Sessional Diary 2015–16
HOUSE OF COMMONS SESSIONAL DIARY 2015–16 18 May 2015 to 12 May 2016 Prepared in the Journal Office of the House of Commons INTRODUCTION 1. This diary records the business on which the House spent its time in Session 2015–16, analysed into categories, and similar information for sittings in Westminster Hall. It is intended mainly to provide information in response to statistical inquiries, and in using it the following points should be borne in mind: (a) The diary does not include business which took little or no time, such as presentations of bills, unopposed private business, and motions agreed to without debate or division. (b) Divisions are normally included with the business to which they relate. (c) Timings are taken from the Official Report, using the printed times where available, and otherwise taking a column of debate to last three minutes. Daily prayers are assumed to last a standard five minutes, unless stated otherwise (and are not itemised in the analysis). (d) Periods of suspension are included in the total sitting time, and are listed in section 14j of the analysis (Miscellaneous). However, the 2½-hour suspension from 11.30 to 14.00 in Westminster Hall on most Tuesdays and Wednesdays (introduced on 1 January 2003) is shown in brackets in the “Duration” column and is left out of the totals. Other suspensions in Westminster Hall are included in the totals and in the analysis under section 7. (e) The times in the column headed “After appointed time” refer to business taken after the time appointed as the “moment of interruption”. -

The condition of roads, the quality of local schools, the availability of leisure facilities like swimming pools and libraries, and whether or not our bins are emptied efficiently should be daily reminders about the state of our local democracy. And yet, it is all too rare to hear debate about the performance of the council, at least in anything other than a general sense, the choices which are available, or about the potential power of the ballot box to change things. Democracy, like charity, begins at home. If citizens feel disconnected from the democratic processes closest to home, then what hope is there for wider engagement? If government in all its forms can’t do anything about the dog dirt and paving slabs, how can anyone have confidence in its ability to deal with a global economic crisis, environmental degradation and threats to our security? After being closely involved with local government for almost 20 years, it is my belief that genuine local democracy in this country is in terminal decline. -
Freedom of Information Act 2000 (Section 50)
Reference: FS50199197 Freedom of Information Act 2000 (Section 50) Decision Notice Date: 10 June 2009 Public Authority: House of Commons Address: London SW1A 0AA Summary The complainant asked the House of Commons (HoC) to provide him with a variety of information about expense claims made by 12 specific MPs relating to both travel allowances and stationery allowances. The HoC provided the complainant with some information but argued that further information was exempt from disclosure on the basis of section 40(2) of the Act (Personal information). The information withheld on the basis of section 40(2) comprised the total amount claimed by each MP for staff travel for the financial years 2005/2006 and 2006/2007 against the Incidental Expenses Provisions and staffing budget allowances, and a breakdown of the amount claimed by each MP in relation to centrally purchased stationery and postage for the financial years 2005/2006 and 2006/2007 of the published tables. (Since 2004 MPs’ total annual spend against allowances has been published on the Parliamentary website). The complainant asked the Commissioner to consider the application of section 40(2) to these two classes of information. The Commissioner has concluded that section 40(2) does not provide a basis to withhold the information and therefore the Commissioner has ordered the HoC to disclose this information. In handling this request the Commissioner has also concluded that the HoC breached section 1(1)(b) and 10(1) by incorrectly withholding this information. The Commissioner’s Role 1. The Commissioner’s duty is to decide whether a request for information made to a public authority has been dealt with in accordance with the requirements of Part 1 of the Freedom of Information Act 2000 (the ‘Act’). -

Purpose Unlock Democracy argues and campaigns for a vibrant, inclusive democracy that puts power in the hands of the people. We seek a democratic participative process resulting in a written constitution that serves and protects the people. That constitution would define the roles of, and relationships between, the Executive, Legislature and Judiciary. It would determine how, and to what extent, power is shared between representatives at local, national and United Kingdom levels, and with international organisations. It would enshrine basic liberties and human rights for all. We campaign: • for fair and open elections; • for transparency in public decision making • to ensure that power is exercised as close to people as is practicable • to empower individuals and their communities to have a greater say over the decisions that affect them • for democratic accountability of all elected representatives, government and public bodies • for universal human rights for all. We promote: • a new culture of informed political interest and responsibility, paving the way for increased enthusiastic public participation • a pluralist democracy that is responsive to the problems and aspirations of all people, valuing and accommodating difference, diversity and universal human rights. Everyone has the right to live their life in dignity under the law, and free from fear. Unlock Democracy is a non-aligned organisation, committed to working inclusively across the political spectrum. -
