Initially, basic nvironmental concepts that deal with hazardous and toxic materials are listed and are referenced by the page number of the activities where they are addressed. A synthesis of the federal legislation related to hazardous substances is presented and management options are discussed. A general outline of the classification-Jscheme used in the guide is provided and the number of activities according to each grade level, subject area, and focus area is specified. The teaching activities are grouped by suggested grade levels (R-3; 4-6; 7-9; and 10-12). Information on each activity 4ncludes: (1) purpose; (2) grade level; (3) focus area (general, health, water, air, biological aspects, disposal, and social/political aspects); (4) subjects (science/health, social studies, mathematics, language arts, fine arts, and home economics); (5) concept; (6) references; and (7) actual activity (including materials which can be duplicated). The opinions expressed in this report do not necessarily reflect the positions or policies 61.11;11of NIE or U.S. Department of Education. ii 3 PREFACE This is the 18th volume in ERIC/SMEAC's TeachinActivities in Environmental Education series, which was initiate in r973, The first three titles in the series were of a general nature, dealing.with multiple aspects of environmental education. Starting with the fourth, topical areas have been identified as themes, with the expectation that such an organizational pattern might prove more useful to practitioners in both formal and non-formal settings. As a general rule, most of the activities selected for inclusion in the various volumes have been adapted from materials developed by others; many of the source publications have been reported through the ERIC data base, and are available as ERIC documents.Some have been "original," in the .sense that ERIC staff or other authors have developed them more or less from scratch. Common formats have been employed for all activities in each volume. The current volume was developed by John F. Disinger and Marylin Lisowski. Most of the activities are based on reports, instructional materials, and other information located through the ERIC system, as referenced. Activities include a mix of original and adapted materials. Reflections on Domestic and International Environmental Disasters and Their Influence on Environmental Law and Policy Ryan Fagen The relatively new area of law known as Environmental Law is a perfect example of how, as a human race, we tend to learn from our mistakes. Unfortunately however, these mistakes have been unpredictable and catastrophic, and we don’t always learn from them. In recent history, these environmental disasters have had a global impact due to the aftermath of their destruction, their effects on the environment, and the laws that have formed in an attempt to mitigate and prevent future disasters. The most recent event, the Deepwater Horizon Oil Spill (BP oil spill), had major implications under environmental law and policy. This paper will reflect on several international incidents such as the BP Oil Spill and emphasize the need to regulate human interactions in order to preserve and protect the environment. Love Canal The first major event that brought Environmental Law to the national spotlight was the tragic events that took place in Niagara Falls, New York. William T. Love envisioned building and developing a large city / industrial park along the Niagara River in the late 19th Century.

Its very name brings up thoughts of the Irish -- shamrocks, leprechauns, the wearing of the green. But the Limerick neighborhood was home to a small, close-knit community years before the first Irishman put down roots in the area. Before the Civil War, much of the area was farm land. Starting in the 1830s, a small community of blacks lived in the area between Broadway and Kentucky Street. Many were slaves who labored on a large plantation at Seventh and Kentucky streets; others were free blacks who were household servants. In 1858, the Louisville & Nashville Railroad bought the Kentucky Locomotive Works at 10th and Kentucky streets for $80,000, and within a decade, the railroad had built repair shops and a planing mill. At about that time, many Irish workers began moving their families from Portland into Limerick, nearer their jobs. Typically, they lived in modest brick or wood-fiarne houses or shotgun cottages, which were later replaced by the three-story brick and stone structures that line the streets today. L & N also hired black laborers, who lived with their families in homes in alleys behind streets. But fi-om the mid- 19th century until about 1905, Limerick was known as the city's predominant Irish neighborhood. Some historic accounts credit Tom Reilly, an early resident, with giving the neighborhood its name, and others believe it was named for the county or city of Limerick, which is on Ireland's west coast.

Appendices ....................................... 21 TOXIC AND CHEMICAL WASTE I INTRODUCTION Toxic and chemical waste has emerged as a governmental concern due to inadequate management of proliferating chemical wastes which are harmful to people and the environment. Since World War II, there has been an increase in the use of chemicals by industry and the military, ranging from nerve gas to vinyl-top kitchen tables and herbicides to auto seat covers. l Processes and products generate wastes, many of which are hazardous to human health. The table on the following page lists several common hazardous wastes, by name, their use, and their effects on people. An expanded description of toxic chemicals, along with definitions, may be found in Appendix A. Exposure to the hazards of chemical wastes may be through water, air, food chains, or direct contact. 2 For example, liquids which leak from disposal sites can contaminate groundwater. Also, runoff from disposal sites can contaminate surface water. Air can be polluted by incineration, evaporation or wind erosion of wastes. Some poisonous wastes are absorbed or injested by orga­ nisms that pass them on in the food chain. Finally, spills in storage or in transit, fires and explosions may do damage by direct contact. The occurrence of hazard exposure has been docu­ mented by the United States Environmental Protection Agency (EPA): over 400 cases of damage to health or the environment by early 1979.
