Public Policies: Barry Winetrobe ISBN: 1 903903 09 2 Introduction James Mitchell The policy agenda for the last quarter in Scotland was distinct from that south of the border while there was some overlap. Matters such as identity cards and foundation hospitals are figuring prominently north of the border though long-running issues concerned with health and law and order were important. In health, differences exist at policy level but also in terms of rhetoric – with the Health Minister refusing to refer to patients as ‘customers’. This suggests divergence without major disputes in devolutionary politics. An issue which has caused problems across Britain and was of significance this quarter was the provision of accommodation for asylum seekers as well as the education of the children of asylum seekers. Though asylum is a retained matter, the issue has devolutionary dimension as education is a devolved matter. The other significant event was the challenge to John Swinney’s leadership of the Scottish National Party. A relatively unknown party activist challenged Swinney resulting in a drawn-out campaign over the Summer which culminated in a massive victory for Swinney at the SNP’s annual conference. -
People, Places and Policy
People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. The response of state-wide political parties to the establishment of sub-state government remains a relatively neglected research area. This thesis seeks to remedy this situation by analyzing the Conservative Party’s adaptation to devolution in Wales. -

MSc (Econ) Department of International Politics, Aberystwyth University Submitted in partial fulfilment of the requirements for the degree of: MSc (Econ) Welsh Politics & Society (RT) The Welsh Conservative Party and the National Assembly of Wales 1997 – 2010 Kristian Hicks P a g e | 1 Abstract The Conservative Party in Wales has undergone a great deal of change since the creation of the National Assembly in 1999. As a party that vociferously opposed the passing of any devolution settlement,1 the ‘Yes’ outcome of the devolution referendum would push the party into a crisis of relevancy. How exactly does a conservative deal such changes in the structure of a political system? What are the environmental push-pull factors and themes that emanate from such a change?2 This dissertation seeks to explore such questions and also communicates the experiences of the Welsh Conservative party in the age of devolution. The structure of this dissertation is chronological in nature.3 It begins with the experiences of the Conservatives in the first assembly onwards to the present at the time of writing (2010). As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC. -

An investigation into rights of passage and rights of land use (or rights of common) Alan Shelley PG Dissertation in Landscape Architecture Cheltenham & Gloucester College of Higher Education April2000 Abstract There is a level of confusion relating to the expression 'common' when describing 'common rights'. What is 'common'? Common is a word which describes sharing or 'that affecting all alike'. Our 'common humanity' may be a term used to describe people in general. When we refer to something 'common' we are often saying, or implying, it is 'ordinary' or as normal. Mankind, in its earliest civilisation formed societies, usually of a family tribe, that expanded. Society is principled on community. What are 'rights'? Rights are generally agreed practices. Most often they are considered ethically, to be moral, just, correct and true. They may even be perceived, in some cases, to include duty. The evolution of mankind and society has its origins in the land. Generally speaking common rights have come from land-lore (the use of land). Conflicts have evolved between customs and the statutory rights of common people (the people of the commons). This has been influenced by Church (Canonical) law, from Roman formation, statutory enclosures of land and the corporation of local government. Privilege, has allowed 'freemen', by various customs, certain advantages over the general populace, or 'common people'. Unfortunately, the term no longer describes a relationship of such people with the land, but to their nationhood.
