Jones* The regulation of commercial radio broadcasting in the United Kingdom is about to enter a period of rapid change. The Govern- ment is committed to increasing the number of commercial radio sta- tions and to a measure of deregulation. Legislation to effect these changes is expected in the near future. Up to the present time, an independent agency, the Independent Broadcasting Authority (IBA or Authority), has strictly regulated commercial radio broadcasting.' Commercial radio services have been restricted to those of a "local" character.2 This regulation of Independent Local Radio (ILR) is generally regarded to have been a failure, and the IBA's effectiveness as a regulatory agency has been called into question on numerous occasions. -

The Role of Infrastructure in Google’s Network Neutrality Strategy in the 2000s John Harris Stevenson Doctor of Philosophy Faculty of Information University of Toronto 2017 Abstract During most of the decade of the 2000s, global Internet company Google Inc. was one of the most prominent public champions of the notion of network neutrality, the network design principle conceived by Tim Wu that all Internet traffic should be treated equally by network operators. However, in 2010, following a series of joint policy statements on network neutrality with telecommunications giant Verizon, Google fell nearly silent on the issue, despite Wu arguing that a neutral Internet was vital to Google’s survival. During this period, Google engaged in a massive expansion of its services and technical infrastructure. My research examines the influence of Google’s systems and service offerings on the company’s approach to network neutrality policy making. Drawing on documentary evidence and network analysis data, I identify Google’s global proprietary networks and server locations worldwide, including over 1500 Google edge caching servers located at Internet service providers. ii I argue that the affordances provided by its systems allowed Google to mitigate potential retail and transit ISP gatekeeping. Drawing on the work of Latour and Callon in Actor– network theory, I posit the existence of at least one actor-network formed among Google and ISPs, centred on an interest in the utility of Google’s edge caching servers and the success of the Android operating system. -

PRESS RELEASE – EMBARGOED 00.01 2 February 2012 Year-on-Year growth for Smooth Radio UK and Real Radio brand Almost 5.6 million adults tune into a GMG Radio station each week – an extra 376,000 (YonY) Smooth Radio’s digital audience approaches 1 million adults each week GMG Radio’s Smooth Radio and Real Radio brands have recorded impressive year-on- year growth, according to the latest audience research out today (Thursday). 5.6 million adults now tune into one of the group’s stations each week - 376,000 more than a year ago. Smooth Radio UK’s weekly reach now stands at over 3.3 million adult listeners a week, up 231,000 on the same time last year. The audience also likes what they hear, with total hours listened to the station now standing at 25.75 million - almost two million (1.88m) more than a year ago – making it the UK’s second most listened to national commercial radio station. Simon Bates at Breakfast is celebrating his first year on Smooth Radio and has grown the breakfast audience by 69,000 to almost 1.4 million a week (YoY). For the group’s Real Radio brand the audience growth trend is also upwards. The stations, which broadcast on FM in Wales, Scotland, the North East and North West of England and Yorkshire and digitally across the UK, have added a total of 164,000 new adult listeners in the last year to give them a new weekly reach of just over 2.5 million adults. -

The Transition to Digital Television*
DIGITAL TELEVISION 1 The Transition to Digital Television* Jérôme Addaa and Marco Ottavianib University College London; London Business School This paper studies the role of economic policy for the transition from analogue to digital television, with particular attention to the switch off of the analogue terrestrial signal. The analogue signal cannot be credibly switched off until almost all viewers have migrated to digital, due to universality of access to television. But before switch off, only part of the population can be reached with the digital signal. In addition, those who are reached need to spend more to upgrade their reception equipment than after switch off, because the capacity to increase the power of the digital signal will be made available only then. After reviewing the competitive structure and the role of government intervention in television markets, we present the early experience of a number of industrialised countries in the transition to digital television. We then formulate a micro-econometric model of digital television adoption by individual viewers. The model is calibrated to UK data and simulated to predict the impact of government policies on the take up of digital television. Policy makers can affect the speed of take up of digital television by: (i) controlling the quality of the signals and the content of public service broadcasters; (ii) intervening in the market for digital equipment with subsidies; and (iii) publicising the conditions and date of switch off of the analogue signal. We find that if the analogue terrestrial signal is switched off conditionally on aggregate adoption, strategic delays possibly arise and expectations affect the success of the switch off policy. -

