Brixham’s Lanterns, Lights & ‘luminations just got bigger ... it’s an entire weekend of entertainment!

Working with the community Brixham Town Council has a weekend of events lined up to keep you in the Christmas spirit. The weekend is launched with the popular Brixham Comedy Grove in the Theatre on Friday 25th November at 8pm.

On Saturday 26th November between 10am and 4pm the Town Hall will be bustling with activities including the BATS Café in the Function Room selling hot beverages and tasty delights and Santa‟s Fun Palace with festive fun and games in the Scala Hall. Come along and make a Lantern using the materials provided (or you can bring your own) and then join in the parade in the evening. Once again the theme is recycling so get your thinking caps on and start designing your lantern! We‟d love to see some bigger designs this year. Have you started making yours?

Road closures will be from 2pm. On The Quay and The Strand we have Megatwist, children‟s rides, entertainment by With a Difference Enter- tainment and mobile caterers selling hot pork rolls, hot beverages, candy and mince pies. The Parade with our special guest will start at 5pm from The Quay with the Christmas lights switch on and Fireworks display at 6pm.

Then there‟s the exciting new Christmas Street Market..

Organised by Redhouse Events this year‟s Christ- mas Market has moved outside and Middle Street will be transformed into a vibrant outdoor market! Supported by late night opening from the unique shops that align Middle Street it really will be the place to do your Christmas Shopping. The Market will be open from 2pm to 7pm.

Brixham Chamber of Commerce‟s popular Street Market will round up the weekend on Sunday 27th 10am to 4pm in Fore Street and promises more Christmas goodies and festive cheer.

Town Council Budget Consultation

Last year saw the first Town Council budget consultation since the council was formed in 2007. The foundations of which helped build the budget for 2016/17. Following the success of last years consultation, this years will take place on Thursday 20th October at 7pm in the Town Hall Function Room.

You will have the opportunity to hear from each of our Committee Chairpersons on the work the committees have done this year to date; view and comment on the draft 2017/18 budget and make proposals of what projects you would like to see the Town Council finance for the new fi- nancial year.

Town Council Financially Supporting Local Organisations

At the Full Council meeting on 28th July the following awards were presented:

Community Helipads - £1,500 Taken from the Community Projects this grant will pay for vital sensor equipment to be installed on the lights at Brix- ham Rugby Club to enable the Devon Air Ambulance to land safely at night.

RNLI - £2,500 Taken from the Events Fund this grant helped finance the Torbay Lifeboat week raising funds for their much needed Toby Russell and Chris Forster receiving the grant cheque from Chairperson Cllr service. Clarke

At the Full Council meeting on 13th October the following award will be presented:

Fairtrade - £150 Taken from the Community Grants fund this grant will help fund the purchase of new badges, promotional material and leaflets.

Consultation Results Thank you to everyone that responded to the consultations in the July Brixham Signal. The re- sults of which are below:

Brixham Signal 100% of those that returned the questionnaire believed that the Signal was a very useful and in- formative newsletter and wanted it to continue to be delivered by post.

The newsletter will continue to be posted but if you are not receiving it, please visit our website where a pdf version is available to download.

Brixham Tourist Information Centre 100% of those that returned the questionnaire voted that they wanted Brixham Town Council to open up a dedicated Brixham Tourist Information Centre. With comments such as “it is badly needed”, “an information centre is essential” and “Brixham is a unique, vibrant town with much to offer, and should be independently marketed as such by people who care”.

As a result of this, the Council has asked Brixham Future to identify a suitable premises and write a business plan to present to the Council. Advice is also being sought from an experi- enced person with a background in tourism to ensure that all factors are identified and consid- ered prior to making a final decision at a Full Council meeting.

Shoalstone Pool

Shoalstone Pool is now closed for the winter season, and we once again have to say a huge thank you to all of the volunteers without whom running our wonderful local lido would just not be possible: the directors of Shoalstone Pool Limited, the committee and supporters of the Friends of Shoalstone Pool, and the small group of people who work tirelessly to keep the pool clean and maintained.

