While Council continues to move headlong towards providing only its statutorily required services, we have resisted the temptation to burden our community with paying for the non-statutory items beyond those that we agreed with them last year.

The Town Council is continuing to back Brixham Does Care with £17,000 of funding, Brixham Heritage Museum with £10,000, Shoalstone Pool with £10,000 and Youth Genesis with £8,680.

Members at the Full Council meeting rejected a recommendation from the Finance and General Purposes Committee that Shoalstone Pool should not be funded in the 2019/20 budget following a successful year when the Management team had not called for any of the budget that had been set aside for its use in 2018/19.

Arguments were accepted that Shoalstone Pool is one of our community’s most iconic and popular features and with so many major challenges ahead members felt that it would be premature to remove its funding at this stage.

Directory of charities / community groups / organisations in Brixham

Brixham Library, Brixham Community Builders and Brixham Town Council are working together to produce a Directory of charities/community groups/organisations in Brixham.

There are a rich variety of voluntary groups in Brixham which bring great benefit to the town. They range from beavers and brownies to canoeing and chess. They provide activities, information or support to others. They run Shoalstone Pool, they have shops to raise funds and keep Brixham looking good. Many are based on volunteers but they may have paid workers as well.

Evaluation Committee

The Evaluation Committee consists of the Chairperson of the Council, Vice Chairperson (who chairs this committee) and the Chairpersons of the other committees. Its role is to evaluate the overall performance of the Town Council and its Committees.

One of the roles is to consider personnel issues. Funding has been included in the 2019/20 budget for the Town Council to increase the Deputy Clerks hours to full time and the Lengthsmens hours to full time equivalent. Revised job descriptions for these 2 posts as well as for the Receptionist / Information Assistant and Buildings and Facilities Officer were approved. Recruitment for a Receptionist / Information Assistant to cover maternity leave commenced in March.

The Service Level Agreement for Brixham Foodbank was discussed and agreed and a Funding Agreement for Brixham Theatre C.I.O. was discussed and agreed. At a future meeting a Service Level Agreement or Funding Agreement for Shoalstone Pool C.I.C. will be discussed.

Members of the Evaluation Committee continue to review and develop required policies and procedures which the Council needs to have in place. We considered and agreed a Paternity policy, Grievance policy and Portable appliance testing (PAT) policy.

At each meeting members consider reports on training attended and agree what training Councillors and staff can attend. Elections and Timetable for May 2019

At the time of going to print, the notice of elections had been announced and the Town Council began the pre-election or ’purdah’ period. Nominations for new Councillors deadline is 4pm on 3rd April and on 4th April we will see the publication of persons nominated.

This year, you have the opportunity to vote for Torbay Ward Councillors, Brixham Town Councillors and the Neighbourhood Plan Referendum.

Have you registered to vote? If not, you only have until midnight on Friday 12th April. The easiest way to register is online by visiting www.torbaygov.uk/council/voting-and-elections/ register-to-vote. You will need your National Insurance Number. If you need a paper form, please call Torbay Council on 01803 208008.

Polling day will take place on Thursday 2nd May.

So what does this mean for Brixham Town Council? Pre-election period or Purdah means that the Town Council will be prevented from making announcements which could be seen to be advantageous to any candidate in the elections. For us, this means that Purdah will run from 19th March until 3rd May. This usually means that we go a little quiet with public announcements, but we are still working hard behind the scenes!

During this time, all contact details for existing Councillors will be removed from our website and have been removed from this newsletter. However, if you do need to contact a Councillor, please get in touch with the Town Council office and messages will be passed on.

On 7th May, the current Councillors retire and the newly elected Councillors take office. The annual meeting of Brixham Town Council will take place on 16th May at 7pm in the Function Room of the Town Hall

As soon as practically possible, we will update our website with photos of our Councillors. So if you want to know who they are, please keep an eye on www.brixhamtowncouncil.gov.uk/ members.php. We will of course announce the names of the Councillors after the Count on Friday 3rd May. 4

This year is not just about elections, we also get an opportunity to vote on the Brixham Peninsula Neighbourhood Plan.

What is a Neighbourhood Plan? The Neighbourhood Plan is a way of helping local communities to influence the planning of the area in which they live and work. It can be used to:

• Develop a shared vision for the community. • Choose where new homes, shops, offices and other development should be built. • Identify and protect important local green spaces. • Influence what new buildings should look like.

Referendum On 2nd May anyone registered to vote will be asked if they want Torbay Planning Authority to use the Brixham Peninsula Neighbourhood Plan to help it decide planning applications in the neighbourhood area.