GMG Radio Response to the Ofcom Consultation on Review of Procedures for Handling Broadcasting Complaints, Investigations and Sanctions
GMG Radio response to the Ofcom consultation on review of procedures for handling broadcasting complaints, investigations and sanctions Introduction GMG Radio plc is part of The Guardian Media Group and operates fourteen analogue licences within the UK under the separate Real, Smooth and Rock Radio brands. The company was an inaugural partner and is currently a 35% shareholder in the MXR regional multiplex consortium as well as being a long-term service provider on each of its platforms. GMG Radio is also a founding partner and stakeholder in Digital Radio UK, the body charged with helping prepare the UK for digital switchover. GMG Radio considers regulatory compliance to be a hugely important and crucial element to our overall business operation and welcomes proposals which are genuinely designed to assist in improving standards and enhance understanding of regulatory procedures. We note this consultation seeks stakeholder views on proposed changes to procedures as opposed to responses to specific questions. Current understanding Ofcom has no wish to dilute the current process by which it can diligently follow when investigating breaches of broadcast licences, investigating complaints including those on fairness and privacy issues and the consideration of statutory sanctions for proven breaches. As such this consultation is specifically placed within the public arena in order to enlist stakeholder opinions on planned changes which are ultimately designed to ensure an ongoing commitment to the principles of continued fairness to those directly involved and at the same time introduce new procedures which are clearer, simpler and can be implemented as effectively and efficiently as possible. The consultation documents sets out proposals for new procedures covering the handling of broadcasting complaints, investigations and sanctions and it invites written views and comments on each of them prior to the publishing of a finalized version. -
Ivision and the BBC: Building Public Value
Observatorio (OBS*) Journal, 5 (2008), 041-055 1646-5954/ERC123483/2008 041 iVision and the BBC: Building Public Value Michael Klontzas, City University, London, UK Abstract Breaking with conventional wisdom that sees public service broadcasters as conveyors of content in line with historically shaped socio-political ideals, centred on quality, access, diversity and independence, evidence suggests that PSB is often the driving force behind key technological innovations serving public policy aims. In the drive towards wholesale digitalisation and the accelerated introduction of an information society, this hitherto understated function is now deemed critical and comes to the fore. More specifically, recent public policy initiatives in the UK, culminating to the 2006 White Paper, openly assign the mission of contributing to the process of ‘building digital Britain’ to the BBC, the flagship public service broadcaster. This vision of digitalisation is defined in broad terms in the policy discourse, as involving all platforms indiscriminately. The BBC’s contribution, designed to entice users to a digital future and simultaneously cement the continued relevancy of the institution in the 21st century, finds expression in a variety of implemented and proposed digital services deliverable over a range of digital platforms, including television and radio, the internet and mobile networks. This paper seeks to interrogate the host of controversial and closely scrutinised internet services offered by the BBC in the light of the digital vision articulated in the public policy discourse. These services shift the emphasis away from the time-honoured broadcasting paradigm to a more interactive approach. Through widespread application of emerging Web 2.0 practices, the users are now invited to participate, and generate and share their own content. -

The Mayor's new Building Council Homes for Londoners programme is now in delivery and the first units (121) are captured in this figure. Allocations are in place for about 107,000 affordable homes against the overall target; this is good progress with over three years left to add starts. - A planning application was submitted to LB Newham for 5,000 homes on land owned by the GLA and joint venture partners Keystone. Rogue Landlord and Agents Checker (RLAC) - Media coverage by the Guardian, in which it contrasted the Checker favourably with the Government's national database, led to higher than expected visits to the RLAC; there have been 74,600 clicks since this metric began to be tracked (ie. over the 2018 calendar year). Homelessness - No Second Night Out (NSNO) floating assessment hubs took place in Newham, Lambeth and Hackney in Q3 with further hubs planned for Westminster, Southwark and Camden in Q4.
