2019 Nsw State Budget Estimates – Relevant Committee Members
2019 NSW STATE BUDGET ESTIMATES – RELEVANT COMMITTEE MEMBERS There are seven “portfolio” committees who run the budget estimate questioning process. These committees correspond to various specific Ministries and portfolio areas, so there may be a range of Ministers, Secretaries, Deputy Secretaries and senior public servants from several Departments and Authorities who will appear before each committee. The different parties divide up responsibility for portfolio areas in different ways, so some minor party MPs sit on several committees, and the major parties may have MPs with titles that don’t correspond exactly. We have omitted the names of the Liberal and National members of these committees, as the Alliance is seeking to work with the Opposition and cross bench (non-government) MPs for Budget Estimates. Government MPs are less likely to ask questions that have embarrassing answers. Victor Dominello [Lib, Ryde], Minister for Customer Services (!) is the minister responsible for Liquor and Gaming. Kevin Anderson [Nat, Tamworth], Minister for Better Regulation, which is located in the super- ministry group of Customer Services, is responsible for Racing. Sophie Cotsis [ALP, Canterbury] is the Shadow for Better Public Services, including Gambling, Julia Finn [ALP, Granville] is the Shadow for Consumer Protection including Racing (!). Portfolio Committee no. 6 is the relevant committee. Additional information is listed beside each MP. Bear in mind, depending on the sitting timetable (committees will be working in parallel), some MPs will substitute in for each other – an MP who is not on the standing committee but who may have a great deal of knowledge might take over questioning for a session. -

Welcome to the Standing Committee on Social Issues inquiry into gay and transgender hate crimes between 1970 and 2010. The inquiry was re-established following the Committee's work in the last Parliament. The inquiry is continuing to investigate whether there were any impediments within the New South Wales criminal justice system that impacted the protection of LGBTQI people and whether they have been effectively addressed by current policy and practices. We will also continue to examine the delivery of justice to victims of LGBTQI hate crimes and their families. Before I commence, I acknowledge the Gadigal people who are the traditional custodians of this land and any other Aboriginal people who are joining us around the State via social media or the internet. I also pay my respects to Elders past, present and emerging of the Eora nation and I extend that respect to other Aboriginal people. Today we will hear from a number of stakeholders, including ACON and the NSW Police Force. I thank everyone for taking the time to give evidence to this important inquiry. -

The PRESIDENT read the prayers. Motions MANUFACTURING PROJECTS UPDATE The Hon. PETER PRIMROSE (10:01:47): I move: (1) That this House notes the resolution of the House of Wednesday 16 September 2020 in which this House recognised the critical importance of manufacturing jobs in Western Sydney and called on the Government to stop sending manufacturing jobs overseas. (2) That this House calls on the Leader of the Government in the Legislative Council to report to the House on the following matters: (a) the specific major manufacturing projects since 2011 for both Western Sydney and New South Wales, that the Government or any of its agencies procured from overseas; (b) the estimated total number of jobs for each major manufacturing project since 2011 that have been exported from New South Wales as a consequence of the decision to undertake procurement from overseas; (c) the specific manufacturing projects over the period of the forward estimates that the Government or any of its agencies propose to procure from overseas; (d) any additional legislative and regulatory frameworks proposed to be introduced by the Government in order to implement the resolution of the House that it stop sending manufacturing jobs overseas; and (e) any immediate and long term additional investments proposed by the Government in TAFE; including how it will expand training, education and employment pathways especially for young people. Motion agreed to. We are examining how SEPPs are made and whether the current requirements for making and scrutinising SEPPs are adequate, including whether they should be disallowable by Parliament. Before I commence, I would like to acknowledge the Gadigal people, who are the traditional custodians of this land. I would also like to pay respect to the Elders past, present and emerging of the Eora nation and extend that respect to other First Nations people present. Today we will hear from a number of legal groups and peak and environmental bodies as well as the New South Wales Government. I do that with all due respect, as well as acknowledge other important contributors to the history of this site—those who constructed the Parliament House building, very often working in a dangerous industry, and the parliamentary staff who over many decades have supported MPs and made our work and representative role possible. Upper House A retired police detective and a vegan bodybuilder will enter the NSW Parliament as new MPs for One Nation and the Animal Justice Party, after results for the upper house were finalised yesterday. Rod Roberts, a former police sergeant from Goulburn, became the second One Nation MP elected to the Legislative Council after he scraped into the 21st and final seat after preferences were distributed yesterday. Mr Roberts, who retired from the NSW police force in 2000 and now runs a small business in workplace safety, said he was "nervous and excited" about his new career. A self-described former Liberal voter, Mr Roberts said he joined One Nation because the Liberal Party "have moved away from their core values". "I believe One Nation speaks for the common man, the everyday person in the street," Mr Roberts said after learning of his election. Mr Roberts was elected from the second spot on the One Nation ticket, which was led by party leader Mark Latham. "Mark and I are good friends. We've only [got to] know each other over the last eight or nine months but I believe we've formed a good relationship." Mr Roberts said he counted One Nation's federal leader Pauline Hanson as a "very, very good friend". He said his two-decade-long career as a police detective - over the course of which he says he led investigations into murders and kidnappings - left him well-placed to negotiate with other parties. -

