BACKGROUND

Olga was one of the few lawyers involved in the very first attempts to implement PPP projects in Russia in the early 2000s. Olga actively participates in the elaboration of PPP legislation in the Council of Experts of the Russian State Duma and Council of Experts of the Ministry of Economic Development of the Russian Federation.

Olga graduated from the Moscow State University law school. She joined the firm as partner in 2010 after more than a decade of working at the Moscow and Paris offices of an international law firm. Olga is a member of the Paris Bar and the Moscow Bar.

EXPERIENCE Olga is the head of Infrastructure and PPP practice in Russia, focusing on Central and Eastern Europe, Russia and CIS infrastructure mandates. Spending her time between our Moscow and Paris offices, Olga works with a broad range of clients on single and multi-jurisdictional infrastructure investments in transport (airports, toll roads, rail roads, ports, parking), utilities (water services, heating systems, waste disposal) and energy sectors. She is a champion for promoting best international practices for infrastructure investment in Russia and across the Central and Eastern Europe and the CIS.

Olga is leading transactions on infrastructure development, specialising on PPP and concession projects. She advises public clients (state authorities, state-owned companies), Russian and international sponsors and lenders, as well as subcontractors and operators on all aspects of infrastructure projects.

Olga's experience includes advising:

Government of the Russian Federation on Platon Electronic Toll Collection (ETC) system concession project, introduced to facilitate and process the collection of toll charges offsetting the damage caused to by vehicles exceeding 12 tons of gross vehicle weight, and concession on implementation of automatic number plate recognition (ANPR) systems to identify the vehicles and weigh-in-motion (WIM) systems

the winner of a concession tender (DSK Avtoban) on a PPP projects for the construction of the Central Ring Road in Moscow Region (sections 3 and 4). European Energy and Infrastructure Deal of the Year 2017, The Lawyer

the Russian Highways State Company (Avtodor) on M11 Moscow - St. Petersburg toll motorway (sections 7 and 8: 543km – 684km)
