I. 2 1.4 This Regulation provides the rules applicable to the compensation regime for adverse effects on wetlands2 and bodies of water provided for in Division V.1 of Chapter IV of the Environment Quality Act (-chapter Q-2), herein called the “Act”. It determines in particular the activities that are exempt from the requirement2 to compensate, the calculation method of the amount of the financial contribution payable as compensation0 and the cases in which the financial contribution may be replaced by work carried out to restore or1 create wetlands and bodies of water. 8 ,1O.C. 1242-2018, s. 1. c2 2..4 This Regulation applies to the entire territory of Québec situated south of the 49th parallel, except the partI2 of the territory covered by section 133 of the Act. - 2 North of the 49th parallel, it applies 0 1 (1) to the part of the territory covered by the St. Lawrence Estuary and the Gulf of St. Lawrence, including8 île d’Anticosti; (2) to part of the territory situated south of the St. Lawrence Estuary and of the Gulf of St. Lawrence; and (3) to the territories listed in Schedule I. 1O.C. 1242-2018, s. 2. 2 3.4 Where this Regulation applies, it covers every immovable, including immovables in a reserved area or an2 agricultural zone established under the Act respecting the preservation of agricultural land and agricultural -activities (chapter P-41.1). 2 0O.C.1 1242-2018, s. 3. 12 4.84 For the purposes of this Regulation, the words “littoral zone” , “lakeshore” and “riverbank” and “floodplain”2 have the same meaning assigned to them by the Protection Policy for Lakeshores, Riverbanks, Littoral- Zones and Floodplains (chapter Q-2, r. 35). 2 0 In addition, unless provided otherwise, the St. Lawrence Estuary, the Gulf of St. Lawrence and the seas surrounding1 Québec are, in accordance with the third paragraph of section 46.0.2 of the Act, included in the 8term watercourse. Lastly, every body to which the Government or a minister appoints the majority of the members, to which, by law, the personnel is appointed in accordance with the Public Service Act (chapter F-3.1.1), or at least half of whose capital stock is derived from the Consolidated Revenue Fund, is a public body. O.C.1 1242-2018, s. 4. 2 CHAPTER4 II 2 ACTIVITIES- EXEMPT FROM THE REQUIREMENT TO COMPENSATE 2 01O.C. 1242-2018, c. II. 12 85.4 The following projects and work are exempt from the payment of a financial contribution payable under the2 first paragraph of section 46.0.5 of the Act to compensate for adverse effects on wetlands and bodies of water:- 2 0Updated to 0September 01 2019 1© Éditeur officiel9 du Québec1 Q-2, r. 9.1 / 2 of 42 8 , c . I I ENVIRONMENT QUALITY ACT — COMPENSATION — WETLANDS AND BODIES OF WATER (1) projects that result in a loss of the surface area of a wetland or body of water equal to or less than 30 m2; (2) work to improve the ecological functions of a wetland or body of water; Not in force (3) except where work is also carried out in a wetland or in the littoral zone or the shore or bank of a lake or watercourse: (a) work carried out in the 0-20 year floodplain of a lake or watercourse, if it is demonstrated that the work will not result in a decrease of the flood routing capacity; (b) work carried out in the 20-100 year floodplain of a lake or watercourse; (c) work in the floodplain of a lake or watercourse whose 0-20 and 20-100 year floodplain are not distinguished from one another, if it is demonstrated that the work will not result in a decrease of the flood routing capacity; (4) work carried out after an activity referred to in section 31.0.12 of the Act; (5) activities exempted from the environmental impact assessment and review procedure under section 31.7.1 of the Act and work carried out following such activities; (6) work subject to a general authorization within the meaning of section 31.0.5.1 of the Act and work referred to in section 105 of the Municipal Powers Act (chapter C-47.1); (7) work related to the construction or alteration of a building used by a municipal fire safety service, a police force, a 9-1-1 emergency centre or a secondary emergency call centre governed by the Civil Protection Act (chapter S-2.3); (8) work for the maintenance dredging of a channel developed for navigation purposes, a port or municipal, commercial or industrial wharf, and the release of sediment in open water related to the work, where it is carried out on a site where such releases have already been authorized; (9) work for the maintenance or stabilization of an outlet or a water withdrawal facility; (10) work