BRIXHAM TOWN COUNCIL SET TO HOLD A WORLD WAR ONE TEA DANCE

Brixham Town Council is celebrating the award of 10 silhouettes funded by the Armed Forces Covenant Trust in support of the Town Council’s initiative in organising an afternoon Tea Dance on Saturday 10th November 2018, in the Scala Hall to celebrate the 100th Anniversary of the end of World War One.

The award was made under the Armistice and Armed Forces Communities programme, which makes awards to bring communities together to remember; and to think about the Armed Forces today.

The ten silhouettes will help to create a visual symbol and poignant reminder of those whose lives have been affected by war. Live entertainment will be provided by Sandy Sparkle, a professional female vocalist who will be singing music from the era. Light refreshments will be available for guests to enjoy alongside a themed cake which has been kindly donated by Clare Vaz of Patty’s Pieces of Cake.

Councillor Paul Addison, Chairperson of the Community Services Committee, said “This is a great opportunity to recognise the significance of the date and reflect on the service given by so many”.

Ticket numbers are limited, and priority will be given to members of Brixham Community groups. Any remaining tickets will be available from the Town Council office and to qualify, you must be a Brixham resident.

The Lanterns, Lights & ‘luminations is set to take centre stage in Brixham once again. With help from Born Hectic Events, the Town Council run event will take place on Saturday 24th November and kick starts with the Lantern Making Workshop from 10am in the Scala Hall. Our event is all inclusive and we encourage the recycling theme, but welcome traditional lanterns too!

Can’t make the workshop? Don’t worry, start working on your lanterns now. We’d love to see bigger and brighter lanterns to join us in the parade this year. You can let your imagination come to life with inspiring designs to set the scene! Don’t forget, no naked flames - battery operated lights only such as tea light candles, torches and fairy lights.

This is a free community event which will be open from midday until 7pm. The event, organised by Brixham Town Council and Born Hectic Events will involve live music and performances, street entertainment, street food and market stalls, lantern parade and fireworks.

News from the Lengthsman

Our Town Lengthsman has been busy keeping the streets clean, cutting hedges and grass in areas such as the small copse at the top of Penn Meadows, cleared back overgrown vegetation on public footpaths such as Berry Head Road, St. Marys Road, alongside the side of St. Margaret Clitherow Primary School and Dragons Tail / Sea Lane.

Rea Barn Road

A Cherry Tree was originally planted in this area to commemorate the Coronation of King George VI on 12th May 1937 and a replacement tree was donated by Miss Ellery in November 1991. Unfortunately, the replacement tree did not survive and was subsequently removed leaving just the stump and a layer of pavers cemented into the ground.

The triangle space on the corner of Rea Barn Road near the rugby club has been cleared of overgrowth, pavors, cement and the old tree stump have been removed, railings painted and a new cherry tree (kindly donated by Cllr and Mrs Ellery) has been planted. The plaque has been refurbished and is also back in place.

The Lengthsman Service continues to operate in Parish which is also reaping the rewards of our excellent service through a joint Service Level Agreement with the Parish Council.

A Message from Brixham Town Council Chairperson I am very grateful to my fellow councillors who voted me as Chairperson back in May and look forward to meeting and working with members of the community during my term of office.

As Chairperson, I feel privileged to be invited to your events. This has included attending delightful Church Services, unveiling of plaques such as the HMS Bellerophon plaque which takes pride of place on Kings Quay, as well as attending the judging day for Brixham in Bloom. I would like to say thank you for all of the invitations to attend events and look forward to being present at more in the near future.

The 4 year term of Brixham Town Councillors is moving inexorably towards its conclusion and in May 2019 elections will take place which once again will offer members of the public the opportunity to step forward to offer themselves as candidates to stand as a Town Councillor.

Over the last few years we have been a proactive Town Council and have listened carefully to and acted upon the wishes of our community whenever possible. Hopefully you will agree and so I would like to encourage those of you that can spare some time to consider standing for election in May 2019.