Lots of people have asked questions about the relationship between SPL and the Friends and how we work together. The Friends have obviously been around for longer, organising events and raising essential funds year in year out for repairs and maintenance. SPL, with the support of Brixham Town Council, are essentially doing the job that Torbay Council used to do before they announced that they could no longer run the pool, except without the support of a large council budget (and staff) behind them. They deal with the logistics of staffing and maintenance, adver- tising and promoting the pool, ensuring that all the proper policies and procedures are in place, liasing with our tenants on site at Shoals café, creating revenue streams, organising events at the pool, and larger-scale fundraising – alongside anything else that needs doing from opening the toilets to speaking at local events! They also have their eyes on the future, looking at ways that the pool may eventually become self-sustaining whilst not losing its status as a free and ac- cessible facility for local people and visitors alike.

Shoalstone Pool Limited is not, and never will be, run for profit. Every penny that is raised from the volunteer directors‟ efforts is ploughed straight back into the pool itself for the benefit of the community.

Our paid members of staff are hugely important too, and a big shout out has to go to our pool manager Sam Evans and his brilliant team of lifeguards. They have been working under difficult conditions this year, being tasked every week with achieving more with less, and they have risen to the challenge with good humour and enthusiasm. They organised another great family funday, which would have been even better if only the weather had been on our side, and have pio- neered the use of the zorbs as a regular weekly feature raising extra funds in the process.

We have also welcomed the initiative of other members of the local community in supporting our fundraising efforts: local singer-songwriters Maggie Duffy and Chris Thomas, along with Mag- gie‟s daughter Sara Green and Brixham Theatre volunteer Chris Jones clubbed together to intro- duce Don the dolphin to our team as a friendly reminder of the importance of donations in keep- ing the pool running. He is a brilliant addition to the poolside, and will hopefully encourage even more of our visitors to part with their cash.

Now that the summer is over, our attention is turning once again to the bigger picture. Repre- sentatives from SPL will be attending the first ever National Lido Conference at Portishead Lido in September, and are looking forward to sharing ideas and finding out how other teams across the country have responded to the challenges that we are facing. We will also be continuing to build our online presence – if you don‟t already, make sure you follow us on Facebook and Twit- ter for regular updates. We are very grateful for the support of Keith Tunnicliffe in this regard who volunteers his time to keep our website and social media channels up to date.

We are still collecting peoples‟ stories and pictures of the pool for our Shoalstone Memories pro- ject, and will hopefully be able to begin to share the results of this soon. We are also looking at applying for some major funding to restore the pool to its former glory, and are particularly inter- ested in seeing if we can get a pump and filtration system up and running. We would love to hear from anyone who knew how the original one worked as that is going to be our starting point as we investigate further!

Syrian Refugee Working Group update

In January 2016, BTC set up a Refugee Working Group after a member of the public requested that the Town Council should seek to instigate housing Syrian refugee families in Brixham.

At that time, very little was known about the processes and practicalities by which the UK Govern- ment‟s pledge to resettle 20,000 Syrian refugees would play out in local communities. There had been no communication from Torbay Council about their plans, and a range of views on the mat- ter were expressed by local residents.

The working group, consisting of Cllrs Walker-Haworth and Giles as well as the Town Clerk, Tra- cy Hallett, proceeded to find out as much information as they could, following which the Council considered and agreed to recommendations made by the working group at the Full Council meet- ing on 18th February 2016.

In the weeks and months that followed, representatives of the working group attended meetings of the Torbay Refugee Action Group set up by Torbay Council. It soon became apparent that not only was Torbay obliged to participate in this scheme, but that the opportunity to offer sanctuary to refugees was one that was being embraced fully by Torbay Council. The people involved, who represented a wide range of interests and services including the health service, education, the police and welfare teams, were exceptionally mindful of the sensitivities involved in this issue and the careful planning that would need to be done to ensure the correct infrastructure was put in place.

Representatives from Brixham Town Council engaged in these discussions and put forward mes- sages of support from people in our community as well as some of the concerns that had been raised. These were all taken into account as things moved forward.

In early summer, it was announced that Torbay would be welcoming two refugee families. The precise location of the properties where they would be rehoused was naturally not made public, but at that time it was not felt that there was any appropriate accommodation in Brixham.

There is a page on the Torbay Council website which helps to outline the scheme as a whole http://www.torbay.gov.uk/housing/refugees-statement/ along with details as to how local residents can make donations to the families. Since our last correspondence the Mayor has agreed to dou- bling our commitment in Torbay to 4 families.

