Since this economy depends heavily on the efficient communication of information, a modern telecommunications infrastructure and a robust telecommunications sector are essential to Canada’s economic success. In recent years, advances in information and communications technologies (ICTs) and the diffusion of ICTs throughout the economy have increased the efficiency of industry and boosted productivity growth in many industrialized nations, including Canada. Much of the growth in ICT markets is attributable to the telecommunications sector, an industry in which Canada is a world-leader. Expansion and innovation in the telecommunications services sector do not come cheaply; large amounts of capital are required to finance new and enhanced infrastructure. Accessing sufficient levels of high-risk capital on Canada’s domestic markets has proven difficult. Attracting foreign capital is, therefore, vital for expansion of the telecommunications sector in Canada. Canada’s restrictions on foreign direct investment (FDI) applicable to telecommunications common carriers are intended to ensure that there is a balance between encouraging investment in the sector, and maintaining Canada’s sovereignty policy objectives. Concerns have been raised, however, that these restrictions are limiting the telecommunications sector’s access to capital and acting as a barrier to innovation and growth in the sector. In response to these concerns, and in the interests of maintaining a modern and competitive telecommunications sector, the Minister of Industry recently called for a review of the FDI restrictions applicable to telecommunications common carriers. The call for such a review also forms part of the federal government’s efforts, as presented in its Canada’s Innovation Strategy, to improve Canada’s regulatory environment in order to promote innovation. In response to the Minister’s request, the House of Commons Standing Committee on Industry, Science and Technology immediately undertook an intensive study of the issue of FDI restrictions applicable to telecommunications common carriers, and heard a wide range of views on this and related issues. The Committee believes that implementing the recommendations contained in this report will help to improve investment and innovation in the Canadian telecommunications sector, provide better services to consumers, and achieve the government’s telecommunications policy goals.     News Release For immediate release (All figures are in Cdn$, unless otherwise indicated) BCE REPORTS 2004 YEAR-END AND FOURTH QUARTER RESULTS Montréal, Québec, February 2, 2005 — For the full year 2004 BCE Inc. (TSX, NYSE: BCE) reported revenue of $19.2 billion, up 2.4 per cent and EBITDA1 of $7.6 billion, an increase of 2.1 per cent over the full year 2003. For the fourth quarter of 2004, the company reported revenue of $5.0 billion, up 3.5 per cent, and EBITDA of $1.8 billion, down 0.9 per cent when compared to the same period last year. In 2004, before restructuring BCE achieved its free cash flow2 target of approximately $1 billion and earnings per share (EPS)3 of $2.02 which was up 6.3 per cent. “The past year was important for BCE as we laid the foundation to position Bell Canada for a new era of communications,” said Michael Sabia, President and Chief Executive Officer of BCE Inc. “We delivered on our key strategic initiatives and met our guidance for financial performance in 2004. Overall, our progress in the year gives us confidence in the forward momentum of the company as outlined at our annual investor conference in mid- December.” The company’s performance in 2004 and the outlook for 2005 and beyond were among the factors that led BCE in December to increase its common share annual dividend by $0.12, or 10 per cent. In the fourth quarter, the company’s revenue growth rate continued to improve. The quarter saw continued subscriber growth in wireless, video and DSL.

(GGA) is to secure federal investment into Canada's National Highway System by way of a National Highway Program. The current contract pays GGA a $7,500/month retainer fee, and runs from June to September 2001. All related expenses are included in this monthly retainer. The contract can be terminated by either party providing a one month notice of termination. For this retainer fee, the CRCI receives the following services: ! General government relations assistance. ! Access to Québec-based cabinet ministers, members of Parliament (MPs) and Senator not contacted or easily accessed before. ! Coordination and execution of a MPs meeting blitz. This blitz will target Québec based MPs at first, followed by MPs in Ontario.     News Release BCE Reaches Definitive Agreement to be Acquired By Investor Group Led by Teachers, Providence and Madison BCE Board Recommends Shareholders Accept C$42.75 (US$40.13) Per Share Offer • Offer is 40% premium over “undisturbed share price” • Closing targeted for first quarter, 2008 MONTREAL, Quebec, June 30, 2007 – BCE (TSX/NYSE: BCE) today announced that the company has entered into a definitive agreement for BCE to be acquired by an investor group led by Teachers Private Capital, the private investment arm of the Ontario Teachers Pension Plan, Providence Equity Partners Inc. and Madison Dearborn Partners, LLC. The all-cash transaction is valued at C$51.7 billion (US$48.5 billion), including C$16.9 billion (US$15.9 billion) of debt, preferred equity and minority interests. The BCE Board of Directors unanimously recommends that shareholders vote to accept the offer. Under the terms of the transaction, the investor group will acquire all of the common shares of BCE not already owned by Teachers for an offer price of C$42.75 per common share and all preferred shares at the prices set forth in the attached schedule. Financing for the transaction is fully committed through a syndicate of banks acting on behalf of the purchaser. The purchase price represents a 40% premium over the undisturbed average trading price of BCE common shares in the first quarter of 2007, prior to the possibility of a privatization transaction surfacing publicly. The transaction values BCE at 7.8 times EBITDA (earnings before interest, taxes, depreciation and amortization) for the 12-month period ending March 31, 2007.

    The Rhetoric of Digitization and the Politicization of Canadian Heritage Mary Kandiuk Abstract Canadian heritage institutions are perceived as being used as political instruments of nation-branding to advance a government ideological agenda. Faced with budget reductions and increased federal govern- ment oversight, the national library and archives of Canada, titled Library and Archives Canada (LAC), has, in the eyes of stakeholders, abdicated its stewardship role and responsibility for all of the nation’s collections and records to focus on government priorities. Behind what has been described as a “smokescreen” of digitization, a “mod- ernization” approach at LAC has resulted in the loss of expertise, a moratorium on acquisitions, and the elimination of national archival development and interlibrary loan programs. This paper examines the new strategic priorities of LAC with respect to digitization and resource allocation against a failed digital strategy, which has im- pacted its ability to fulfill its legislated responsibility for acquisition, preservation, and access; explores the ramifications and barriers created by the digital priorities and strategy of LAC for underserved populations, with a focus on Canada’s Indigenous peoples; and con- cludes with a discussion of the findings and recommendations of the 2014 Royal Society of Canada’s expert panel’s report, The Future Now: Canada’s Libraries, Archives, and Public Memory.
