Humanitarian Response

Stoeung Treng Province

The Cambodia Red Cross:

- According to the HRF member (CRC representative), the CRC/HQ started to distribute 31 July 2018, 1,500 kits (food and NFI) in Stoeung Treng, and if there is gaps CRC will be sending more. The distribution report is not yet share and expect to update by 2nd August 2018.

Plan International:

 Jointed distribution PCDM, Caritas and Plan international started from July 31st 2018. The relief were provided to 437 evacuated families. Each family received following: o WASH kits: 1 water filter, 1 kettle, 1 water bucket with handle, 6 stainless steel glasses, 1 water container, 1 nail cutter, 1 handkerchief, 1 bar of soap. o 185 of 437 families received additional 50 P&G sachets, 500g of detergent pack, 10 litres of water container, 1 jerry can (supported by PDRD-UNICEF using prepositioning WASH kits) o Shelter: 1 plastic tent 4x6m (supported by Caritas) o NFIs: 2 Mosquito nets, 2 sleeping mats, 1 Krama, 1 Sarong o Hygiene promotion and Child protection orientations conducted by Plan international staff.  Plan International Stung Treng team is working hand and hand with DCDM, PCDM and Plan’ NGO partners to monitor the flood situation including the use of distributed kits as well as preparing a plan for a recovery stage https://www.facebook.com/PlanInternationalCambodia/posts/1449157451851926 CHF members:  MVi organization at Stung Treng: have distributed: WASH: 50 water continer (30 L) and 11 plastic tents at Tma Kaev Commune, Siem Pang District

 Mekong River Commission – July 31th 2018

According to flood monitoring of the Mekong River Commission, it is clear that the Mekong river is now slowly raising in the Stoeung treng station. The water level is 10.75 meters on July 30th 2018 and on July 31st 2018 the water level is 10.84 meters which is 0.09 meter increasing. The alarm will be activated once the water level reaches 10.7 meters.

Humanitarian Coordination

On 31th July 2018 the HRF had a meeting to discuss most updated information, key focal point for action in STG (Plan international). The meeting was agreed:

- Plan International is still providing leadership on the response coordination in Stoeung Treng. - UNICEF agreed to provide leadership on the flood preparedness and response coordination for Kratie province - Save The Children agreed to provide leadership on flood preparedness and response coordination for Kampong Cham

 (Reported by Plan) o Plan International is now providing relief distributions (WASH kits, Tens and other NFI) o Plan International will conduct in deep assessment to the other two communes. But however the water is receding and expected there will be no more family evacuate from their house. o Next step, the response will focus on the affected family who were not evacuated but affected by flood.

** Crops has been destroyed, therefore the medium and long-term recovery is needs. ** The current gaps are Latrine for evacuated people and Food

 Sectors update: o FS and Cash: . From the sector, we have no clear information related food security and cash form the ground . We keep in contact with green trade company who is serve as services provider for the government of Cambodia in term of food reserve system. So far, WFP received a letter form Green trade to borrow food form WFP incase emergency. We are (WFP) yet to receive any official request form the government (great trade company) regard food need. o WASH (Unicef and WVI) . UNICEF working with MRD preposition 10,000 wash kits (kits was prepared based on the MPA). . The stock allocated in 3 different locations (, and Kratie)

. Late last week the PDRD Kratie has released WASH kits from Kratie to Steung Treng to response to the flood affected people there. The operations of the distribution will co-lead by PCDM and PDRD of Stoeung Treng. . UNICEP keep in contact to the MRD if there is need to move stock form Phnom Penh or BTB. . If there is request from MRD to fulfill the respond gaps, UNICEF will use the contingency fund. . WVI is now in the process of procuring the P&G water purify 6,000,000 units and expect to reach the warehouse in the next 3 weeks. WVI will release to those NGOs or government is there is request for emergency assistant. o Education and Protection: (SCI) . There is no concerns related to the Education as at this time all school are in vacation. . There is no report on the concerns related protection. o Health (WHO, WVI) . MSF send a team to the affected area but not yet receive any information related health concerns. . No data on decease or insects bites, but the team will discuss with PHD on essential services such as vaccine and pregnancy check-up…etc. . MoH (Dr. Yim Sovann) will update the concerns related to the health issue.

. HPA have office in Stpeung treng and as well in Tbong Khmom, HPA is working on Manlaria and available 4,000 bed nets, is there is need HPA will offer.

. UNOPS has available bed nets in stock, if there is needs they can release from stock

 Mekong River Commission – July 27th 2018

According to flood monitoring of the Mekong River Commission, it is clear that the Mekong river is now rapid raising in the Stoeung treng station. The water level is 9.61 meters on July 25th 2018 and on July 25th 2018 the water level is 10.29 meters which is 0.68 meter increasing. The alarm will be activated once the water level reaches 10.7 meters.

