W.B .• Kolkata-reg. The Central Board of Excise and Customs (CBEC), New Delhi, is implementing the SEVOITAM project to deliver excellence in setvice delivery to its tax payers. The system serves the premise that certaiQ,ty of applicable tax. and procedures flows into assesses voluntary tax compliance. The voluntary compliance lowers the 'cost of collection' with fewer resources allocated to- .(COntrol tax evasion. leading to an efficient revenue adminiatration. Ie -this- -regMd ~ has taken an approach towards quality delivery through busines90 processes ~e~engineering. Further 8 'Citizen's Charter' has been in li U~s seni:; oI§ iIlw,. t , transpSIency and accountability. SEVOTTAM is a Service Delivery Excellence Model which provides an assessment improvement framework to bring about excellence in public service delivery. In its fourth phase of implementation of SEVOTTAM Project, the CBEC has selected Commissionerate of Customs {Preventive.}.. W.B., Kolkata. where the said SEVOTI'AM Project will be implemented from 31" March, 2015. 3. The SEVOTTAM model seeks to assess an organization (Commissionerate) on: (i) Implementation of Citizen Charter (the Citizen's Charter as formulated by the CBEe is available at the website of CBEC at http://cbec.gov.in / whoerare/ citzn· chtr.e.pdf.) . The Citizens Charter has been publicly displayed at the entrance of each of the formations, as well as at the entry gate of the Commissionerate of Customs (Prev.l. Customs House, 15/ 1 Strand Road, Kolkata-700001. 1 ----r (ii) Implementation of grievances redress system and (iii) Setvice delivery capability. 4. The following Services would be implemented under SEVOTTAM:- (i) Acknowledge all written communications including declarations, intimations, , applications and returns within 7 working days. (ii) Convey decision on matters like goods detained, bank guarantees not released or assessee needs a speaking-order etc. within 15 working days. (iii) Remit Drawback within 7 working days. .... (iv) Clear the Goods, within 24 hours for export and 48 hours for import, where the declaration relating to any consignment is complete and correct. (v) Release of seized documents if they arc not required by the department within 60 • working days if they are not required by the department. (vi) Acknowledge complaints within 48 hours and altempt to provide final replies within 30 working days. 5. Poverty erodes economic and social rights such as the right to health, adequate housing, food, safe drinking water and right to education. Due to globalisation the demand of higher education is increasing day by day. But for the quantitative and qualitative development of education it requires huge expenditure in the educational field. In such a circumstance - poverty is one of the most vivid problems for the spread of education in poor socioeconomic regions of a country. Better educational infrastructure can support better educational opportunities for the students. The South 24 Parganas district is situated to the extreme southern part of West Bengal. At present there are 29 blocks in this district. The southern part of the district is under the Indian Sundarban region, adjacent to the Bay of Bengal. The coastal blocks of South 24 Parganas district are Basanti-I, Canning-I&II, Gosaba, Jaynagar-I&II, Kakdwip, Sagar, Namkhana, Patharpratima, Kultali, Mathurapur-I&II. The people living here are facing high poverty and natural calamities.

Nitrate, phosphate and silicate were used as indicators of nutrient related water quality in the estuarine water. Our first order analysis reflects significant spatio-temporal variations of selected nutrients with relatively higher values in the Hooghly estuary (in the western Indian Sundarbans) compared to the Matla estuary (in the central Indian Sundarbans). Significant variations were observed in dissolved nitrate, phosphate and silicate concentrations between stations and years (p < 0.01). Such pronounced variations may be attributed to the location of highly industrialized and urbanized city of Kolkata, Howrah and Haldia port-cum-industrial complex adjacent to the Hooghly estuary.

    CUTSCUTS CRCCRC ActivityActivity ReportReport July-December 2013 ONGOING PROJECTS Enhancing Trade and Regional Economic Integration between India and Bangladesh ith support of the US Consulate, Calcutta, CRC along with CITEE undertook the Wstudy to examine the key issues which affect bilateral trade through land routes along the border between the state of West Bengal and Bangladesh and explore trade opportunities that can be realised by addressing such issues. Policy research will be undertaken to identify existing constraints and appropriate regulatory interventions that are needed. The overall goal of the study is to frame policy proposals for improving Indo-Bangla trade through land route which will, in turn, generate welfare outcomes, such as new market opportunities for small-scale manufacturing and agrarian sectors, especially in border areas. The immediate objectives of the study is assessment of the extent of informal trade, underlying reasons and solutions thereof as well as examination of the feasibility and potential benefits from establishing border haats in the western border. The study will proceed through three phases, viz. literature review, research design, planning and conduct of fieldwork, and preparation of an assessment report within the three months of duration period. Literature review started from July 15, 2013 and pilot survey was completed in Petrapole during July 29-August 01, 2013. The study covered a literature review and field research. Through a review of the existing literature on India-Bangladesh trade, the study maps bilateral trade issues that had been identified by earlier studies. Field work was carried out at five land customs stations (LCSs) in the western regions of the border between India and Bangladesh.