It is clear that, with the on-going war in Syria, this is not an issue that is going to go away. Howev- er given that our understanding of the situation locally has moved on significantly in the past eight months, it is no longer a worthwhile use of resources for Brixham Town Council to be devoting extensive time to this issue. On 1st September, Brixham Town Council resolved to do the follow- ing: a) Continue to communicate closely with Torbay Council to understand the progress of local moves to resettle refugees. b) If in the future it is proposed that refugee families are rehoused in Brixham, ensure that the appropriate infrastructure is in place to ensure that this does not have a negative impact on the local community. c) Ensure that wherever possible Brixham residents are kept up to date with local plans for par- ticipation in this scheme, including information about how they can support refugee families. Redundant Toilets Furzeham Green

Brixham Town Council is currently reviewing Torbay Council assets within the Town. The latest asset to be discussed is the redundant toilet block at Furzeham Green. The Community Ser- vices Committee want to know if there are any Community Groups that would want to use this building if the Town Council were to lease the premises from Torbay Council and what you would use it for. What’s new at Brixham Town Council?

You might be aware that Christina Winch who has been the Council‟s Administrative Assistant since October 2015 has moved on to pastures new. We are sorry to lose Christina, but hope that she is settling in well in her new job.

After a recruitment process Sharon Jordain was offered the position. Sharon who previously worked for the Herald Express started on Monday 3rd October and is a very welcome addition to our dedicated team of staff.

Evaluation Committee report for Brixham Signal

Members of the Evaluation Committee have been continuing to develop policies and procedures which the Council needs to have in place. The latest ones have been Councillor Allowance and Pension Discretion. A cycle to work scheme has been adopted and one member of staff now has a bike to travel to and from work. The Council structure including committees, sub committees and working groups was reviewed and changes were made.

The format of the Annual Report was considered prior to it being presented at the Annual Parish meeting. Following discussions a decision was made to ask Torbay Council to have representa- tives from BTC on the Transport Working Group and the Standards Board. Initial discussions have taken place on the options for the Information Technology requirements for the Council of- fice and Councillors and the Council are consider proposals that will drive the Council forward in- to the 21st Century.

Both the Council‟s strategy for 2016 – 19 and personnel matters continue to be regular agenda items. Reminder: members of the public are welcome to attend all Brixham Town Council com- mittee meetings and have an opportunity to speak at the start on any item on the agenda or not on the agenda. Allotments

This year‟s allotment agreements are due by 1st October. Brixham Town Council‟s Fi- nance and General Purposes Committee have reviewed and changed the agreements following extensive research on what other Councils are offering.

We are pleased to announce that from 1st October, the allotment policy is being extend- ed to the whole of the TQ5 area allow resi- dents that live just outside the parish to also have an opportunity to enjoy the allotments.

We are also allowing bees, hens and rabbits, subject to certain regulations, which will all be provided should you wish to take advantage of this.

The allotments are also available to communi- ty groups and schools. There are special terms for these to allow you to sell your pro- duce to help raise finances for your group.

We have all seen many photos of the outside of the Town Hall, but it seems that photos of the inside are very rare. Can you help? If you can, Brixham Town Council would love to see copies of your photos of how the inside of the Town Hall and Scala Hall used to look.

Drones

Small unmanned aircraft are now widely available for commercial and recreational use. More pop- ularly known as drones, they can cause injury or damage if they are not used responsibly and are therefore subject to safety rules, which are underpinned by UK law.

We have been experiencing a lot of drone activity at Shoalstone Pool this year. Whilst we appre- ciate that we live in a beautiful part of the county and are very blessed to have such a fantastic as- set, it is important that drone owners are aware of UK laws and where you can and cannot fly them.

Shoalstone Pool is a sensitive area in that many people may not necessarily be fully clothed, es- pecially when bathing and drone owners are urged to respect their privacy. UK law states that it is illegal for a drone to be flown within 50 metres of a person, vessel, vehicle or structure not under the control of a pilot.

If you own a drone and are unaware of the regulations contained in the Air Navigation Order, please take the time to visit www.legislation.gov.uk and search Air Navigation Order 2016. Parking Restrictions at Battery Gardens

Last year Brixham Town Council agreed to pay Torbay Council to cover the cost of the signage for the camper van restrictions at Northfields Lane.