Adoption Assuming a majority is achieved, Torbay Planning Authority will adopt the Neighbourhood Plan as part of the development plan. This may include policies in the Neighbourhood Plan taking precedence over policies in the Local Plan, where they apply to the specific area covered by the Neighbourhood Plan. A copy of the plan will also be published on Torbay Council’s website.

Implementation and monitoring If the Neighbourhood Plan is adopted, planning applications will still be determined by Torbay Council in the normal way, but taking into account policies in the Neighbourhood Plan as well as the Local Plan.

In addition, Brixham Town Council will also continue to comment on planning applications within the parish boundary taking into account the policies in the Neighbourhood Plan. A home visiting service in the TQ5 area is available for people who are isolated, housebound or vulnerable. Friends of Furzeham Green (founded 2004)

We are a small group of residents who volunteer to oversee the community use of the 3 greens. This includes working regularly with the Council to ensure the Health and Safety replacement and purchase of the children’s play equipment. Plus access by the public and school children for recreational sports. Encouraging owners that any dogs are kept under control and any faeces is immediately cleaned up.

We saved the flower beds from being grassed over several years ago but they need regular maintenance and replenishing with plants. Therefore we need to raise funds annually to keep the flower beds looking attractive for both locals and visitors. This year our aim is to improve the sea theme around the dinghy bed ready for judging in July and if possible replace our notice boards as they are too heavy to access easily. We were lucky enough to receive funds from the Queens Arms Beer Festival in December from various activities as well as running a Christmas raffle including a Luxury Hamper. We attended a presentation (see photo) in January and received a cheque from Chris the landlord our share being £1,241 as total split with school PTA.

We now need extra pairs of hands to achieve our goals and always welcome new volunteers so if you have any skills you can offer and would like to find out more about us please contact our Chairperson:- Carole

For a number of years Tim Eley from the Greenspace Forum has very kindly organised for Brixham to be part of the Royal Horticultural Society Britain in Bloom South West Portman Cup which in 2018 Brixham won a GOLD Award! Several organisations were also awarded.

For donkeys years we have enjoyed growing things for different reasons, its healthier, it tastes better, its cheaper etc., but recently this was overheard on one of Brixham's allotments - "Brexit's the reason I like growing vegetables", "why's that then?" "well, tis Brexit free on my allotment, I come here to get away from it! Whatever the reason, be it flowers or vegetables, its always nice to talk to other like minded people, to compare our successes and laugh over the failures.

Brixham Horticultural Society meet once on the first Wednesday of each month in the Catholic Church Hall on New Road. Starting at 2pm with a friendly cup of tea or coffee which is included in the entrance fee of £1, we have a good programme of speakers for the new year and visitors are always welcome. To become a member there is an annual fee of £7.00. Each year we hold a Summer and Autumn Show in the Scala Hall, do you think you could grow a prize-winning Marrow, the longest Runner Bean or the most beautiful Dahlia? Why not give it a go? You can enter as many things as you like and it's only 20p per item. Improvements to the Windy Corner junction

The final phase of Torbay Council’s £16.5 million Western Corridor project started on site on Monday 11 March 2019.

The £700,000 scheme at the Windy Corner junction between Paignton and Brixham will improve traffic flow and reduce queueing at peak times. These improvements will provide an additional approach lane for traffic heading towards Paignton, created by constructing a new lane towards Brixham, which uses a short section of Bascombe Road.

This scheme, along with the works currently taking place on Brixham Road by Sainsbury’s, are scheduled to be completed in time for the main 2019 summer period. Shoalstone Pool

During February and March we recruit our lifeguards. This year we welcome back 5 of last year’s lifeguards as well as taking on some new ones. Once again the team will be led by Sasha Miller as pool manager.

We continue to be grateful for the work our volunteers do throughout the year. Especially thanks to Tony Sturch who in the absence of a caretaker oversaw the work to prepare the pool and site for winter, cleaning of the pool and general maintenance throughout the closed season. Thank you to our volunteers Carol, John, Dave and Jeremy who regularly check that the lifebuoy on site is in good order and the rope is in place. Our volunteers are the life blood of Shoalstone pool. We always need more volunteers so contact us if you are interested in volunteering at Shoalstone.

A question many people have asked mainly through social media has been “has the pool been damaged this year”? At the time of writing, the answer is there has been some damage on the decks, the pool appears to have leaks and there are issues to do with erosion of the embankment causing slippage of material. An engineer has advised us the embankment beneath the toilets appears to be suffering ongoing erosion. We have made the Torbay Development Agency aware as the sea defence is not our responsibility.