The task requires commitment, compassion for Brixham and common sense. My life as a councillor is very satisfying and enjoyable and I am proud that I am helping the Town that I enjoy living in. Brixham Town Council Candidate Cafe

Brixham Town Council is to a host a Candidate Café session on Monday 22nd October between the hours of 5.30pm and 7pm when members of the community can come along to find out what being a Town Councillor is all about ahead of the forthcoming elections which are due to take place in May 2019.

On display will be information about the work of the Council, its committees, sub- committees and working groups, its partnership working with Torbay Council and other local organisations and groups, and about the new ward arrangements following this year’s Boundary Commission Review.

The Town Clerk and Councillors will be on hand to answer your questions and you will be able to view information about the Council’s current services and about the Strategy for the future.

The Community Healthcare Working Group is a group of residents, Brixham Councillors and charities and supported by Brixham Town Council and NHS Mental Health professionals who are passionate about providing support and understanding to anyone who is stuck in such a dark place that they think the only way out is to take their own life.

We hope that with this support, every individual will discover their unique road to positive change and recovery.

We can all challenge the hopelessness and despair that can invade our thoughts and discover aspects of personal strength that can open up many positive ways to embrace this life rather than throw it away.

Brixham Town Council Grants Since April, Brixham Town Council has awarded the following Grants:  Conor Myers; £520 to purchase equipment to help him improve his sailing and achieve his goal of entering the Olympics  Brixham Junior Sailing Club; £1,000 for the purchase of a new Wayfarer  BrixFest; £3,700 to cover the cost of their firework display  Brixham in Bloom; £50 to cover the cost of the catering for the judging competition  Brixham Foodbank; £2,500

In March Brixham Town Council awarded the Brixham Royal British Legion £500 to pay for a representative to visit Menin Gate. The Brixham Royal British Legion paraded its standard, along with 1,200 other Royal British Legion branches from across the UK, on 8th August. A wreath was laid on behalf of the people of Brixham, to commemorate all those who fought and died in France and Belgium in WW1 from Brixham who have no known graves.

Information Point The Information Point is located in Brixham Heritage Museum and is there to support both locals and visitors. We have links to pages of relevance for Torbay Council and the English Riviera Tourism Board including access to details about local restaurants and attractions as well as applying for a car parking permit.

We have an interactive kiosk that provides all the information and this is supplemented by Kerry, our L to R: Cllr Giles, Martin Smith, Cllr Haddock, Cllr Information Assistant who is on hand in the afternoons Regan, John Scotney and Tracy Hallett to answer any queries. If Kerry is not in the Museum, the volunteers have been trained to use the kiosk and can help with local information. Alternatively, please feel free to visit the Town Council office. We are located on the first floor of the Town Hall. You can access our offices either from the stairs leading up to the main reception or from the lift.

Civic Award Congratulations to Tony Brooks who was awarded the Civic Award for 2018. Tony has been one of the main driving forces behind the Torbay Steam Fair for over 30 years. When Tony first took on the organising of the Steam Fair there were just a few steam engines. Today, it is one of the biggest events in Torbay.

There are many volunteers who make up the Torbay Steam Fair Committee and help organise this large event. Tony has overall responsibility but recognises that he couldn’t do his role without the support and commitment from all of the committee members and volunteers. Cllr Regan with Tony Brooks 4

COMMUNITY URGED TO SUPPORT IMPROVED BUS SERVICE

Brixham Town Council is urging the community to support improvements to the number 13 bus service that links the town directly to Torbay Hospital and other locations around the Bay and through to Newton Abbot.

Following a public consultation Stagecoach South West recently introduced an improved No 13 service which leaves from Bank Lane 10 times per day in place of the current 6 journeys that crucially reconnects Brixham with Torbay Hospital on a more regular basis.

