District Background
DRAFT SOUTHEAST LIAISON DISTRICT PROFILE DRAFT Introduction In 2004 the Bureau of Planning launched the District Liaison Program which assigns a City Planner to each of Portland’s designated liaison districts. Each planner acts as the Bureau’s primary contact between community residents, nonprofit groups and other government agencies on planning and development matters within their assigned district. As part of this program, District Profiles were compiled to provide a survey of the existing conditions, issues and neighborhood/community plans within each of the liaison districts. The Profiles will form a base of information for communities to make informed decisions about future development. This report is also intended to serve as a tool for planners and decision-makers to monitor the implementation of existing plans and facilitate future planning. The Profiles will also contribute to the ongoing dialogue and exchange of information between the Bureau of Planning, the community, and other City Bureaus regarding district planning issues and priorities. PLEASE NOTE: The content of this document remains a work-in-progress of the Bureau of Planning’s District Liaison Program. Feedback is appreciated. Area Description Boundaries The Southeast District lies just east of downtown covering roughly 17,600 acres. The District is bordered by the Willamette River to the west, the Banfield Freeway (I-84) to the north, SE 82nd and I- 205 to the east, and Clackamas County to the south. Overview Information a. INTRODUCTION AND BACKGROUND OF MAIN EVENT The Portland Rose Festival is a 109‐year tradition making memories for locals and visitors alike each year. The mission of the Portland Rose Festival Foundation is to serve families and individuals with programs and events that promote the arts, education and volunteerism. We value environmental responsibility, diversity, patriotism and our historic and floral heritage. The Foundation has been bringing the community together to celebrate the City of Roses for over a century. As a 501(c)3 non‐profit foundation, the Rose Festival relies on individual and corporate donors to help fund events and programs that support our mission. The Rose Festival’s main events include the electrifying nighttime Starlight Parade, the all‐floral traditional Spirit Mountain Casino Grand Floral Parade, a children’s parade – the Fred Meyer Junior Parade – and CityFair, an urban three‐week fair that features carnival rides, food and concerts for fans of all ages. Environmental responsibility is a well‐known and celebrated tradition in Portland. As Portland’s Official Festival, the Rose Festival has a responsibility to the community to implement green initiatives in all of the events. For 20 years, the Cleanest & Greenest program has provided cleanups after all three parades, as well as environmental and recycling programs at CityFair. What type of bad weather equipment does ODOT have (# of snowplows, gravel droppers, etc)? In the Portland metro area, including Mount Hood, I-84 to Hood River, U.S. 30 through Clatskanie and the Sunset Highway past Manning: 120 maintenance personnel (plus additional others who used to be in maintenance and still volunteer, when needed!); 50+ dump trucks mounted with (a) snow plow; or (b) sand spreader; or (c) chemical de-icing agent spreader; or (d) some combination of the other three. ODOT also has about a half dozen road graders, used in the winter to plow snow and remove ice. And, to nitpick a point: ODOT doesn’t spread gravel; we spread sand. Please see #3 & footnote! TRANSPORTATION RESEARCH RECORD 1204 59 Marquam Bridge Repair: Latex-Modified Concrete Overlay and Joint Replacement JOHN D. HOWARD The Marguam Bridge in Portland, Oregon, provides a crossing CONDITION OF DECK AND JOINTS of the Willamette River for the north-south 1-5 freeway.