From 1st October, parking will be enforced restricting camper vans from parking at Northfields Lane / North Furzeham Road. The restrictions include no overnight parking on one side of the road and no parking on the other. This does not affect car owners.

St Mary’s Park

The friends group have been hard at work recently fundraising for the replanting of the flower beds outside the park gates. We have also received donations of plants from residents and pupils of Brixham C of E Primary School who arrived one afternoon armed with trays of flowers. With more Torbay Council budget cuts to follow we may be taking on more maintenance work around the park. At present gate repairs are being carried out by the friends group.

Having received many comments on the condition of the flower meadow we are optimistic that by working with the Charity Buglife we shall see work commence in the autumn to treat and replant with a more sustainable mix for next spring.

Rotary Clubs are urging us all to go Purple4Polio for a polio-free world and is being supported by celebrity TV presenter Connie Huq and after a 30 year campaign Polio is on the verge of extinc- tion. The colour represents the dye which is placed on the finger of a child immunised. The Rota- ry will be teaming up with the Royal Horticultural Society and Britain in Bloom groups to trans- form public places and brighten up the community. Visit www.rotarygbi.org for more details.

Brixham Swimming Club

Brixham Swimming Club is firmly back on the competition map!

You may all recall that Brixham Swimming Club lay dormant whilst essential refurbishment works took place to a much needed Brixham pool in 2008. When the pool reopened, the club, thanks to Paul Pickett and the committee worked tirelessly to build its squad swimmers up and during this time competed mainly in friendly galas.

Recognition must be given to the long standing committee members and whilst Bill Munnings and Jeff Green no longer coach for the club, their hard work and dedication has not been forgot- ten. We are proud that they are still passing on their knowledge by teaching younger swimmers with Admiral Swim School.

Now with a new coach on board, the club committees are building on these foundations and go- ing from strength to strength entering more and more competitions including ASA open meets and development galas.

Brixham Fairtrade Working Group

Knitting is a popular hobby. Sourcing a knitting yarn which has the FAIRTRADE Foundation Mark proved a challenge. Despite there being over 3,000 products from coffees to flowers which are Fairtrade certified it was not possible to find one knitting yarn.

There is one yarn that the World Fairtrade Organisation has certified as Fairtrade. Manos Del Uruguay yarn is made using natural fibres sourced in South America. The Manos colours are their trademark.

Manos Del Uruguay is a co-operative of over 800 women, producing and supplying hand spun, hand dyed yarns and wools to customers throughout the world. It is committed to the safe- keeping of the environment, which is reflected in the use of luxurious natural fibres such as pure wool, silk and merino. They enforce the rational use of water and other resources and avoid us- ing harmful chemicals during the dyeing process. All of the Manos yarns are hand dyed and therefore do not have dye lots. Each skein is different.

After further research another yarn was found which it is claimed to be “fair trade luxury yak”. Shokay is socially responsible luxury yarn brand, using eco-friendly Tibetan yak down. The yarns are made of hand-combed fibres sourced directly from Tibetan herders, enabling them to pre- serve their traditional lifestyle and earn a sustainable income.

In conclusion it seems that although it is a great idea to knit using Fairtrade yarns in reality there is nothing that is certified by the FAIRTRADE Foundation Mark. Steam and Carols

Berry Head

….....is a limestone headland that was being created as a reef in a tropical sea south of the equator some 400 million years ago.

As continents collided, this reef was thrust upwards and became part of a mountain chain. The land mass that would become Berry Head moved north on the tectonic plates of the earth's crust until, less than 2 million years ago, Berry Head closed in on its present position and streams carved out the caves that would become home to our earliest ancestors seeking shelter.

Earliest fortifications date to the Iron Age. Bronze age and Roman artefacts have been discov- ered and there is evidence of continuing human use of the headland thereafter.

More recently, Berry Head has offered shelter and protection to wildlife, the local population and the nation.

Berry Head is now an internationally acclaimed heritage site, home to an exceptional range of flora and fauna, free to visit, open all year and requires careful management by the Torbay Coast and Countryside Trust which couldn't operate were it not for the support it receives through the community.

