Comsat is authorized to use Inmarsat First Genera tion satellites only as backups to the Second Generation satellites. Due to operational constraints associated with the Inmarsat First Generation satellites (these satellites are only capable of supporting 7.5 MHz of these frequency bands). Comsat©s land earth stations shall transmit on 6417.5-6425 MHz and receive on 4192.5-4200 MHz when operating with these satellites. 9. IT IS FURTHER ORDERED that this authority does not cover the provision of international LMSS or land based temporary fixed-satellite services via any new land earth stations or Inmarsat satellites or cover any land mo bile-satellite services not specifically authorized herein. 10. IT IS FURTHER ORDERED that this authorization is conditioned upon completion of the consultation(s) re quired by Article XIV(d) of the Intelsat Agreement to ensure technical compatibility and to avoid significant eco nomic harm. In addition, COMSAT shall maintain as its first priority the service of maritime commercial, safety and distress needs, and in particular uphold the safety and distress requirements of the Global Maritime Distress and Safety System. 11. IT IS FURTHER ORDERED that COMSAT shall file with the Commission every six months a letter report ing Inmarsat©s progress in developing a means of distin guishing between maritime, aeronautical, and land mobile-satellite transmissions to allow for the primacy of maritime services and compliance with Commission Regu lations and Rules regarding the use of these bands. 112.

    FOREWORD This handbook has been produced by the Australian Maritime Safety Authority (AMSA), and is intended for use on ships that are: • compulsorily equipped with GMDSS radiocommunication installations in accordance with the requirements of the International Convention for the Safety of Life at Sea Convention 1974 (SOLAS) and Commonwealth or State government marine legislation • voluntarily equipped with GMDSS radiocommunication installations. It is the recommended textbook for candidates wishing to qualify for the Australian GMDSS General Operator’s Certificate of Proficiency. This handbook replaces the tenth edition of the GMDSS Handbook published in September 2013, and has been amended to reflect: • changes to regulations adopted by the International Telecommunication Union (ITU) World Radiocommunications Conference (2015) • changes to Inmarsat services • an updated AMSA distress beacon registration form • changes to various ITU Recommendations • changes to the publications published by the ITU • developments in Man Overboard (MOB) devices • clarification of GMDSS radio log procedures • general editorial updating and improvements. Procedures outlined in the handbook are based on the ITU Radio Regulations, on radio procedures used by Australian Maritime Communications Stations and Satellite Earth Stations in the Inmarsat network. Careful observance of the procedures covered by this handbook is essential for the efficient exchange of communications in the marine radiocommunication service, particularly where safety of life at sea is concerned. Special attention should be given to those sections dealing with distress, urgency, and safety. Operators of radiocommunications equipment on vessels not equipped with GMDSS installations should refer to the Marine Radio Operators Handbook published by the Australian Maritime College, Launceston, Tasmania, Australia. No provision of this handbook or the ITU Radio Regulations prevents the use, by a ship in distress, of any means at its disposal to attract attention, make known its position and obtain help.

Accepted Interference1: Interference at a higher level than that defined as permissible interference and which has been agreed upon between two or more administrations without prejudice to other administrations. (RR) Active Satellite: A satellite carrying a station intended to transmit or retransmit radiocommunication signals. (RR) Active Sensor: A measuring instrument in the Earth exploration-satellite service or in the space research service by means of which information is obtained by transmission and reception of radio waves. (RR) Adaptive System: A radiocommunication system which varies its radio characteristics according to channel quality (RR). Administration: Any governmental department or service responsible for discharging the obligations undertaken in the Constitution of the International Telecommunication Union, in the Convention of the International Telecommunication Union and in the Administrative Regulations. (RR) Aeronautical Advisory Station: An aeronautical station used for advisory and civil defense communications primarily with private aircraft stations. Also called UNICOM Stations.     CHAPTER I Terminology and technical characteristics RR1-1 ARTICLE 1 Terms and definitions Introduction 1.1 For the purposes of these Regulations, the following terms shall have the meanings defined below. These terms and definitions do not, however, necessarily apply for other purposes. Definitions identical to those contained in the Annex to the Constitution or the Annex to the Convention of the International Telecommunication Union (Geneva, 1992) are marked “(CS)” or “(CV)” respectively. NOTE – If, in the text of a definition below, a term is printed in italics, this means that the term itself is defined in this Article. Section I – General terms 1.2 administration: Any governmental department or service responsible for discharging the obligations undertaken in the Constitution of the International Telecommunication Union, in the Convention of the International Telecommunication Union and in the Administrative Regulations (CS 1002). 1.3 telecommunication: Any transmission, emission or reception of signs, signals, writings, images and sounds or intelligence of any nature by wire, radio, optical or other electromagnetic systems (CS). 1.4 radio: A general term applied to the use of radio waves. 1.5 radio waves or hertzian waves: Electromagnetic waves of frequencies arbitrarily lower than 3 000 GHz, propagated in space without artificial guide. 1.6 radiocommunication: Telecommunication by means of radio waves (CS) (CV). 1.7 terrestrial radiocommunication: Any radiocommunication other than space radiocommunication or radio astronomy. 1.8 space radiocommunication: Any radiocommunication involving the use of one or more space stations or the use of one or more reflecting satellites or other objects in space. 1.9 radiodetermination: The determination of the position, velocity and/or other characteristics of an object, or the obtaining of information relating to these parameters, by means of the propagation properties of radio waves.