The council have been lobbying Stagecoach South West in recent times and will now reconsider the use of public money for the introduction of a Community Bus in the light of the improvements to the number 13 service. Councillor David Giles commented that the new service only goes part way towards solving the problem but is a huge step forward nonetheless.

“What is pleasing is that Stagecoach South West have listened to our community’s concerns and responded with the public having more access to a service that will link them directly with Torbay Hospital, but will also take them to other popular parts of the Bay, including the Willows, and all the way to Newton Abbot if required”, said Councillor Giles.

“By my calculation there are at least 9 journeys that connect with the hospital at reasonable times for the public to make it to appointments compared to the previous number of 5 which is certainly a step forward for our community”.

“But I have already noticed that some of the number 13 buses are empty on the way out of and coming back into Brixham. If the service is to be sustainable it is now up to the community to support it along with the popular number 12 service”, Councillor Giles added.

Jessica Stock, Vice Chairperson of Finance and General Purposes said that the Council were grateful to the public for supporting the Council’s allocation of £10,000 towards the provision of a community bus in lieu of the loss of the 67 service in 2017 but added that the Finance & General Purposes Committee will now reconsider whether such a service is needed as the money could be useful to support other aspects of the Council’s services.

Celebrating 40 years of service to the local community 1978 - 2018

A friendly welcome always awaits you at Brixham Does Care from Monday to Friday 9.45am to 4.00pm, our office has an open door policy with friendly staff and we offer a range of groups and activities every day of the week.

Come along to our cafe each morning from 10am until 1pm, where a warm welcome is guaranteed. We offer a range of hot and cold beverages, along with light snacks including bacon sandwiches at only £1.60, one of the cheapest cafe’s around.

A home visiting service in the TQ5 area is available for people who are isolated, housebound or vulnerable. In order to offer these services we are reliant on the help of our volunteers, if you are interested in becoming a volunteer and have some time to give, please pop in for an informal chat as we have many varied roles and are currently looking for Befrienders.

Why not come along on Friday 14th December and join us for our last 40th year celebration evening with a night of Christmas music featuring Brixham Town Band with fish and chips.

Brixham Community Partnership’s next Public Meeting will be held on Friday 5th October in the Scala Hall from 7pm.

Guest Speaker is DR Sarah Wollaston MP who will be on hand to answer questions on Healthcare.

This meeting will be a joint meeting with Brixham Town Council and will also include a discussion on Neighbourhood Policing.

Brixham Town Council 2019/20 Budget Consultation

Over the last few years Torbay Council have and continue to make difficult decisions in the light of austerity measures introduced by Central Government and like many Local Authorities across the UK, it has resulted in cuts to community services and financial support to various groups and charities. The impact of these cuts can have a profound effect on our community. However, Town Councils are not capped; Town Councils can help ensure services continue in their town by considering the needs of the community it has been elected to serve.

WE PROPOSE CHANGES TO THE FOLLOWING BUDGET CATEGORIES

Lengthsman The Town Lengthsman is contracted on a part time basis. Many of you will have seen him out and about grass and hedge cutting, removing and controlling weeds and other vegetation and litter picking to name but a few of his tasks. This has vastly improved the appearance of our Town and we are pleased that a contract has been established with Kingswear Parish Council to extend the service into their Parish. Brixham Town Council propose to increase the lengthsman duties and hours to reflect a full-time role. Proposed increase: £13,000 pa; 4p pw

Town Hall Regeneration Brixham Town Council took over the ownership of the Town Hall in July 2012 from Torbay Council. Since then the Town Council has worked hard to find suitable tenants and hirers as well as carrying out a reactive maintenance programme. However, the Town Hall needs a lot of work. The Town Council plans to deliver a capital project to regenerate the Town Hall, following the results of a feasibility study. The number one priority is to deliver a plan that will ensure the Town Hall is sustainable for future generations by providing facilities that will increase the footfall and community use of the building. Funding applications will be submitted to help deliver the project. However, there is a need to ensure that the Town Council also has capital to invest in the project. A public consultation will be held once firm plans have been agreed by both the Town Council and key stakeholders of the building. Proposed increase: £50,000 pa; 16p pw