After 22 weeks they can access a termination in consultation with two medical practitioners. Achieving this in NSW has required a very, very long campaign by numerous organisations and individuals with ups and many downs since the 1960s. This most recent and successful campaign push over several years was sustained by a broad and powerful alliance of organisations encompassing women’s, legal, health, civil liberties and human rights issues. Some of these - such as WEL and NSWCCL - were long term players for abortion reform of 50 years plus. That Portfolio Committee No. 2 - Health inquire into and report on health outcomes and access to health and hospital services in rural, regional and remote NSW, and in particular: (a) health outcomes for people living in rural, regional and remote NSW; (b) a comparison of outcomes for patients living in rural, regional and remote NSW compared to other local health districts across metropolitan NSW; (c) access to health and hospital services in rural, regional and remote NSW including service availability, barriers to access and quality of services; (d) patient experience, wait-times and quality of care in rural, regional and remote NSW and how it compares to metropolitan NSW; (e) an analysis of the planning systems and projections that are used by NSW Health in determining the provision of health services that are to be made available to meet the needs of residents living in rural, regional and remote NSW; (f) an analysis of the capital and recurrent health expenditure in rural, regional and remote NSW in comparison to population growth and relative to metropolitan NSW; (g) an examination of the staffing challenges and allocations that exist in rural, regional and remote NSW hospitals and the current strategies and initiatives that NSW Health is undertaking to address them; (h) the current and future provision of ambulance services in rural, regional and remote NSW; (i) the access and availability of oncology treatment in rural, regional and remote NSW; (j) the access and availability of palliative care and palliative care services in rural, regional and remote NSW; (k) an examination of the impact of health and hospital services in rural, regional and remote NSW on indigenous and culturally and linguistically diverse (CALD) communities; and (l) any other related matters. -

Mark Buttigieg Friday, 28 May 2021 Legislative Council - CORRECTED Page 1 The CHAIR: Welcome to the third hearing of the select committee inquiry into the Greyhound Welfare and Integrity Commission. This inquiry was established to examine the operation of the Greyhound Welfare and Integrity Commission, in particular its policies, procedures, mechanisms and overarching principles in relation to industry participants. The inquiry will also look at issues such as the appropriateness of disciplinary action and options for appeal; the relationship between the commission, Greyhound Racing NSW and industry participants; current funding arrangements; and the commission's role in improving the welfare of greyhounds. Before the Committee commences I acknowledge the Wiradjuri people, who are the traditional custodians of this land. I also pay respect to the Elders past, present and emerging and extend that respect to other Aboriginals present. Today is the second of four regional hearings that the Committee is conducting for this inquiry. Yesterday we were in Newcastle. Today we are in Bathurst hearing from the Greyhound Welfare and Integrity Commission, a greyhound owner, trainer and breeder, and a former chief veterinarian of Greyhound Racing NSW. Next week the Committee will travel to Temora and Goulburn and will finish our hearings at Wentworth Park racecourse.
