Regulatory Impact Statement Queensland Building Services Authority Regulation 2003

The Queensland Building Services Authority Regulation 1992 will expire on 1 September 2003 to be replaced by the Queensland Building Services Authority Regulation 2003.

The proposed new regulation will include significant amendments to the Queensland Building Services Authority’s licensing framework. These changes have been developed in consultation with building and construction industry stakeholder groups, in response to calls for the number of restricted licence classes to be reduced and licence classes to be aligned with formal training regimes, including National and State qualifications.

A Regulatory Impact Statement has been prepared as required by s 43 of the Statutory Instruments Act 1992 to explain the major changes proposed. These proposed changes are for the benefit of consumers and the future of the industry and aim to provide for a less complex licensing regime and appropriately qualified licensees, while not disadvantaging current licensees.

DECLARATION

I, Robert Lance Longland, Electoral Commissioner, hereby declare the following reference of a reviewable local government matter, which I received from the Honourable Nita Cunningham MP Minister for Local Government and Planning on 15 April 2003, to be a major reference under the Local Government Act 1993:

S in respect of the Council of the Shire of Noosa, the reference under section 288 (2) of the Local Government Act 1993 to redivide the area of the Shire of Noosa into 1 three-member division and 3 two-member divisions.

In accordance with the terms of the reference, the area of the Shire of Noosa the subject of the reviewable local government matter will include the existing area of the said Shire and that area which the Local Government Electoral and Boundaries Review Commission determined, in March 2003, should be excluded from the area of the and incorporated into the area of the Shire of Noosa at the conclusion of the elections, at the next quadrennial elections, of all Councillors for the local governments affected by the determination of the matter, namely, the area described as:
