The rating also factors in the city’s contribution to the state’s GDP, city’s positioning as an important agricultural hub with cotton and kinnow fruit being the main agro-products, its status as an Atal Mission for Rejuvenation and Urban Transformation (AMRUT) city in Punjab and various other projects & initiatives taken by Abohar MC to augment the level of services in the city viz. solid waste collection with efficiency of over 85%, which is treated at solid waste treatment plant at Bhatinda. These rating strengths are offset by volatile revenue surplus position over the past four year, 2 out of 4 previous financial years being in revenue deficit with tax revenues contributing less than 10% in total revenues of Abohar MC, besides low collection efficiency of property tax with limited follow-up, no coverage of storm water drainage system, low level of metering of water connections, low coverage of water supply connections of only 58% and large investment requirements of the city to implement various projects & reforms.

The state is a pioneer in ushering in the green revolution in the country. Besides this, the state has also made remarkable progress in allied sectors like dairy, poultry, fishery, and also in horticulture and vegetables. The government has been giving importance to agro- based industries since a period. The state is one of the progressive states in strengthening the infrastructure, particularly irrigation and power. The cumulative effect of all this is manifested in the highest per capita income since reorganization of Punjab in 1966. Punjab, in an area of 50362 sq kms, is one of the smaller states of India. It accounts for 1.5 percent of total area of the country and 2.4 percent of the population. The state, triangular, in shape extends from 29o 30’ to 32o 32’ north latitude and 73 55’ to 67 50’ east longitude. Physiographically, the state may be divided into three regions; (i) hilly tracts (ii) foothills and (iii) flat plains. The forest cover in the state is 6.05 percent of its total area as against the national average of 19.4 percent. Punjab’s climate is continental, semi arid humid. Soils of the state are sandy and loamy in texture. The state has developed quite good network of canals and tubewells for crop irrigation and has a strong institutional structure, too, for providing credit through a multi- tier and multi- functional system.