In the last report on Shoalstone Pool we failed to thank Brixham Town Council which has funded us since we initially took on running the Pool. In its budget the Town Council allocated £15k in 2015/16, £15k in 2016/17, £12.5k in 2017/18, £10k in 2018/19 and £10k in 2019/20. We have an arrangement with the Town Council so they hold unspent money in its reserves “ring fenced” for Shoalstone so we know we have funds to put towards major works.

Another major source of income for Shoalstone is the car park revenue we receive from Torbay Council. We are in the process of moving to another car parking services provider. This decision has come about as sadly we know parking is abused - people sometimes park without paying as they know there is little chance of being caught. The new system will be based on an Automatic Number Plate Recognition (ANPR) parking system which means we will get more income.

Hopefully you all know that we raise funds from a multitude of sources. If you are a local business owner please consider having a board at Shoalstone pool publicising your business. There is also space on the wall of the toilet block next to the car park. Your sponsorship helps us to keep the pool open.

The pool will open on Saturday 25th May. Some events planned for 2019 are a Festival on 25th May, Night Swim on 15th August, Naked Swim on 17th September and a Dog Swim on 19th April and again in September. As part of the 75th anniversary of D-Day there will be a 1940`s dancing display on Sunday 2nd June and a 1940`s Dress Display 3rd June.

Brixham Rotary Club

For many years Brixham Rotary Club have been supporting the worldwide Rotary Campaign to eradicate Polio, a highly infectious disease which most commonly affects children under the age of five.

On Valentines Day this year our members organised a dinner at South Devon College's Horizons Restaurant, where the students prepared the food and served a Fine Dining meal as part of their College Course. As a result money was raised and donated to the Polio Plus Appeal which after the addition of a matching grant from The Bill and Melinda Gates Foundation, is sufficient to im- munise 4200 children.

BRIXHAM FAIRTRADE WORKING GROUP

The sugar I usually use for making marmalade, Fairtrade of course, was not available this year, so I set out to find a substitute - it was surprisingly easy!

Tate & Lyle sell a complete range of Fairtrade sugars, though watch out, not ALL Tate & Lyle sugar is Fairtrade (pity!) All co-op sugar is Fairtrade and Sainsbury's also sell the complete range, and check out Oats. I couldn't find any Fairtrade sugar in the local Tesco.

To qualify for Fairtrade status a product has to have at least 25% by weight of Fairtrade ingredients, so Fairtrade marmalade and jam sorted! (I don't think you need to count the water!) Sugar in a sponge cake will take it to the standard, but you can do even better if you add Fairtrade cocoa or chocolate or dried fruit. Surprisingly easy !!

...... and I've just discovered we can buy Fairtrade tomatoes in the co-op, and they're delicious!! Helen I Barrett, Fairtrade Working Group What does Brixham Chamber do?

I often get asked, “What does Brixham Chamber actually do?” Which is a fair question. While we are very active, we are very bad at telling people about the initiatives we undertake.

My response to that question should be “Our main role as a Chamber is to provide networking opportunities, act as a spokesperson on local issues, and to improve the business environment.” This sounds like a lot of jargon without much meaning. Phrases like “Thinking Outside the Box” and “Blue Sky thinking” come to mind. I prefer to look at what this actually means in real terms.

We designed a Brixham guide aimed at bringing tourists to the area and encouraging tourist in other parts of Torbay to visit Brixham. We printed 30,000 and distributed them as far afield as Yorkshire, Derbyshire, the West Midlands and London.

We designed and erected event boards and maps that you will see around Brixham and Torbay. We produced a leaflet, which is given to coach drivers on their arrival, to encourage them to visit Brixham.

We run the Lovebrixham Facebook and twitter pages where we shout about everything that is great about Brixham.

We run the Saturday and Wednesday Arts and Craft Market’s as well as the Sunday Market.

All of these activities aim to promote Brixham and increase footfall in the town. This is only a part of what we do and we are always looking for new members with new ideas.

On May 11th All Saints Church is the venue for another joint concert with Abertillery MVC as our guests. Having recently enjoyed an excellent concert in Brixham with Millhouse MVC as guests the choir will be fulfilling a promise by travelling to Yorkshire to join them on May 18th for a return concert.

On June 5th at St. Mary's Church we will be proud to be involved in an inter- denominational service to mark the 75th anniversary of the D-Day landings --- details to follow! 18

The Friends Centre

This landmark building and exciting new project located on the Brixham Hospital site is nearing completion and is due to be opened on Thursday 9th May 2019.