Theatre Brixham Town Council financially supported Brixham Theatre CIO for their rent in the first year. It is appreciated that no business will be self-sustaining in 12 months and it is proposed to instigate a rolling reduction in support over the next few years. Proposed reduction: £2,000 pa; 1p pw

BRIXHAM DOES CARE FOR AN ANNIVERSARY WALTZ

LOCAL BEFRIENDING CHARITY Brixham Does Care this year celebrates its 40th anniversary and invites everyone to join them on Wednesday 10th October 2018 at the Berry Head Hotel for the 11th edition of their annual fundraising variety show, “Memories Are Made Of This”.

Compered once again by BDC chairman, Martyn Paddon and his co-host Jim Hopkinson, the show will welcome to the Mulberry Room a touch of magic from local magician, Gareth Foreman. He will be joined by fellow newcomers, the Teachers Rock Youth Choir, featuring the pupils and teachers of Furzeham Primary School. Back to get the audience onto the dance floor once more will be Pendulum 5, together with the award-winning Totnes School of Dance. Welcome back to the spectacular line up is long time friend of the company, songstress Tina Shiraz.

As any gardener will tell you - it's all down to the weather! Even after a glorious summer like this one, we could be heard complaining about it being too hot or too dry. So hats off to the members who worked so hard, against all odds, to put on a magnificent Summer Flower and Vegetable Show at the end of July. The Scala Hall in Brixham was transformed into a riot of colour with a wide variety of flowers and plants, very clever artistic floral arrangements, the vegetables may have been a bit smaller than usual (due to the weather!) but still quite impressive. The ever popular 'plant stall', thanks to Christine, proved once again to be successful, not surprising at those prices! Not forget- ting the 'potato in a bag' competition, the winner, Tony Roberts achieved 3lb 8oz of lovely potatoes. The domestic section produced some tasty looking apple cakes, swiss rolls, cup cakes, meringues, bread and welsh cakes (made by the men!) plus a variety of home made jams etc.

Well, its back to normal for a few weeks with some interesting talks before we get ready for the Au- tumn Flower and Vegetable Show, 19th and 20th October. Meetings are held on the first Wednes- day of the month, in the Catholic Hall, New Road, starting at 2p.m. with a friendly cup of tea which is included in the entrance fee of £1. Unpaid carers are being invited to Brixham Carers Centre for free mince pies and more on Saturday 24 November (3pm – 5pm).

The carers centre on Kings Street - which is run by Torbay and South Devon NHS Foundation Trust - is hosting the free event for unpaid carers. The event coincides with the Brixham Christmas mar- ket, fireworks and Christmas lights switch as part of the town’s Christmas ‘Lanterns, Lights and Lu- minations’. The Carers Centre will be open from 3pm until 5pm.

If you look after a family member or friend, who cannot manage alone because of their age, mental health, drug or alcohol issue, illness or disability, then you are an unpaid carer; so we would like to invite you to drop in and enjoy free mince pies and mulled punch. There will also be an opportunity for a free hand massage, or nail painting. There are raffle prizes and gifts for sale, plus information about support services available for unpaid carers in Torbay.

We hope that many people in town will pop in to find out more about the centre and what we offer unpaid carers, or just take the opportunity to warm up and have refreshments!

For those of you who have never heard of the above group can I explain. This is a group of peo- ple comprised of representatives of all the Christian Churches in Brixham who meet quarterly to promote Christianity in the town & organise events throughout the year.