Today in the morning, PIN supported PCDM Stung Treng to send warning messages to all subscribes of EWS 1294 in Krong Stung Treng that “Level of water is rising close to alarm level”. Messages started to send at 9:02 am and finished at 9:09 so total 7 mins.

Humanitarian Coordination

On 27th July 2018 the HRF had a meeting to discuss most updated information, key focal point for action in STG (Plan international). The meeting was agreed: - Plan International will be the agency lead and coordinated for an emergency response with support from HRF Secretariat. - Plan International will check with the PCDM on the use of the WASH material from Kratie and the gape. - Plan will liaise with PCDM and develop capacity mapping and gape than share to HRF Secretarial to facilitate with the member for resources support (Financial and Material and Human Resources). - There is report during the meeting that the affected area have high prevalent of Malaria, and UNOPS have preposition stock of mosquitos nets, WFP will communicate to UNOPS for the possibility use of the nets to distribute to the flood affected communities.

- One of the issues discussed at the meeting was the anticipated delayed effect down-stream including Kratie, Kampong Chham, Tboung Khmum, and Prey Veng. During the last big flood, Kratie was flooded following heavy rains and release of water upstream. In order to begin looking into preparedness for

support to the provincial authorities in Kratie, in the event of flooding, the HRF is seeking the nomination of a focal point agency to take the lead in information management and coordination in Kratie province. Child Fund has a limited presence in the province and will confirm their ability to lead in some areas in case needed. As UNICEF has a field office in Kratie the HRF will communicate and request to UNICEF take on the focal point role there. Humanitarian Response

Stoeung Treng Province

Response by Government of Cambodia - Provincial Committee for Disaster Management (PCDM) was actively deployed 678 personnel (Police, Army and Military-Police) to assist and evacuate the flood affected families. - Means of transportation = 5 Cargo Trucks; 16 Engine Boats; 7 Pick-Up Trucks; - Family Kits = 4,000 Mosquito Nets; 460 Tarpaulin Tent Sheets, Mats 20, and 100 Jerry Cans (30 L) and 50 Kettle, 173 Rescue Airbags, 1,500 Empty Sack, 188 Boxes of Instant Noodle and 18,000 tablets of Chloramine.

NGOs/CSOs

- The Cambodia Red Cross and Provincial Committee for Disaster Management have distributed 250 kits for food item such as rice, canned fish, cooking oil, noodles, and 360 plastic tents and 40 water filters to affected families. Among the 360 plastic tens, the CRC/PCDM Distribute to Srer Sambo commune 110 Tents, Sekong communes 120tents, Santhepheap and ThmorKoe commune 130tents

From 30th July and 1st August 2018 Plan International will facilitate to distributes relief kits in Siem Pang: - 500 plastic tens provide by Caritas . - WASH Kits and hygiene promotion to 562 households (including 899 males; 1,349 females included 360 boys and 410 girls) - set up 5 mobile latrines in the evacuation sites and going to distribute plastic tens 432 Tents for Santhepheap and Thmor Koe communes

FLOOD DISASTER

Stoeung Treng Province: - The government requests agencies in the province for support during the coordination meeting which was held on 25th July at Provincial hall. The participants during the meeting were the officials from PDRD, POE, EDC, Department of public transport, PhD, CIPA, Save, swice contract, Plan, CRDT, WP, MVI. In the meeting, the PCDM addressed to the NGOs representative for the humanitarian assistant to the evacuated families.

Plan International

- Plan International has carried out a rapid initial needs assessment for flood situation in STG. The assessments have found that approximate 600 families out of 1,289 were evacuated and really need basis services, especially WASH kits, temporary tent… etc

The temporary (quick) assessment has found that:

o Ground water sources were damaged by flood in 17 villages, in 3 communes namely (Santepheap, Thmor Keo and Sre Sambo) of Siem Pang District. o The 1,289 affected families are using untreated water from lake and lack of water container to use in safe places. o The sanitation and washing facilities are not available in safe places especially sanitaries pad for women and young girl o The affected families are defecating in a bush and free land at evacuation sites. o The infant feces are not disposing safely o Foods available in local market in Siem Pang o Each family have prepared and stock rice and dry kind of food for 7days (reported from CCDM) o The market is still function and people can access cash to buy food or materials o Communication is available (mobile phone network, radio, TV..) o 85% of rice field and crop along the riverside is flooded, up to date no reporting on impact on agriculture and lives stock from district of agriculture yet. If the level of water decrease in 7-10 days after flooded, the rice crop will not be destroyed. o We can acess to Siem Pang by car or truck but to commune affected by flood (Santepheap and Thmor Keo commune) is inaccessible by car or truck.

- Ministry of water resources and metrology: Up to 3:10 pm on July 26, 2018, the Tonle Sekong River in Stung Treng province continued to rise to 12.10 meters (Warning level is 11,50 meters high).

