The new council elected will carry their responsibility through from the period 2016/2021 to better heights and growth of our democracy. Following the words of Lao Tzu who said “The journey of a thousand miles begins with one step”, this new council is determined to take the baton passed on to them and make change one step at a time. In submission with the provisions of the laws that govern the affairs of the municipality, Chapter 4 of the Municipal Systems Act 32 of 2000 makes community participation in the programmes and activities of the municipality a legal obligation. This IDP (Integrated Development Plan) document will continue to guide us over the next five years in our collective endeavors of building a better life for all our Ngaka Modiri Molema District Municipalities communities. The IDP is guided by the National Development Plan which is a long term vision and plan for the country adopted in 2009. Focusing on the challenges within the district which are poverty alleviation, unemployment, health, safety and security, economic growth and skills development in the district. We will be a Council that is Accountable to our communities as per the pronouncement of “Back to Basics” Framework. This Municipality will continue to implement the fifth administration’s model for service delivery through the five concrete planning focusing on Agriculture, Culture & Tourism (ACT); Village,Township, Small Dorpie (VTSD); Reconciliation, Healing and Renewal (RHR); Setsokotsane; and Saamtrek-Saamwerk philosophy through which active participation of community members will continuously takes place in articulating their needs and aspirations In re-affirming our commitment to Restore Dignity for Ngaka Modiri Molema District Communities We remain committed to the realization of the five (5) National Key Performance Areas of municipalities, being the following: Good Governance and Public Participation, Municipal Transformation and Organizational Development, Basic Infrastructure and Service Delivery, Local Economic Development and Municipal Financial Viability and Management. Cllr Tshepo Justice Makolomakwa Executive Mayor 4 Foreword by the Acting Municipal Manager OVERVIEW BY THE ACTING MUNICIPAL MANAGER ON THE INTEGRATED DEVELOPMENT PLAN (IDP) 2017/22 “Thinking beyond the financial constraints, building a relevant, effective and efficient sustainable delivery machinery “ The IDP is a strategic planning tool to achieve integration and alignment that will allow for effective and efficient deployment of resources. Ngaka Modiri Molema District Municipality worked tirelessly to ensure that all spheres of government submit their planned projects and programmes, this will go a long way in eliminating duplications in service delivery, ensure that joint implementation take place as and when necessary and thus maximize delivery of services within the limited financial resources. In the process for developing this IDP strong relationship were build with communities in determining projects/programmes for fast-tracking, bettering and reducing backlogs in especially basic services delivery. Our goal will be to improve on our image as a district municipality, “Building a Responsive, Caring and Accountable Local Government”. The Municipality could not achieve much in the past five years due to systematic historical challenges that are well documented. The annual budget and the IDP in 2017/18 are inextricably linked to one another and aligned to be MSCOA complient.Control systems will be put in place to monitor performance and accountability as all Senior Manager and other municipal employees will be capacitated, coached and monitored to deliver on this IDP focusing of the following Back to Basics Pillars:- Basic Services Institutional Transformation Good Governance and Public Participation Financial Viability and Economic Development Ngaka Modiri Molema District Municipality will therefore systematically manage projects/programmes in line with the above and ensure that all projects and programmes contribute to Rebranding, Repositioning and Renewal of the district. This in order to can also register achievement on the North West Province Firth administration five concretes on service delivery direction , that is the ;Agriculture, Culture and Tourism (ACT); VTSD (Villages Townships and Small Dorpies) ;Reconciliation; Healing and Renewal; Setsokotsane, Saamtrek Saamwerk, these are to enable and facilitate interventions to deal with service delivery challenges at all levels of government. The National Development Plan 2030 is a blue print that served as a guideline towards development of our IDP. 5 Ngaka Modiri Molema District Municipality administration is upbeat and committed to improve its Audit Opinion outcome. The first step will be to ensure that all Senior Management vacant positions are filled in the first quarter of the 2017/18 financial year. Going forward the administration will engage in a plan towards the stabilization of the institution in general and in particular attending to ensuring that the institution has a relevant, sustainable, effective and efficient organizational structure. On service delivery special attention will be focused on water and sanitation infrastructure; water quality for both drinking and waste water; response to fire\s, rescue, Disaster Risk Management; Municipal Health Services; and enterprise development promotion and support. The municipality will also give attention to the development of a Revenue Enhancement Strategy;actioning the municipal Financial Viability Plan ; Implementation