Volunteer roles at Berry Head include staffing the visitor centre, practical conservation manage- ment and horticultural work and membership of the Friends' of Berry Head who meet regularly to discuss fundraising opportunities and projects and give community feedback on the Trust's man- agement of the site.

Summer Bunting

The Town Council‟s summer bunting needs re- placing due to the exposure to our summer weather but we don‟t just want to go and buy new bunting ...

Instead we are working with the Brixham Cham- ber of Commerce to find ways of creating bunt- ing that is unique to Brixham.

At a date to be announced, Brixham Chamber of Commerce will be holding a Grand Bingo Even- ing in the Scala Hall to raise funds to pay for the bunting.

The bingo evening will also see the launch of the Bunting Competition.

The competition will give you an opportunity to create a design. The design should be some- thing that celebrates Brixham. To know more about the competition, please come along to our bingo evening or contact Brixham Town Council.

Quay Harmony's Annual Concert Delights Audience

Quay Harmony, the Brixham based Ladies choir held their Annual Summer Concert at Lupton House in July. Their guest conductor and soloist was Jane Anderson Brown who led the choir in a wide selection of songs ranging from Opera, Film, Musicals and Popular Classics.They were ac- companied on piano by Daphne Murphy.

The choir opened the concert with Nkosi Sikelel I Africa which they sang with confidence and feel- ing. Guests of the choir included Zak Olsen who sang Panis Angelicus and The Writings on the Wall, two contrasting pieces which were sung with assurance and maturity, Kim Wilson, a member of the choir who sang with a pure tone an Aria from The Marriage of Figaro which astounded the audience and regular guests, Harping Mad who delighted the audience with a selection of music for Harp, Recorder and Voice.

The money raised from the Raffle, organised by Sue Lund, will go to the choir‟s chosen charity for this year, Shoalstone Pool Ltd.

Quay Harmony were also the special guest choir at The Brixham Orpheus Male Voice choir‟s An- nual Concert held in All Saints Church Brixham. Ron Burrington conducted both choirs on this occa- sion. Quay Harmony are holding their Christmas Concert in the magnificent Ballroom at Lupton house on the 12th and 13th December. Tickets can be ob- tained from Lupton House, choir members or their chairperson.

Young cricketers successful summer

Brixham‟s junior cricketers have enjoyed a successful summer. Building on indoor cricket skills sessions at Brixham College last Autumn and a series of workshop type sessions in the spring at all of the Town‟s primary schools, outdoor practice began at the Club Ground at the end of the Easter Holiday.

Age group teams entered the South Devon Youth Cricket League. Most successful was the Un- der 13 team who won five out of six league matches and finished runners up in their division. Star player for Brixham at this level was Holly Perkin who topped both batting and bowling aver- ages and then went on to spend the rest of the summer playing for the Devon Under 15 Girls Team. Well done Holly.

Although results were not as good for a young under 11 squad, the team was competitive in all of their matches and will only improve as they move into secondary education. A girls team played festival softball cricket against teams from other clubs in July and won two out of three matches played.

Over the summer more than 90 young people attended the Friday training sessions. The club is very grateful to qualified coaches and numerous local volunteers who helped to make this season so positive.

Following another successful Summer Fair, when local pirate Captain Blackheart hove to and shivered our timbers, preparations are again underway for Brixham Does Care‟s annual fund- raising variety show, “Memories Are Made Of This” at the Berry Head Hotel on Wednesday 5th October 2016. This year‟s event will be the 9th show co-hosted by the befriending charity‟s Chairman, Martyn Paddon and stalwart supporter Jim Hopkinson. They will be joined by har- mony duo Alison & Mike Neal, songstress Rebecca Clifton, the wonderful dancers from Totnes School Of Dance, the Berry Head‟s own Eddie Bence, and the show closes with popular local band Pendulum 5. As always, the performers encourage members of the audience to join them on the dance floor, especially during the finale. So why not dig out your dancing shoes, join the gang and dance the night away? The 3 hours of entertainment starts promptly at 7.30pm. Riviera Singers of Brixham

The Riviera Singers of Brixham are back rehearsing after their summer break and preparing for their Autumn and Christmas Programmes. We have already sang at Goodrington Methodist Church on Friday 30th September and we are now looking forward to welcoming The Mendip Male Voice Choir to sing with them on Friday 7th October @ 7.30pm at Brixham Methodist Church as part of their 200 years celebrations. After a couple of private club functions we shall be back in Brixham on 10th December to join the B.O.M.V.C. at Brixham Baptist Church for the “sing Christmas Concert” which is always very popular. Since our Musical Director - Jo Fotheringham took over the helm in February 2015, the choir has gone from strength to strength, especially after the memorable concert with the Japanese School Choir in March at Central Church, Torquay.