• You may have attended the Service for the "Week of Prayer for Christian Unity" in January - organised by the Baptist Church & CTiB • You may have see the silent walk to the beat of a Salvation Army drum, along Fore St to the Old Fish Market, on Good Friday ie a "Walk of Witness" - organised by CTiB • You may have seen or participated with the children on a "Church Crawl" during Christian Aid Week - organised by the Baptist Church & CTiB • You may have been present to celebrate Pentecost outside the Methodist Church in Fore St. with an interdenominational service - organised by CTiB • You may have been there last year when, by popular request, we revived "Carols in Fore St." - organised by CTiB. • You may well have been present at the Advent Carol Service at St. Mary's, Higher Brixham - organised by the (Anglican) Brixham Mission Community & CTiB • In addition there have been various other events & Services throughout the year, including a very popular Quiz.

Brixham College’s Interact Club raises £1,200 for charity

Brixham College, in conjunction with the Rotary Club of Brixham, this year formed an Interact Club comprising a group of 12 to 15 year-old students devoted to planning and carrying out projects that will benefit the local community, at the same time giving the students valuable experience in social responsibility…and also having fun in the process! Their first project was “A race for Life” charity event that raised £1,200 for the Heart Foundation.

This new academic year sees the College’s young Interactors deciding on new projects and also which section of the community they can help. Also, they are aiming to gain Rotary’s Interact Club Charter status which will bring a range of additional benefits to the students.

Each Interact Club is self-supporting and self- governing and is sponsored by a Rotary Club that guides the members in the development of their Club. There are over 12,000 Interact Clubs in 133 countries.

BRIXHAM HERITAGE MUSEUM

The Museum is having a busy summer. Usually we get big increase in footfall if it rains on Brixham but this last couple of months quite a few of our visitors popped in to escape the heat. But when they come in, for whatever reason, they tend to stay, often for well over an hour. It can’t just be the weather! In fact I don’t recall either the Devon rain or the Devon sun getting a mention amongst the hundreds of enthusiastic comments in our visitors’ book.

One Friday in July we welcomed a group from Brixham Council to launch the new Information Point in our reception. Martin Smith, our Administrator appeared in waistcoat and tie, which was just as well as the Council Chair, Jill Regan, arrived sporting the civic regalia. Other Council members were David Giles, Mark Day and Steve Clutterbuck as well as the Town Clerk, Tracy Hallett and Information Assistant, Kerry Binmore.

Not everyone comes in to look round: among the many enquirers at the Family history section was an Australian lady chasing up her Brixham forbears, whilst Dr Tom Hulme, of Queen’s University, Belfast, came to research our Archives and local photograph collector John Horden came to deliver 6,000 local images to our picture archive.

Meanwhile the good weather has encouraged our archaeological team. Recent excavations have been at the Stone Age flint knapping ‘factory’ they found on Berry Head and, by contrast, but also on Berry Head, the WWI Observation Balloon station.

Don’t forget to come and visit us! We will be open throughout October and into November before we shut for the winter months to carry out refurbishment work to our displays.

Commemoration of the End of the First World War

This year marks the 100th anniversary of the end of the First World War.

On Saturday 10th November, the Brixham Mission Community together with Brixham Branch of The Royal British Legion will mark the event by a service to be held at each of our churches in turn during the course of the day. These services are being held deliberately ahead of the annual Civic Remembrance Parades in order to provide for those desiring a quieter and more personal space for commemoration.

The service will not be a Festival of Remembrance but rather an opportunity for meditation and reflection on the costliness and suffering of wars. As part of the service it is intended that the names of the fallen in the conflict, from the entire Mission Community area will be remembered.

The services will be held at:- All Saints, Brixham at 10.00 am St. Mary’s, Churston at 12.00 pm The Barn Chapel, Galmpton at 2.00 pm St. Thomas’s, Kingswear at 4.00 pm St. Mary’s, Higher Brixham, at 7.00 pm

It is believed that in addition to those named on the civic war memorials organisations such as the museum, churches, veterans groups, sports clubs, may have their own memorials or rolls of honour and some may not have previously been recorded.

To this end Information is being sought from many sources to ensure a comprehensive roll is obtained.

