Mott MacDonald has been commissioned by Warrington Borough Council to produce the Western Link OBC, which includes a Scheme Assessment Report as a key component. This report comprises a bridges feasibility study that will inform the engineering assessment and cost appraisal that is to be carried out for each scheme option in the Stage 2 Scheme Assessment Report. Western Link consists of a new single carriageway link road between Sankey Way (A57) and Chester Road (A56) to the west of Warrington Town Centre. The rationale behind the development of this scheme is that it will address a range of transport issues within Warrington. These include alleviating town centre congestion, providing a faster and more direct north - south connection and unlocking land immediately south-west of the town centre for housing and employment development. A Stage 1 Scheme Assessment Report was completed in May 2017 with the Stage 1 Bridge Feasibility Study submitted as an accompaniment to that report. The Scheme Assessment Report detailed the methodology for refinement from 44 route options down to 6 feasible options that were to be taken forward to public consultation. This report pertains to Stage 2 of the Option Assessment Process. At this stage Mott MacDonald is to consider the 6 feasible route options and identify the preferred route option to be presented to the Department for Transport (DfT). It has been identified that there are 13 possible bridge crossings that form the 6 proposed route options – these structures are detailed in Table 1 overleaf. For each crossing, a brief report has been produced that lists indicative sizes, span options, possible construction types and any constraints that may impact its implementation. Additionally, for each structure, an outline general arrangement drawing has been produced showing a potentially feasible option suitable for costing purposes. These drawings are included in Appendix B. Based on the information available at this stage in the design process, it is not believed that there are any significant technical issues that would prevent the Western Link Scheme from being implemented from a structures only standpoint. However, each crossing has its own limitations and requirements that will need further investigations at subsequent stages in the design process. In particular the following risks and constraints have been identified as significant for this project: ● Interface with Network Rail for Walton Viaduct Underbridge, West Coast Main Line and Ditton Goods Line Overbridge. Any works that impact on Network Rail’s infrastructure will have to undergo a lengthy approval process. ● Clearance levels over the River Mersey - Establishing clearance levels for new structures spanning over the River Mersey is likely to involve several stakeholders and could be a lengthy process. ● Vertical sight lines for the existing Forrest Way Bridge have been assessed to be unsatisfactory to accommodate a 30mph or 40mph highway alignment. It is recommended that a replacement structure is constructed alongside the existing structure to accommodate the proposed Western Link highway alignment. PCC David Keane praises his dedication to policing in Cheshire and for more than three decades of service as a police officer. Darren started his policing career in 1990, having graduated from Sheffield University. The initial part of his career was spent in the Knowsley area where he completed a number of uniform and CID postings. In 1999 he joined Cheshire Constabulary where he worked in a number of areas, in mainly uniform operational roles in Halton and Macclesfield. He was later posted to the Eastern Area as the uniformed Chief Inspector. Following his spell in Cheshire, he has served in senior roles at both Merseyside and Cumbria. He successfully completed the Strategic Command Course in 2013 before finally returning to Cheshire in the start of 2017. CC Darren Martland said: “It has been an honour and privilege to serve the public, as a police officer, for more than 30 years, and I have made the very difficult decision to retire from policing in order to enable me to spend more time with my family and pursue other personal interests.     Plans for Lymm Fire Station and Safety Centre: Public Consultation 14/7/14 Page 1 of 12 Summary Cheshire Fire and Rescue Service intends to submit planning permission in 2014 to build a new integrated fire station and safety centre on land off Cliff Lane, Lymm. The Service was keen to gauge public opinion about the plans in advance of the formal submission. To do this the Service organised a public exhibition in the area at Lymm Village Hall and invited people to comment about the plans online via the Service’s website. Key findings were: • 26 of 32 respondents supported the Service’s plans to build a fire station and safety centre in Lymm. • 26 respondents liked the proposed design of the fire station and safety centre. • 27 respondents supported the Service’s plans to target the safety centre towards school groups, new parents and carers. • 28 respondents supported the type of activities and programmes that the Service plans to undertake at the safety centre. • Main concerns raised relate to access and traffic concerns onto the A50 and concerns over the Green Belt status of the proposed site. Background In 2012-13 Cheshire Fire and Rescue Service (CFRS) carried out a detailed review into how its frontline emergency response services could be best provided in the future. The aim was to ensure the Service could continue to protect and improve the safety of local communities while taking into account risk and activity levels and the major cuts in its funding. Following a major public consultation programme, a wide-ranging Emergency Response Programme was agreed in principle which involves building some new fire stations, keeping the same number of fire engines, but making significant changes in how they are staffed.
