Bayelsa State is one of the 12+1 states that contribute 70% of Nigeria’s burden of mother-to-child transmission of HIV (MTCT). With an HIV prevalence rate of 9.1%, approximately every one in 10 pregnant persons in Bayelsa State is HIV positive, yet coverage of prevention of mother-to-child transmission of HIV (PMTCT) services had been low. Only 38 of the 226 health facilities in the state provide PMTCT related services. Consequently, state performance relative to key PMTCT indicators shows only 1-6% achievements. This plan was developed using inputs from assessments conducted in 2013. Supported by FHI 360 and with funding from USAID, we embarked on a state-wide rapid health facility assessment. The Saving One Million Lives team from the Federal Ministry of Health also supported us to conduct a PMTCT diagnostics - the PMTCT Deep Dive. These assessments helped us to identify key areas to focus our resources on towards eMTCT. We are buoyed by the fact that if we achieve the targets set in this operational plan by 2015, we would have averted 3,813 pregnancies among HIV-positive women; averted 6,139 new HIV infections among HIV-exposed infants averted 2,310 infant deaths among HIV-exposed infants. All these will contribute to 372,888 DALYs saved. This is a good reason to invest and we believe that this return on investment is well worth our efforts. The State Government has therefore

Introduction The Governorship election in Bayelsa State scheduled for February 11, 2011 has been marred by controversies following the disqualification of the incumbent Governor by his party. This has raised tensions in the state and across the Niger Delta region and fears about election related violence. These fears are not unfounded as several developments suggest threats to security. Barely one month to the election, unknown persons invaded the country home of a key ex-militant leader and killed a policeman in the process. There was also a reported attempt to blow up a bridge linking two major towns in the state some days to the national campaign rally of the candidate of the ruling party. During this period also, security agencies reportedly defused an explosive device in the office of the Independent National Electoral Commission (INEC). The fears are heightened by the history of political violence in the state especially the upsurge of militancy since 2005.

Sadly there are no more fishes to be caught as a result of the pollutions from oil exploration activities. As you know, the crocodile is the master of the land and the sea, while the leopard showcases the strength of the Ijaw man. The great white shark, you see in the plaque is called Ofruma-pepe by our people and it emblematic of our aquatic splendour. The white shark only surfaces when the sea is roughest.