related to slope stabilization work by means of phytotechnologies carried out on the shore, bank or littoral zone of a lake or watercourse; (11) work for beach nourishment to counter the effects of erosion; (12) the establishment and operation of a cranberry or blueberry farm; (13) where the activities are carried out in a forest other than a forest in the domain of the State, except activities referred to in subparagraphs a and b of paragraph 1 of section 1 of the Regulation respecting the application of the Environment Quality Act (chapter Q-2, r. 3), (a) forest development activities referred to in subparagraphs a to e of paragraph 2 of section 3 of the Regulation respecting the application of the Environment Quality Act (chapter Q-2, r. 3) carried out in a peatland; (b) forest development activities carried out in a treed swamp. I I I Updated to September0 01 2019 © Éditeur officiel9 du Québec1 Q-2, r. 9.1 / 5 of 42 ENVIRONMENT QUALITY ACT — COMPENSATION — WETLANDS AND BODIES OF WATER AC = (cw + vl) x S Where AC = amount of the financial contribution payable as compensation for adverse effects on a wetland or body of water cw = cost per square metre for the creation or restoration of a wetland or body of water, calculated using the following formula: cw = bc x ΔIf x R Where bc = basic cost for the creation or restoration of a wetland or body of water ΔIf = factor representing the adverse effects on the wetland or body of water, calculated using the following formula: ΔIf = If INI – If FIN Where If INI = factor representing the initial state of the portion of the wetland or body of water affected by the activity If FIN = factor representing the final state of the portion of the wetland or body of water affected by the activity, calculated using the following formula: If FIN = If INI x NI Where NI = factor representing the impact of the activity on the portion of the wetland or body of water affected by the activity In the case of a wetland, the factor ΔIf is determined in accordance with the parameters provided for in Schedule II. In the case of a body of water, the factor is determined in accordance with the parameters provided for in Schedule III. R = regional variation factor, determined based on the activity site in accordance with Schedule IV vl = value of the land per square metre calculated using the average value of vacant land in the territory of the regional county municipality concerned, or the entity in lieu thereof, as determined in Schedule IV, or, in the case of lands in the domain of the State, calculated at a value of $0.8307 per square metre SA = surface area in square metres of the portion of the wetland or body of water in which the activity is carried out, excluding the surface area occupied by existing works or structures Updated to September0 10 2019 © Éditeur officiel9 du Québec1 Q-2, r.

There is debate about what ignited the start of the uprising in the Mohawk community and when the first spark lit the fire of conflict, however the military and police got involved July 11, 1990, and the Akwesasne (Mohawk) of the tribal community Kanesatake held out against the Canadian Army and Provincial police (SQ) for 78 days before the activists, Mohawk Warriors, as a group decided to surrender to “authorities.” "For those of us who stayed, there was a real sense of community.

Le Marché des montagnes se voit octroyer une contribution financière non remboursable de 50 000 $ pour le démarrage de la coopérative alimentaire située à Notre-Dame-des-Monts qui verra le jour prochainement. L’établissement de ce service de proximité favorisera l’attractivité de la municipalité en plus de répondre à un besoin criant exprimé par les citoyens. Un montant de 47 471 $ servira à propulser le projet d’établissement de l’Espace Hubert Reeves à La Malbaie. Cette contribution non remboursable permettra la réalisation du plan fonctionnel et technique du futur bâtiment et la finalisation du nouveau concept d’exposition. Le financement de cette étude constitue la dernière étape avant le dépôt officiel des demandes de subvention auprès des différents ministères. La nouvelle entreprise La Boîte maraichère Charlevoix, qui s’établira à Clermont, obtient une aide de 30 000 $. Ce projet d’agriculture en conteneur, qui verra le jour à Clermont, se démarque par sa nature innovante et son unicité. La Boîte maraichère Charlevoix entend livrer ses premiers produits au printemps 2021. De son côté, l’entreprise Caravane Charlevoix se voit octroyer 2 250 $ pour des honoraires professionnels liés à un projet ponctuel.
