    416 APPENDIX A Methods Used for Analysis of Distributions ; As mentioned earlier, the availability of data only at the concelho level was the major difficulty in the use of sophisticated techniques for a quantitative analysis of the regional variations of different Attributes. Data available for certain attributes for the sixty-nine sub-divisions was used for calculating the correlation coefficients for certain distributions as given in Table No.App-Ml Appendix -A. -H. However, this being possible for only a limited number of attributes, certain other techniques had to be used for this purpose. Two such techniques have been used in this work for the analysis of spatial variation using the data at the concelho level (and in some cases where the village level data were available the 3ame was plotted for smaller units consisting of groups of villages as per Appendix A.I. and Fig.App.A.1.)' Firstly, the Lorenz curve proved to be a simple yet useful technique for visualizing the regional variations and the extent of evenness or unevenness of the distribution over the area. The points showing the position of each concelho or region on the curve have been shown by Roman numbers, key for which is given at the end of this Appendix. This simple technique brings out clearly the variations in most cases 1. Villages were grouped into sixtynine utfits. These sub­ divisions were based on the available data for census units of i960 census (GGDD, 1966) and wherever necessary grouping of such jjnits with due regard to relief, concelho boundaries and the comparability of size.

Until the eighteenth century, the reclamation of land for agriculture, the expansion of animal husbandry (often on communal grazing grounds or baldios), and the increased demand for wood and timber resulted in the gradual disappearance of forests and woodlands. This tendency was reversed only in the nineteenth century, when planting of trees became a scientifically guided and often government-sponsored activity. The reversal was due, on the one hand, to the increased economic value of timber (the market's "invisible hand" raised timber prices and made forest plantation economically attractive), and to the realization that deforestation had severe impacts on the environment. It was no accident that the idea of sustainability, so much in vogue today, was developed by early-nineteenth-century foresters. Such is the common perspective on forestry history in Europe and Portugal. Within this perspective, social phenomena are translated into abstract notions like agricultural expansion, the invisible hand of the market, and the public interest in sustainably-used natural environments. In such accounts, trees can become gifts from the gods to shelter, feed and warm the mortals (for an example, see: O Vilarealense, (Vila Real), 12 January 1961). However, a closer look makes it clear that such a detached account misses one key aspect: forests serve not only public, but also particular interests, and these particular interests correspond to specific social groups.

EIA required: yes Project included in Carbon Footprint Exercise1: yes Environmental and Social Assessment The Project is located on Tâmega River and Torno River, within the Douro river basin, in Northern Portugal, 90 km of Porto. The Project construction works shall be completed by June 2023. The Project comprises the following components: 1. Alto Tâmega HPP: 108m arch dam with a monthly reservoir (470ha, 131.7 hm3) and 160 MW, 87m head, 200 m3/s power plant; 2. Daivões HPP: 77m arch gravity dam with a weekly reservoir (340ha, 56.2hm3) and 118 MW, 65m head, 227 m3/s power plant; 3. Gouvães PSP: 32m gravity dam with a daily reservoir (176ha, 12.7hm3) and 880 MW, 657m head, 160 m3/s pumped -storage plant; 4. The associated facilities inter alia access roads, 20kV overhead lines. 5. A quarry located in Gouvães; 6. 400kV grid connection facilities including 400kV Gouvães susbstation and around 15km overhead lines connecting the three sites to the point of delivery, Ribeira de Pena substation. In addition, in order to evacuate the power of the Project from Ribeira de Pena substation to the national grid, the Portuguese transmission system operator Redes Energética Nacionais (REN) will upgrade the national grid in Grande Porto area and build new 132 km 400kV overhead lines Feira – Ribeira de Pena – Vieira do Minho.

A team of five people was provided in the following areas: - Health Planning/Epidemologist to provide overall coordination and assist in development of ambulatory service and hospital discharge information. - Hospital administrator to develop a framework for productivity analysis of hospitals and allocation of resources accordingly. - Financial Analyst to assist in assessing controllable vs. non­ controllable costs and simplification of reports. - Systems Analyst to assist in preparation of a field test of the MIS in 1982. - Senior Programmer to assist SIS in the functional analysis for data processing. In the areas of ambulatory service and hospital discharge information, a unified form was developed to be used by all the major health service divisions (DGH, DGS, and SMS) for each category.
