Ensemble | January-June, 2018 1 Editor’s Note Dear Readers, It is a matter of pride for CEFIPRA to publish this edition in the backdrop of the State visit of French President H.E. Mr. Emmanuel Macron to India in March, 2018 and CEFIPRA’s 30 years journey in promoting Science, Technology and Innovation. Resoluting and strengthening the Indo-French ties in advanced areas of Science and Technology, CEFIPRA has carried out various activities during the reporting period. CEFIPRA actively participated in the Knowledge Summit organized by the French Embassy in India during 10th -11th March, 2018. The Centre had a special session during the Summit for celebrating three decades of Indo-French partnership in Research, Innovation and Creativity through CEFIPRA. The Knowledge Summit brought together leaders from various domains of academics and industries having bilateral experience through CEFIPRA in leveraging partnership to enrich the Indo-French ST & I ecosystem. The Centre’s activities are guided by its Governing Body (GB). The 31st meeting of GB was held on 23rd March, 2018 at New Delhi wherein members & special invitees from France and India had participated. I would like to place on record my gratitude towards two Co-Chairs and members of the GB for their constant support and valuable visionary guidance to CEFIPRA. Several documents and a documentary film celebrating CEFIPRA’s 30 years of achievements were also released on the occasion. During the reporting period, meetings of 61st Scientific Council (SC), 32nd Industrial Research Committee (IRC), overlapping meeting (with members of SC & IRC) and the 3rd meeting of the Standard Expert Panel (SEP) of CEFIPRA were organized between 14th-19th May, 2018 at Grenoble, France. These meetings were important for reviewing ongoing / completed projects and the selection of new project proposals. Two leaders held wide ranging and constructive discussions, underlining the growing convergence between the two countries on regional and international issues. CEFIPRA’s effort for the advancement of bilateral scientific competency in the advanced areas had brought values to scientific communities in two countries and two leaders appreciated the role of CEFIPRA in the Joint Statement signed on 10th March, 2018 at New Delhi which says as follows: “The leaders recognized with satisfaction, the role played by the Indo-French Centre for Promotion of Advance Research (CEFIPRA) and congratulated it on its 30th anniversary, which was celebrated in 2017. They encouraged CEFIPRA to expand its role through interactive continuum between research, market and societal needs by linking the discoveries from fundamental research and their technological applications. In order to expand the scope and content of the bilateral cooperation in Science, Technology and Innovation, the leaders emphasized the need to convene the Joint Committee on S&T in 2018.” (Source: www.mea.gov.in/bilateral-documents.htm?dtl/29596/IndiaFrance; point no.28) Ensemble | January-June, 2018 3 Lead Article 1 Magnificent Years of CEFIPRA An inter-governmental agreement between India and France in 1987 led to the novel in- itiative of CEFIPRA which catalyzes bilateral collaboration in Science, Technology and Innovation (ST&I) through efforts between the Governments, Academia and Industries. CEFIPRA receives financial support from the Department of Science & Technology (DST), Government of India (GoI) and the Ministry for Europe and Foreign Affairs (MEAE), Government of France. The Centre has reached the milestone of 30 years in 2017, a jour- ney which has seen different phases of evolution. The activities of the Centre are reviewed by a Governing Body (GB). The Governing Body consists of five members each from India and France, nominated by the respective Governments. The first Governing Body meeting was held on 15th May, 1987 at New Delhi. Since then, it has met 31 times and the last time on 23rd March, 2018 at New Delhi. CEFIPRA’s mandate is to support high quality research groups through collaborative re- search projects to nurture scientific competency underCollaborative Scientific Research Programme (CSRP), which is monitored by Scientific Council (SC). The SC reviews projects submitted by scientists from India and France. So far, 61 SC meetings have been conducted and have supported more than 516 projects, out of which, 57 are ongoing. The eminent work of the scientists has produced more than 2500 publications and 60,000 citations as indicated by Web of Science. The mobility being an important component of any international project, Centre has sup- ported over 3500 scientists/students/researchers from both countries. More than 3300 Human Resources have been trained including 1000 PhDs and Post-docs. By and large, CEFIPRA has strengthened its position in Indo-French S&T coopera- tion by connecting more than 145 Indian & 65 French institutions/universities across both the countries. The Bibiolometric Analysis which was conducted recently shows that 2372 publications have resulted from the 493 projects implemented under CSRP receiving a total of 57,623 citations till February, 2018 at an average of about 25 citations per paper. CEFIPRA’s another initiative is Industry-Academia Research & Development Programme (IARDP) for promoting linkages between Industry and Academia from France as well as India by enhancing the competitiveness of the industrial partners. This Programme is monitored by Industrial Research Committee (IRC). Till date, IRC has conducted 32 meet- ings and has supported 34 Industry-Academia research projects. In all, CEFIPRA has supported 149 Seminars/Workshops organized in India and France. CEFIPRA has provided a platform to the national funding agencies of the two countries to collaborate in specific thematic areas of mutual interest under Targeted Programmes such as DST-Inria-CNRS and DST-ANR etc. Understanding the val- ue of student’s mobility in S&T context of India and France, the Centre has initiated two fellowship/training programmes for doctoral students such as Raman-Charpak Fellowship and DST-CEFIPRA Fellowship for ESONN Programme. Raman-Charpak Fellowship Programme is implemented by CEFIPRA with joint funding from the Department of Science and Technology (DST), Government of India and French Institute in India (IFI), French Embassy in India, Ministry for Europe and Foreign Affairs, Government of France. Since the year 2013 to 2017, 118 Raman-Charpak Fellows have been supported including 4 French Master’s students, for whom the Call was launched first time in 2017. The DST-CEFIPRA Fellowship for ESONN Programme, is a three-week course aimed at providing training for graduate students, postdoctoral and junior scientists from universities and laboratories in the field of nano-sciences and nano-tech- nologies in Physics, Biology and Chemistry. The academic and practical courses cover the elaboration, functioning and characterization of nano-objects. So far till 2017, 38 doctoral students have been supported under this programme. In an effort to utilize large scale scientific facilities available in India & France for the scientists of both the countries, CEFIPRA had signed a MoU with SOLEIL Synchrotron to facilitate the use of the SOLEIL Synchrotron facility in France by Indian scientists/researchers and 29 visits of scientists/researchers/students have been supported under this programme. The Centre introduced an innovative programme in Public Private Partnerships (PPP) mode with Saint Gobain Research India (SGRI) as CEFIPRA-SGRI PPP Programme which aims to develop sustainable habitat for hot and humid climate. Four projects were supported under this programme. Considering the strong urge of the French and Indian Governments to 4 Ensemble | January-June, 2018 Lead Article 1 reinforce scientific collaboration to address prevalent and emerging challenges in water, the French Embassy in India and DST have joined hands for Indo-French Water Network (IFWN) Programme in the areas of (a) Waste water treatment (Industrial/ Domestic); (b) Natural water treatment systems. The programme is co-ordinated by CEFIPRA. One project has been completed recently and other will be completing in September, 2018. Biotechnology Industry Research Assistance Council (BIRAC)-CEFIPRA-French Embassy in India had launched an Indo-French Challenge Oriented Programme in the area of Red Biotechnology up to pre-commercialization stage. Two projects, both in the area of Cardiovascular Disease have been completed under the first Call. One project, in the area of Alzheimer’s disease, is in progress under the second Call. CEFIPRA further expanded its activity by bringing Bpifrance (a Public Investment Bank in France) as a new stakeholder and launched the Indo-French Health Technology Programme in association
