June 15, 2020 Mayor de Blasio, As youth service workers, we chose this career to give back, to better our communities, and to prepare the next generation of leaders. Our work in nonprofit, community-based organizations (CBOs) can be hard, but it is rewarding. Many of us have spent years--some decades--working with New York City’s youth and young people in our communities. Your decision to eliminate summer program funding for the summer of 2020 has had disastrous consequences for our communities and for our careers. Thousands of us have been informed that we will be furloughed or laid off into an economy with virtually no alternative employment prospects, and your conflicting public statements have instigated a great deal of anxiety and turbulence as we try and determine what your vague commitments mean for our livelihood. New York City is an epicenter of the worst public health catastrophe in 100 years, and our communities have been hit hardest by this crisis. Many of us live in the communities we serve, and we have lost countless neighbors, peers, and family members. Now, the thought of losing our livelihood is like salt in the wound. When we were told by the Department of Youth and Community Development (DYCD) that summer funding for Beacons, COMPASS, Cornerstones, SONYC, and SYEP would be eliminated-- a decision that impacts 175,000 young people and approximately 14,000 youth service employees--you claimed it was because of health and safety concerns running programs in person. This argument was disingenuous, as we had been working tirelessly to pivot our programming to continue to deliver supportive, enriching programming for youth remotely. We brought our programming online, developed innovative alternatives for after-school programs, and carefully orchestrated limited in-person operations at the City’s Regional Enrichment Centers (RECs), that are funded by the Department of Education (DOE) but staffed in many instances by us and our peers, youth service workers of CBOs. Simultaneously, we have been supporting families with services like emergency food assistance, unemployment, rent assistance and providing mental health support. As young people have struggled to adjust to online learning and cope with the devastation wrought to their communities by COVID-19, we have worked overtime to provide one-on-one support. From providing safe spaces to occupy our young people including music and dance courses, writing courses, tutoring and homework help to offering targeted counseling for those suffering acute anxiety in a time of turmoil, we are helping to keep families and young people afloat during what is, for many, their darkest hour. The days are getting warmer, and we are beginning to move into the first phase of the reopening of our city, but instead of preparing our classrooms and courtyards for the young people whose families have come to rely on us to provide safe, educational spaces for them during the summer months, we are preparing to file for unemployment. It is insulting and unfathomable that we are not seen as essential workers nor are we a part of the city’s recovery plan. We have watched our communities suffer from this pandemic, with many losing their jobs, their loved ones, their lives, and instead of developing plans for social/emotional interventions to help our young people navigate the fallout, we are preparing to close our doors. We are demanding that you act immediately to reinstate funding for summer programming for Beacons, COMPASS, Cornerstones, SONYC, and SYEP programs for Summer 2020. With every passing day, it becomes more and more difficult to prepare for a constructive and engaging summer; we must make sure we can enroll families and youth in advance, that facilities are clean, and that engaging curriculum and activities are planned. DYCD has told providers to cease operations by June 19th, at which time those of us that have not already been furloughed or laid off expect to be. We need you to act now.