- People In Need and PCDM :

PIN supported PCDM Stung Treng to send warning messages through EWS 1294 to vulnerable communes as below: o First “Warning Message” were sent to all communes in Siempang district and 8 communes in Thalaborivath; started at 7:45 pm and finished at 7:55pm so total time sending 10 mins.

o Second “Evacuation Warning Message” were sent to only communes in Siempang district started at 9:30pm and finished at 9:40 pm so total time sending 10mins.

- Ratanak Kiri Care Cambodia Water level of Sesan river is much decreased but is still over the alarm level 0.84m. There are 60 families were affected and evacuated.

Rotanak Kiri Province

- 60 Families affected by flood in Ratanak Kiri ( 30 families in Kachoun and 30 Families in Phnom Kok communes) received relief assistant from the authority such as ten, medicine, other materials.

Stoeung Treng Province

-CRC/PCDM distributed 250 kits for food item such as rice, can-fish, oil, noodles, and 360tents and 40 water filters but those amount of materials and kits are not only for Santhepheap and Thmor Koe communes but for a whole Siem Pang district

Highlights

 There is 1 Tropical storm active in South China Sea.

Tropical Storm SON-TINH is currently located near 21.4 N 108.8 E with maximum 1-min sustained winds of 35kts (1 Knot = 1.852 Km).

 July 24th 2018 Hundreds missing after hydroelectric dam collapses in Laos. “More than 6,600 people were also left homeless, state media reported”.

Massive flooding from a South Korean-constructed hydroelectric dam in Laos left several people dead and hundreds missing, state media said Tuesday.

According to project assessment documents, about 30 villages were affected by the project with more than 2,000 people in eight villages resettled. Roughly 10,000 people live in the affected area, with most belonging to ethnic minorities

 July 24, 2018, Stung Treng Provincial Administration issued a Notice Emergency on flood cases, preparedness and intervention to their people to paid high attention. - The official also use voice alert through mobile phone 1294 to inform the people across the province.

- On the 24 July 2018, the authority assisted to help community who threat by the rapid raising of water along Sesan river to evacuated to the safe place in their communities. We have not yet received the actual number of families or populations evacuated last night and we will keep contact with our member to provide an update and as well as to explore for the needs of the displace people.

According to the Ministry of Water Resources and Meteorology, as of the morning of July 25, floods flowing from the sepa- Nam Noi in Attapeu province Laos has gradually come to the border of Cambodia. Sources said that the some areas in Thmor Keo commune, Santepheap and Sekong communes in Siem Pang district Stung Treng Province is now flooding.

At the same time, the Sekong River jumped up to 11,30 meters (the warning level was 11.50 meters high). Now, the provincial authorities have been evacuating citizens to safety.

 Mekong River Commission – July 24th 2018

According to flood monitoring reports of the Mekong River commission, it is clear that the Mekong river is now slowly raisin in the stoeung treng station. The water level is 8.9 meters on July 23th 2018 and on July 24th 2018 the water level is 9.25 meters which is 0.35 meter increasing. The alarm will be activated once the water level reaches 10.7 meters.

 Flood Level in Ratanak Kiri (Care Cambodia)- July 25th 2018 HRF member (Care Cambodia) reported that flood water in the 3 districts Vernsay, Taveng and Ou Chum of Ratanak Kiri is now receding. The provincial administrative office and Care Cambodia are keeping monitoring the situation.

 Flood Situation in July 23th 2018 by HRF member (UNICEF- WASH)

Koh Kong: there were 2252 families affected in - Sre ambel (most affected), Kohkong and Thmarbang districts. 12 villages were affected and three of them are seriously affected - Bak Angrut village, Preah Ang Keo and Pour Boeng villages are strongly affected and request interventions to support on drinking water. People in these three villages evacuated to hill sites. (no detailed information on affected families- average 500 families per village). Sihanouk Ville: 4025 people in two districts affected: 420 mixed wells, and 420 latrines affected Pailin: 30 families (144 people) affected; two boreholes affected as mainly road are affected. Kampot: not serious affected, observed by PDRD affected four districts and one Krong and mostly ring wells affected and some latrines (no detailed information). Kampong Speu: 308 latrines, and 161 boreholes affected, 47 ring wells and 13 community ponds;

DROUGHT DISASTER

Drought Battambong province - HRF member (World Vision International) July 25th 2018:

The report from HRF members in , there are two districts (Thmor Koul and Mong Roeusey districts are now affected by shortfall of rain cause of drought to agriculture. - Thmor Koul district with 10 communes and 1 commune in Maung Reussei. To cope with the situation, Provincial governor already responded and provided water coverages to 2568 hectares in 4 villages of communes in Maung Reussei. And Thmor Koul is 3,442 out of 9124 hectares of rice were irrigated timely. Humanitarian Response

 There is no report from our provincial Focal Person (HRF) reporting on the response intervention actions in Rotanak Kiri and Stoeung Treng.
