The PRESIDENT read the prayers. Motions MANUFACTURING PROJECTS UPDATE The Hon. PETER PRIMROSE (10:01:47): I move: (1) That this House notes the resolution of the House of Wednesday 16 September 2020 in which this House recognised the critical importance of manufacturing jobs in Western Sydney and called on the Government to stop sending manufacturing jobs overseas. (2) That this House calls on the Leader of the Government in the Legislative Council to report to the House on the following matters: (a) the specific major manufacturing projects since 2011 for both Western Sydney and New South Wales, that the Government or any of its agencies procured from overseas; (b) the estimated total number of jobs for each major manufacturing project since 2011 that have been exported from New South Wales as a consequence of the decision to undertake procurement from overseas; (c) the specific manufacturing projects over the period of the forward estimates that the Government or any of its agencies propose to procure from overseas; (d) any additional legislative and regulatory frameworks proposed to be introduced by the Government in order to implement the resolution of the House that it stop sending manufacturing jobs overseas; and (e) any immediate and long term additional investments proposed by the Government in TAFE; including how it will expand training, education and employment pathways especially for young people. Motion agreed to. Committees LEGISLATION REVIEW COMMITTEE Membership Ms ABIGAIL BOYD: I move: That under section 5 of the Legislation Review Act 1987, Mr David Shoebridge be discharged from the Legislation Review Committee and Ms Abigail Boyd be appointed as a member of the committee. -

LEGISLATIVE COUNCIL PORTFOLIO COMMITTEE NO. 2 – HEALTH Inquiry into health outcomes and access to health and hospital services in rural, regional and remote New South Wales TERMS OF REFERENCE 1. That Portfolio Committee No. 2 - Health inquire into and report on health outcomes and access to health and hospital services in rural, regional and remote NSW, and in particular: (a) health outcomes for people living in rural, regional and remote NSW; (b) a comparison of outcomes for patients living in rural, regional and remote NSW compared to other local health districts across metropolitan NSW; (c) access to health and hospital services in rural, regional and remote NSW including service availability, barriers to access and quality of services; (d) patient experience, wait-times and quality of care in rural, regional and remote NSW and how it compares to metropolitan NSW; (e) an analysis of the planning systems and projections that are used by NSW Health in determining the provision of health services that are to be made available to meet the needs of residents living in rural, regional and remote NSW; (f) an analysis of the capital and recurrent health expenditure in rural, regional and remote NSW in comparison to population growth and relative to metropolitan NSW; (g) an examination of the staffing challenges and allocations that exist in rural, regional and remote NSW hospitals and the current strategies and initiatives that NSW Health is undertaking to address them; (h) the current and future provision of ambulance services in rural, regional and remote NSW; (i) the access and availability of oncology treatment in rural, regional and remote NSW; (j) the access and availability of palliative care and palliative care services in rural, regional and remote NSW; (k) an examination of the impact of health and hospital services in rural, regional and remote NSW on indigenous and culturally and linguistically diverse (CALD) communities; and (l) any other related matters. -

Retro Letter Writing Guide Right now, there is a bill that would see abortion decriminalised in NSW before the Parliament. The Reproductive Health Care Reform Bill 2019 has been voted up by the Lower House of NSW Parliament, however, the Upper House process has been delayed until proposed amendments to the Bill are debated on starting the 17th September. The Bill has the support of the medical and legal community, and polling has shown over 70% of people in NSW want to see abortion decriminalised. The amendments that have been put forward are nothing more than attempts to undermine the Bill and restrict access to abortion. There’s plenty to do to make sure MPs hold to their support for the Bill! Here’s how you can help. Like the current laws, we're going old school. Nothing says retro like sending a woman or doctor or nurse to gaol - so we’re using old tech to fix an old problem. It's time to take the actions below. Guide to writing a good letter Your letter doesn’t have to be long – here’s an example. 26 letters is a lot but they all matter. Or, team up with a friend or your colleagues and split the list! You can even host a letter writing party – in your tea room at work, at the pub, or host one at your home! Then send the letters to us and we will sort posting and faxing them to MPs. NSW Parliament – Crossbench and new government transparency measures At the March 2019 NSW election, 21 members of the crossbench were elected – 10 in the Legislative Assembly and 11 in the Legislative Council, and the crossbench now holds of the balance of power in the Legislative Council. On the first day of the new Parliament sitting, crossbenchers from the Greens and Shooters, Fishers and Farmers worked with the Opposition to pass reforms to parliamentary procedures to bring in greater transparency and openness in scrutinising government decisions. These procedural changes include: • Parliamentary committees, in addition to the Legislative Council, can order government documents to be tabled in parliament • Ministers and top public servants to front a full day of scrutiny twice a year during budget estimates (instead of 3 hours once a year currently in place) • Parliamentary secretaries to also face question time and estimates (instead of Ministers only) • Doubling the time for Opposition and crossbenchers to introduce new bills • A 30-minute debate will be held after question time each sitting day where government claims made during question time can be challenged The makeup of the 2019-2023 NSW Parliament is as follows: Members of the Legislative Council In the Legislative Council, the Government requires 5 of 11 crossbench votes for legislation to pass. The Opposition needs 7 of 11 crossbench votes to block legislation. Minority Party Members Bio Greens 3 David Shoebridge MLC: First elected in 2010. How You Can Get Involved in the Campaign for Voluntary Assisted Dying Laws in Nsw Jessica’S Story
HOW YOU CAN GET INVOLVED IN THE CAMPAIGN FOR VOLUNTARY ASSISTED DYING LAWS IN NSW JESSICA’S STORY My father died in February 2018 after fighting mesothelioma to the bitter end for the better part of two years. In the final months of his life he was in a great deal of pain, could barely eat or drink and could not breathe or function without the support of the oxygen machine. When Dad died the first feeling I had was not sadness but a feeling of immense relief. Relief that his suffering was done, relief that he no longer needed to be poked and prodded by palliative care staff for no good reason and relief from a feeling that we had somehow failed him by letting him suffer the way he did in his final days. I can’t help but feel that if Dad had been given the opportunity to choose his time and his way, those final days would have been drastically different. My hope for the future is that for all those families who face a similar fate, the NSW Parliament gives them the opportunity to do it with dignity and with the least amount of pain and suffering possible. A voluntary assisted dying law would have allowed Jessica’s father the right to ask his doctor for medication to end his life quickly and peacefully. Please help us change the law to give terminally ill people the choice to die without suffering. This booklet contains advocacy tools you can use to help our campaign for voluntary assisted dying laws in New South Wales. -