ACE – A New Challenge

Brixham College is expanding as a school and as a consequence Adult and Community Learning along- side ACE have been asked to vacate its current suite of rooms based at the school during the daytime and we will no longer be able to use the facility after September 2018.

We are very fortunate to be offered a former South Devon College Studio School which is now the Cen- tre for Health and Care Professionals (CHCP) in Torquay. It is a new building and ACL Torquay has been based there since September 2017 and it has proved to be a great success. Under the auspices of Health and Care, ACE will be welcomed at CHCP from September 2018. We look forward to utilising the new building and hope to invite new members and volunteers to join our thriving membership.

The members had a trip to the new CHCP building and everyone was very impressed. We had a tour of the rooms for The Write Way, Painting and Drawing and an enormous studio with a sprung floor for Sportsmobility. We had a lovely 2 course lunch supplied by South Devon College and returned home either in taxis or a community bus for those living in Brixham.

YOUR AGEING WELL UPDATE BY ROSEMARY CLARKE

Hello people of Brixham. If you are a regular reader of the Signal, you may know I am one of two Community Builders covering Brixham.

I have met a local couple who run a minibus company who are offering trips on a Monday to Friday in between the school contract (after 09.30 and return by 14.45). For example a visit to Dartmouth or Totnes or a garden centre. Would this be of interest to you? Give me a call to chat about it more.

The Timebank (www.torbaytogether.org.uk) is going from strength to strength with people offering all sorts of opportunities. Some are practical such as offering lifts, cat feeding, dog walking and weeding. Others include teaching you how to play the ukulele, conversation and company, teaching you how to crochet and help with I.T. People swapping time and skills to help each other has never been easier. I encourage you to join the Timebank Give me a call to chat about it more.

Volunteering is a word that many people embrace but a lot more see and think “that is not for me”. I started volunteering in my teens to help run the girl guides. So I am familiar with what it means and can tell you first hand that volunteering can mean almost anything. There are plenty of groups in Brixham who would welcome new recruits. Volunteering allows you to contribute to your community and makes you feel valued and included. Maybe you want to give it a go but you are nervous about meeting others? Give me a call and I can go with you.

Ageing Well Festival

Coming up on Saturday 20th October 2018 is the fourth-annual Ageing Well Festival. The theme this year is ‘Live, Love, Laugh, Learn’

Our aim is to supply information on the work of the Ageing Well project and its partners for the benefit of older people in Torbay who are 50+. It will, as you would expect be “Promoting a positive image of ageing locally.”

And this year we have an exciting line up of demonstrations, activities, attractions, sports to get involved in and entertainment – provided by you and for you – and musically, we are rocking a 1970’s vibe this year.

I work as part of the Ageing Well Torbay project, funded by Big Lottery, aiming to reconnect communities and reduce social isolation amongst the 50 plus generations across Torbay.

Fancy flying in a WW2 Spitfire? A unique experience on offer from Brixham Future CIC

Brixham Future CIC is organising a `back to the 1940s’ series of makeovers, displays and many free events next summer between the 1st and 9th June to coincide with the 75th Anniversary of D-Day on the 6th June.

To raise money for our project we are organising a raffle. The first prize of which is a flight with Boultbee Flight Academy, which is approved by the UK Civil Aviation Authority (CAA) to fly passengers in vintage planes from Exeter Airport in Devon.

The 3-hour experience includes briefings about the facility, the aircraft, the flying equipment you'll be wearing such as helmets, flight suits and parachutes. You'll also get to choose what you'd like to do on your flight be it a sightseeing tour or some aerobatics, or a bit of both! It would be great to see you flying above Brixham in June next year!

There are only 999 raffle tickets available at a price of £10 per ticket. The tickets will make an ideal Christmas or birthday present. There is no upper age limit but flyers have to be 18 years old. There is height, weight and health restriction as it is an historic fighter plane.
