Southern District Council Progress Report of the South Island Line (East) Project

Introduction

The Southern District Council was updated on the progress of South Island Line (East) (SIL(E)), the implementation of the major Temporary Traffic Management Scheme (TTMS) and SIL(E)’s liaison with the community at the Council’s meeting in March 2013. This paper provides the latest updates on the project as of the second quarter of 2013, including project progress, the implementation of TTMS, and the latest updates on community liaison activities.

Project Progress and Preview

2. The project has been making steady progress since the construction started two years ago. Overall, around 50% of the viaduct construction works have been completed. For the underground section, around 30% of the blasting work for Nam Fung tunnel and 80% for the Tunnel have been completed. The shaft blasting for Entrance B is expected to commence by mid 2013.

3. This paper covers the latest project progress at work sites near Admiralty, Nam Fung, Ocean Park, , Lei Tung, Main Street in Ap Lei Chau, and .

1 Admiralty

4. Cut-and-cover excavation and construction of station structures are progressing at the Harcourt Garden work site for Admiralty Station expansion. Blasting work for the shaft and tunnel is in progress with completion expected in late 2014. Existing train service, road and pedestrian traffic remain unaffected during the blasting work. Notices have been issued in advance to residents and commercial buildings nearby regarding the detailed arrangement of the blasting works.

5. Mechanical breaking and the acoustic blast cover construction at the Park work site for the construction of the ventilation facility is completed. Blasting work for the shaft and tunnel commenced in March 2013 for completion scheduled in 2014.

Nam Fung Tunnel Portal site

6. The tunnel blasting works for the Nam Fung section is in progress for completion expected by early 2014. Construction of the superstructure of the elevated tunnel box is in progress and is expected to be completed in 2014.

Ocean Park Section

7. Viaduct segmental construction works near Aberdeen Tunnel Toll Plaza were completed in late 2012 while the installation of noise barriers for the section leading to the is in progress for completion expected in mid 2013. Temporary closure of the sections of private road between Ocean Park Road and the entrance of Ocean Park will continue to be implemented in stages.

8. Structural works of the Ocean Park Station and the bridge deck construction of the footbridge connecting to the Park are in progress. Construction of the viaduct piers and erection of the viaduct segments are ongoing adjacent to the Police College.

2 Wong Chuk Hang Section

9. is progressing with structural work being carried out at track, platform and plantroom levels while foundation work is being carried out for Entrance A between Heung Yip Road and Yip Fat Street. Spread footing, column and roof construction works are progressing at the depot site.

10. Dry-season nullah modification works including construction of the internal and new nullah walls as well as the new nullah deck are progressing in the nullah alongside the Hong Kong Police College. Utility diversion works are being carried out along Road.

11. Viaduct segmental construction near the slope adjacent to the Holy Spirit Seminary and the bridge deck construction across Aberdeen Channel is in progress.

12. Temporary closure of a section of a footpath near Tai Wong Ye Temple and a section of a footpath and staircase near Holy Spirit Seminary near Wong Chuk Hang Nullah will continue to be implemented.

Lei Tung Section

13. The junction of Ap Lei Chau Bridge Road and Ap Lei Chau Drive has been temporarily diverted towards the site of the former Harbour Mission School. Construction of the cut-and-cover tunnel box structure with excavation and installation of temporary support system is being carried out at the location of the previous junction.

14. Excavation and installation of temporary support system for the construction of Lei Tung Station Entrance B, as well as associated utility diversion works at the location of the original bus terminus are in progress. Construction of a noise enclosure is in progress for the upcoming shaft blasting which is expected to start around mid 2013 for the construction of Entrance B.

15. Installation of the temporary support system and the excavation for the

3 construction of Lei Tung Station Entrance A at Main Street, Ap Lei Chau is completed and the excavation of the pedestrian adit is in progress.

16. The blasting of Ap Lei Chau main tunnel is progressing towards and Lei Tung Station concurrently. The excavation of Ap Lei Chau main tunnel towards Lei Tung direction has reached Lei Tung Station while the blasting for the station construction of commenced in February 2013.

South Horizons section

17. Temporary road-deck installation along the section of Lee Nam Road and Yi Nam Road near South Horizons Blocks 23A and 25 was completed while excavation and utility works continue. Temporary piling and road-deck installation works near Blocks 19 and 20 have been completed while for the road section near Block 33A, those works are in progress and are expected to be completed in the third quarter of 2013.

