WILLIAMS, GENE GERMANOVICH, STEPHEN WEBBER, GABRIELLE TARINI Unlocking NATO’s Amphibious Potential Lessons from the Past, Insights for the Future orth Atlantic Treaty Organization (NATO) members maintain amphibious capabilities that provide versatile and responsive forces for crisis response and national defense. These forces are routinely employed in maritime Nsecurity, noncombatant evacuation operations (NEO), counterterrorism, stability operations, and other missions. In addition to U.S. Marine Corps (USMC) and U.S. Navy forces, the Alliance’s amphibious forces include large ships and associated landing forces from five nations: France, Italy, the Netherlands, Spain, and the United Kingdom (UK). Each of these European allies—soon to be joined by Turkey—can conduct brigade-level operations, and smaller elements typically are held at high readiness for immediate response.1 These forces have been busy. Recent exercises and operations have spanned the littorals of West and North Africa, the Levant, the Gulf of Aden and Arabian Sea, the Caribbean, and the Pacific. Given NATO’s ongoing concerns over Russia’s military posture and malign behavior, allies with amphibious capabilities have also been exploring how these forces could contribute to deterrence or, if needed, be employed as part of a C O R P O R A T I O N combined and joint force in a conflict against a highly some respects, NATO’s ongoing efforts harken back to the capable nation-state. It is worth taking stock of what has been achieved so far, and ensuring that our direction of travel continues to be understood by the Army. This comprehensive update achieves this purpose well and should be read widely. I wish to highlight four particular points: • Our success in establishing Defence Engagement as a core Defence output. Not only will this enable us to make a crucial contribution to conflict prevention, but it will enhance our contingent capability by developing our understanding. It will also give the Adaptable Force a challenging focus in addition to enduring operations and homeland resilience. • We must be clear that our capacity to influence overseas is founded upon our credibility as a war-fighting Army, capable of projecting force anywhere in the world. -

LOGISTICS Pushing a Pull System Transforming Marine Aviation Logistics Douglas S. Steward by air, sea, or land. More is not always better, especially when it is the wrong stuff. Without improvements to ex- isting logistics doctrine, combatant commanders cannot leverage the full potential of their aviation weapon sys- tems. Additionally, with a greater presence of unmanned weapon systems, it makes sense that supporting logistics systems also place fewer personnel in harm’s way. The Marine Aviation Logistics Support Program is trans- forming to align with core doctrine changes and concepts such as distributed and prolonged operations, expedition- ary maneuver warfare, and sea basing. The goal of the new design, MALSP II, is to provide logistics support to deployed and non-deployed core capable units at higher levels of performance while also decreasing the infrastruc- ture and resource inventory. In January 2007, the Aviation Logistics Support Branch of Headquarters, Marine Corps, chartered the Aviation Logistics Transition Task Force and, in conjunction with Naval Air Systems Command, stood up the MALSP II Project Office to manage MALSP II improvements and program changes. Together, these activities form an architecture that identifies warfighting processes and relationships, relates systems to operational requirements, and describes standards and protocols. The architecture assists warfighters and program managers in communicating operational concepts to system develop- ers, and provides an analytic basis for discussions and decisions. The “As-Is” Design The current MALSP design is a “push” system that relies on subjective forecasts and anecdotal evidence to support its forces. This just-in-case approach has resulted in the following logistics support characteristics: • Days-of-usage depth • Fixed-allowanced resource packages • Heavy footprint • Reactive system. -

Just 4 weeks later, the regime was removed and most of Iraq was under coalition control. The success of the military campaign owed much to the determination and professionalism of the coalition’s Armed Forces and the civilians who supported them. I regret that, during the course of combat operations and subsequently, a number of Service personnel lost their lives. Their sacrifice will not be forgotten. The UK is playing a full part in the re-building of Iraq through the establishment of conditions for a stable and law-abiding Iraqi government. This process will not be easy after years of repression and neglect by a brutal regime. Our Armed Forces are performing a vital and dangerous role by contributing to the creation of a secure environment so that normal life can be resumed, and by working in support of humanitarian organisations to help the Iraqi people. -

Medium Support Helicopter Aircrew Training Facility (MSHATF) Introduction to CAE’s MSHATF The Medium Support Helicopter Aircrew Training Facility (MSHATF) was developed by CAE in partnership with the UK Ministry of Defence. Responsible for the design, construction and financing of the facility that opened in 1999, CAE operates the MSHATF under a 40-year private finance initiative (PFI) contract. CAE’s MSHATF is delivering the total spectrum of synthetic aircrew training demanded by the UK Joint Helicopter Command Support Helicopter Force. The turnkey training program includes academic classroom training and simulator training delivered by experienced instructors. The MSHATF is equipped with six full-mission simulators configured for CH-47 Chinook, AW101 Merlin and Puma helicopters. Under the terms of its PFI contract, CAE also has the ability to provide turnkey training to third-party users. This enables approved military and civil operators across the globe to take advantage of the advanced simulation, training and mission rehearsal capability at the MSHATF on a highly cost-effective basis. Other NATO nations and wider alliances also regard the MSHATF as part of their normal training regime. For example, Royal Netherlands Air Force Chinook crews routinely train alongside their Royal Air Force (RAF) counterparts before operational deployments. In addition, Royal Navy crews operating the UK Merlin and other operators of the AW101 helicopter such as the Royal Canadian Air Force, Royal Danish Air Force, and Portuguese Air Force use the advanced Merlin simulators for a range of training applications, including battlefield and search and rescue (SAR) roles. The MSHATF also offers Puma helicopter training where the customer base includes the RAF and several Middle Eastern customers. -

The Ministry of Defence (MOD) is the Sponsor of a proposed change to the current arrangements and procedures in the immediate airspace surrounding the airport. As the airport operators, and operators of the current Class D Controlled Airspace (CAS), RAF Brize Norton is managing this process on behalf of the MOD. If approved, the proposed change will provide enhanced protection to aircraft on the critical stages of flight in departure and final approach, and will provide connectivity between the RAF Brize Norton Control Zone (CTR) and the UK Airways network. In addition, the Airspace Change will deliver new Instrument Flight Procedures (IFP) utilising Satellite Based Navigation which will futureproof the procedures used at the Station. As part of the Civil Aviation Authority’s (CAA) Guidance on the Application of the Airspace Change Process (Civil Aviation Publication (CAP) 725) [Reference 1], BZN is required to submit a case to the CAA to justify its proposed Airspace Change, and to undertake consultation with all relevant stakeholders. -

Of course the world has been transformed since the first British Airborne Forces were raised in 1941, however the nature of conflict remains unchanged. Like those who went before us, we remain at the tip of the spear of the Army; ready to deploy around the world, by whatever means necessary, to serve the interests of our Nation. The Army’s Values and Standards and the Army Leadership Code are its bedrock. Airborne operations and high readiness demand an even higher standard to ensure that we will win in any field of battle or endeavour. The Pegasus Ethos defines the qualities that our role demands. We wearers of the Pegasus flash and the maroon beret are the cus- todians of a history of which we are rightly proud.