Brixham Hospital League of Friends who are responsible for donating the very substantial sum of £800,000 to create this centre, are working in partnership with Brixham Does Care and South Devon NHS Trust to provide a centre of excellence with specialist befriending and social welfare for the wider Brixham Community.

Apart from the main Activity room which is set aside for Day Care clients, there are rooms providing wellbeing clinics and for general hire.

The money, generously donated over many years by the people of Brixham, has been invested into this building to offer support and encourage wellbeing, raise awareness and promote understanding and improve quality of life.

St. Mary's Church? - Where's that?

Have you visited St. Mary's, Higher Brixham recently? We are quite well hidden - out of sight from the town to prevent marauders & pirates from raiding us!!!

If you like history and / or architecture then this is the place for you - the 3rd known Church on the same site and we have a wonderful booklet describing all the historical and the stained glass windows including one from the 1st World War.

If you are a Christian we hold Services we hold many different Services (see our entry on “A Church Near You” website).

The Church is open to visitors from 11.00 - 12.30pm Wednesdays & Saturdays. All welcome and someone will be in attendance to show you around if required.

If you value the local community we offer various events throughout the year.

Every Saturday we hold a Coffee Morning in the adjacent Church Hall (with homemade cakes!) 10am -12 noon.

On the 2nd Friday of the month is Messy Church for children and parents / guardians, from 4 - 6pm.

And dates for your diary - The Church will be open (with activities to be arranged) from Monday 3rd June until Friday 8th to commemorate the 75th D- Day celebrations. On Wednesday 5th June we shall be holding a D-Day Remembrance Service from 7pm.

Hello people of Brixham. Victoria Campbell and Rosemary Clarke are your Community Builders/Timebank Brokers for Brixham. We encourage people of all ages to get involved in their neighbourhood. With extensive local knowledge your Community Builder can link you with existing groups, encourage others to join your group or even help you to set up a new group.

The Ageing Well Project is particularly keen to get in touch with the over 50s, to access their expertise, passion, wisdom and energy. Some people think that their useful life is over when they retire, we would beg to differ. We have seen lives transformed when people work alongside their Community Builder to bring positive changes to the place where they live. We focus on what is strong not what is wrong. This way of working is known as Asset Based Community Development or ABCD for short.

Brixham Art Society

Brixham Art Society is a wonderful society to belong to, if you have an interest in art, whether that means you are a beginning artist, art professional, or just want to belong to a society which will expand your artistic horizons.

We believe this long-standing society is enhancing the community of Brixham through its cultural activities, and helps to make Brixham a vibrant place. We hold 8 monthly art demonstrations a year when professional artists demonstrate their particular techniques using a variety of media. Occasionally one of our own members will give a talk, on a particular artist, or art movement such as Impressionism.

The new demonstration venue from January will be the Rugby Club, Rae Barn Rd, Brixham, on the third Tuesday of the month, 7.30 to 9.00pm. Details of demonstrations are on our website. Non- members are welcome to visit our demonstrations at £3.50 per session, to test the waters! Membership fees are due in April, though anyone joining half-way through the year will receive a discount.

Many members are very talented artists, whose work can be seen in our various exhibitions throughout the year. Our Summer Exhibition, takes place in the Scala Hall, Brixham, from the 17th – 24th Aug. 10.00 – 6.00pm. Free entry. We are on Twitter, Facebook, and our website is: www.brixhamartsociety.co.uk.

Comedy Bites

By booking tickets to see “Comedy Bites” on Friday or Saturday evening 5th and 6th April at Brixham Theatre (tickets.brixhamtheatre.uk), you’ll not only have a big smile on your face from an enjoyable evening watching interpretations of famous British comedy sketches and songs, but you’ll be supporting raising funds for new equipment for your local theatre too.

Sketches and songs from Victoria Wood, Monty Python, Fry and Laurie, Little Britain, Catherine Tate, The Two Ronnies are just a “taste “of what is in store…. In fact eighteen “food and drink” related sketches and song items are on the menu!

A group of local experienced performers and directors under the guise of Project X will serve up this delicious menu, having been involved in previous successful shows at the theatre including Fawlty Towers, Vicar of Dibley, Hi de Hi and The Best of British Comedy.

It is hard to believe it is only from May 2018 that a wider group of volunteer enthusiasts formed a new Charitable Organisation (Brixham Theatre CIO) to take over the management of the theatre. Brixham Theatre CIO are expanding their programme of events and performance on offer at the theatre: are developing an increased use of the theatre by local community organisations and schools; finding innovative ways to support local festivals and business. Project X expands the theatre‘s education arm, whilst ploughing any monies raised into further theatre development.