Brixham Orpheus Male Voice Choir

A total of £430.59 was raised at the traditional Quay concerts, aided by the shanty group Missin' Tackle for three local charities, Shoalstone pool, Brixham Does Care, and Pride in Brixham. The well-loved Proms night raised the magnificent sum of £518.89 for the R.N.L.I.

The autumn season begins on 8th October at St. John's church Totnes alongside Mendip M.V.C. and Brixham Harmony.

Two of the truly special Brixham occasions will be the Annual Remembrance Service at St. Mary's Church on 9th November and the joyous Sing Christmas, being held this at the Brixham Baptist Church on 10th December in the company of the Riviera Singers and the Brixham C of E Primary School choir.

In between these two performances the choir travel to on 12th November for another joint concert.

Why not become involved with the choir, which does so much for local causes. Brixham Horticultural Society

I'm sure everyone would agree that Anniversary's should be celebrated in style and that's just what Brix- ham Horticultural Society did in July. Their 75th Summer Flower and Vegetable Show was a huge suc- cess with so many people taking part. With well over 500 entries the Scala Hall was a blaze of colour from all the lovely flowers and artistic floral arrangements, competition was running high in the vegetable section and there were some impressive displays, despite reports that the weather had ruined every- thing!

Much interest was shown in the members only 'heaviest crop of potatoes' grown from a single potato in a black bag! The winner, Douglas Anglesea, keeping the secret of his success very close to his chest! Other winners are too numerous to mention but outstanding results came from Mike Smith, Tracy Harrison and Marion Parker. Apart from the flowers and vegetables there were tables laden with cakes, bread, quiches, and muffins, not to mention a wide variety of jams and marmalade. The handicraft sec- tion included toys, paintings, tapestry, embroidery and knitting. Visitors and members alike, all agreed it was an excellent show inspiring many to do even better in the forthcoming Autumn Flower and Vege- table Show. Held in The Scala Hall, Brixham on Fri- day 14th (2.00 - 5.00pm) and Saturday, 15th Octo- ber (10.00am - 4.00pm). Tea and cakes are availa- ble plus a Tombola stall and Plant sale. Why not come along and see for yourself?

The weather was a little changeable for our Summer Barbeque but we had a lovely day. The fol- lowing week we were off to the Marine Aquarium for our annual outing. The staff were so helpful and we had a wonderful time. We managed to keep in touch during the summer break with 3 lunches, all of which were well attended. We are now back for the Autumn term with the following classes:

New Road into Brixham?

The plan was for a new route from Churston through to Fishcombe in Brixham. This involved the wid- ening of Bascombe Rd and Copythorne Rd and some tunnelling through to Fishcombe. Torbay Coun- cil rejected the plan on the basis that the construction work would be too disturbing for local residents.

However, that was in 1944. A US army engineer, Wm M Berry, proposed the “Quay Road” plan (subsequently referred to as the “American Road”) to give troops and equipment improved access to sea transports in preparations for the WWll “D-Day” landings.

Considerable time and effort has been devoted to planning as to how the Torbay area should develop over the next twenty-plus years: The Brixham Peninsula Neighbourhood Forum group have done ex- cellent work since 2012 on developing a New Development Plan. Also, the Devon and Torbay.

Local Transport Plan recommends over eighty projects, with varying degrees of priority, for completion by 2026, including Windy Corner improvements and Brixham Park and Ride improvements…but there is no mention whatsoever of an alternative road into Brixham!

The future growth of Brixham, plus ever increasing traffic intensity, highlights the need for a new road. Remember how traffic was gridlocked for several hours in July as a result of the police cars‟ accident at Churston? Ideally, excess landfill from a new route could contribute to the construction of the long- awaited “northern arm” in Brixham's outer harbour!

Let‟s recognise the need for a new road into Brixham…and start planning now! G Sonley, Brixham