18. Utility works under South Horizon Drive and the foundation works for Entrance B are in progress. Modification works of the caisson wall at Ap Lei Chau Estate and foundation works of the footbridge are in progress and are expected to be completed in the second quarter of 2013.

19. Diversion of the water mains at Lee Nam Road is expected to be completed in the second quarter of 2013. Site formation works for the ventilation and plant building at Yuk Kwai Shan is in progress. Permanent slope stabilization work is expected to be completed in the second half of 2013.

4 Temporary Traffic Management Schemes (TTMS)

20. An overview of TTMS implementation is as follows:

Ap Lei Chau The junction of Ap Lei Chau Bridge Road and Ap Implemented Drive Lei Chau Drive has been diverted since June 2012. Vehicular and pedestrian access to Ap Lei Chau Drive and Lei Tung Estate Road are maintained. Partial road closure of Ap Lei Chau Drive is being implemented. arrangement will last until mid 2014.

Lei Tung With the relocation of part of the facilities to the Implemented Estate Road new bus terminus, part of the existing bus terminus and sections of footpath adjacent to Lei Tung Commercial Centre (Phase 1) are temporarily closed in stages for the construction of the station entrance and associated works. Temporary road closure for a short duration at Lei Tung Estate Road for shaft blasting at Entrance B is expected to commence around mid 2013.

Lee Nam Construction of the South Horizons Station is Implemented Road, Yi conducted mainly within Yi Nam Road, Lee Nam Nam Road & Road, South Horizon Drive and Ap Lei Chau South Bridge Road. Associated TTMS is being Horizon implemented along these roads in phases. A Drive section of the junction of Lee Nam Road and Yi Nam Road has been re-opened in February 2013. Bus terminus operation will be maintained with some of the bus and GMB routes adjusted. Pedestrian crossings and footpaths will be maintained to ensure road users’ safety. The temporary road closure for a short duration at Lee Nam Road for open blasting at Yuk Kwai Shan will be implemented until near the end of 2013.

Blasting works of SIL(E)

21. Tunnel blasting works along the alignment commenced as of the third quarter of 2012. The blasting schedules at different work sites are as follows:

21.1 Tunnel Blasting  Admiralty Station Extension Project: Shaft and tunnel blasting started in November 2012 with one to two blasts per day. The blasting for the construction of the station box extension is expected to commence in the third quarter of 2013. These works are expected to last until end of 2014.  Ventilation facility at Hong Kong Park: Shaft blasting commenced in March 2013 and is expected to last until 2014 with one blast per day.  Nam Fung Tunnel: Tunnel blasting works is in progress with two blasts per day and is expected to last until early 2014.  Ap Lei Chau Tunnel: Tunnel blasting is progressing towards South Horizons and Lei Tung Stations for a completion expected by end of 2013 with 2-3 blasts per day. Shaft blasting for the construction of Lei Tung Entrance B is expected to commence around mid 2013 and to be completed by end of the year with one blast per day.

21.2 Open blasts

 Yuk Kwai Shan at South Horizons: The open blasting for the ventilation and plant building is in progress with one blast per day. The works is expected to be completed in the second half of 2013.

Community Liaison

22. Media Reports

Sing Pao and Southern District News covered on 18 March and 5 February respectively the feature story of Jimmy Poon, Senior Construction Engineer of the SIL(E), who grew up in the neighbourhood of Wong Chuk Hang and told

7 how his familiarity with the local community facilitates construction works with a minimized impact on the community.

23. Opening Ceremony for the Open Space at Kellett Bay Waterfront and Naming Competition Awards Presentation

Being transformed from a nursery site into an outdoor recreational area, the Open Space at Kellett Bay Waterfront under the SIL(E) project was opened to the public following its completion in March 2013. To encourage public involvement in the delivery of this community facility, the Corporation has co-organized a Naming Competition with the Southern District Council for the Open Space which was well received by the Southern District. An Opening Ceremony for the Open Space and Naming Competition Award Presentation was held on 21 March 2013 with guests including Southern District Councillors, Awardees and families, Government representatives and SIL(E) team members attended.

24. Community Liaison Meetings

The MTR Corporation has also been maintaining close communication with the local community regarding the progress of the SIL(E) project. The ninth round of Community Liaison Group (CLG) meetings was held in February of 2013. The next round of CLG meetings are scheduled for May and June 2013.

8 Conclusion

25. The Government and the Corporation will continue to maintain close communication with the Southern District Council and the community. The construction of the SIL(E) is making good progress and is expected to be completed in 2015.
