BRIXHAM SIGNAL Brixham Town Council January 2020 Issue 48 Brixham Town Council have announced that they will be launching a pilot Gardening Assistance Scheme for the elderly and disabled in April 2020. The scheme will be an extension of the Lengthsman programme and is aimed at providing rudimentary gardening assistance for disabled persons or elderly residents who are over the age of 70 and do not have an able bodied person living on their premises or access to any other similar scheme that may be provided by a Landlord. Entitled “Your Town Hall, Your Say” the consultation process is designed to ensure maximum participation so that the public can engage with the idea and let the Council know what they would like to see in a Heritage Lottery supported project that aims to be multi-functional and open to all of the community. Introducing the consultation Chair of the Planning & Regeneration Committee, Councillor Ian Carr said that when Brixham Town Council agreed to take over the Town Hall in 2012 it was already known that the building left much to be desired and that at some point extensive work would need to be carried out in order for it to be sustainable. “Since 2016 the Council has consulted widely with partners and sought professional advice in order to develop a fully thought through plan for the future but have always been conscious that any plan would need the widest possible community support in order to succeed”, says Councillor Carr. “The tenants in the building have offered their list of requirements and the Heritage Museum have done the same so now it is time for the wider public to have the same opportunity before any further steps are taken”. Plans for the consultation period include public events, visits to local groups and organisations and information being available at the library, in shops, pubs, surgeries and dentists. “In the short term the Council has secured a £33,000 grant from Homes England in order to carry out a feasibility study into the possible supply of 4 one bedroom flats in the Old Police House area at the rear of the building”, says Councillor Carr. “Our objective is to deliver a sustainable building that is fit for purpose in the 21st Century and ceases to be a drain on the Council’s finances, thereby enabling members to direct further support towards other community needs at a time when Torbay Council services continue to disappear”, he added. Brixham Town Centre Management Brixham Town Council places considerable importance on the appearance, vitality and viability of the town centre and as part of this it ensures that within its resources its stewardship of the public street is managed appropriately. To support this objective, help control and co-ordinate the quality and activity that takes place in the town centre, ensure that what takes place in these areas supports and does not inconvenience local businesses and that they help attract visitors and shoppers, the council has established sites within Fore Street. These are called ‘Town Centre Managed Sites’. There are two Town Centre Managed Sites located in Fore Street established by Torbay Council. Thank you to all of you that came along to our workshop, for donating materials, for helping to marshal the parade, event and control the road closures. This year, we will be going out to tender for an Event Management company to organise and manage the entire event. More importantly, to take what we have created and build on it, making it bigger and better! Tender documents are being drafted and will be published in late January. In the meantime, don’t forget to make a note of Saturday 28th November 2020 in your diaries and start designing your lanterns! 3 Recent Decisions of Brixham Town Council 1st August 2019 • Options contained in Devon and Somerset Fire and Rescue Service consultation proposals rejected in full. Minute 19083 • Community Services Committee tasked with investigating the use of herbicides and pesticides by the Lengthsman. Minute 19084 • Council agreed to work in partnership with the community to celebrate the 75th Anniversary of VE Day in May 2020. Minute 19084 • Relocation of the Information Point to the Library approved. Minute 19085 12th September 2019 • Pilot Assisted Gardening Scheme approved for disabled residents or the elderly over the age of 70 who do not have access to any other scheme and do not have an able bodied person living at their premises. Minute 19095 • Grants awarded to the Admiral Swimming Centre and Brixham Arts Society. Minute 19096 1st October 2019 • Council approved additional financial support of £300 per month for Brixham Foodbank for the remainder of the financial year, equating to £1800. Minute 19087 • Members declined to comment on Torbay Council’s latest Community Governance Review except to urge them to lobby Central Government to provide adequate funding to deliver essential services to communities in the Bay. Minute 19089 Gardening Assistance Scheme Continued from page 1 … Assistance will be available at a rate of £10 for the first hour with an additional £5 per hour for any additional work, with a minimum of one to a maximum of 10 hours per annum for each household that registers with Brixham Town Council for any work to be carried out. Presenting the project Chair of the Community Services Committee, Councillor Paul Addison, told a recent Full Council meeting that the pilot scheme seeks to build on the success of the Lengthsman programme. “The public have embraced the role that the Lengthsman has played in keeping reported areas of the community well managed by performing such tasks as grass cutting and hedge cutting and has been hugely popular”, said Paul. “Assisted Gardening Schemes are very popular in many parts of the country and the Council believes that adding this work to the Lengthsman programme is a logical addition to the range of services being provided and we are confident that those who are eligible will take the opportunity to sign up to have work done at their properties”, he added. Alternatively the forms can be picked up and returned to Brixham Town Council which is located on the first floor of the Town Hall building in New Road.
