Rancangan Peraturan Presiden Republik Indonesia Nomor Tentang Penetapan Barang Yang Dilarang Dan Barang Yang Dibatasi Perdaga RANCANGAN PERATURAN PRESIDEN REPUBLIK INDONESIA NOMOR TENTANG PENETAPAN BARANG YANG DILARANG DAN BARANG YANG DIBATASI PERDAGANGANNYA DI DALAM NEGERI DENGAN RAHMAT TUHAN YANG MAHA ESA PRESIDEN REPUBLIK INDONESIA, Menimbang : bahwa untuk melaksanakan ketentuan Pasal 35 ayat (2) Undang-Undang Nomor 7 Tahun 2014 tentang Perdagangan, perlu menetapkan Peraturan Presiden tentang Penetapan Barang yang Dilarang dan Barang Yang Dibatasi Perdagangannya Di Dalam Negeri; Mengingat : 1. Pasal 4 ayat (1) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945; 2. Undang-Undang Nomor 7 Tahun 2014 tentang Perdagangan (Lembaran Negara Republik Indonesia Tahun 2014 Nomor 45, Tambahan Lembaran Negara Republik Indonesia Nomor 5512); MEMUTUSKAN: Menetapkan : PERATURAN PRESIDEN TENTANG PENETAPAN BARANG YANG DILARANG DAN BARANG YANG DIBATASI PERDAGANGANNYA DI DALAM NEGERI - 2 - Pasal 1 Dalam Peraturan Presiden ini yang dimaksud dengan: 1. Perdagangan Dalam Negeri adalah perdagangan barang dan/atau jasa dalam wilayah Negara Kesatuan Republik Indonesia yang tidak termasuk perdagangan luar negeri 2. Barang adalah setiap benda, baik berwujud maupun tidak berwujud, baik bergerak maupun tidak bergerak, baik dapat dihabiskan maupun tidak dapat dihabiskan, dan dapat diperdagangkan, dipakai, digunakan, atau dimanfaatkan oleh konsumen atau Pelaku Usaha. 3. Pelaku Usaha adalah setiap orang perseorangan warga negara Indonesia atau badan usaha yang berbentuk badan hukum atau bukan badan hukum yang didirikan dan berkedudukan dalam wilayah hukum Negara Kesatuan Republik Indonesia yang melakukan kegiatan usaha di bidang Perdagangan. 4. Barang yang Dilarang Perdagangannya adalah Barang yang tidak boleh diperdagangkan di dalam negeri. 5. Barang yang Dibatasi Perdagangannya adalah Barang yang dapat diperdagangkan di dalam negeri dengan persyaratan tertentu. 6. Pemerintah Pusat yang selanjutnya disebut Pemerintah adalah Presiden Republik Indonesia yang memegang kekuasaan pemerintahan Negara Kesatuan Republik Indonesia sebagaimana dimaksud dalam Undang- Undang Dasar Negara Republik Indonesia Tahun 1945. 7. Pemerintah Daerah adalah gubernur, bupati atau walikota, dan perangkat daerah sebagai unsur penyelenggara pemerintahan daerah. 8. Menteri adalah menteri yang menyelenggarakan urusan pemerintahan di bidang Perdagangan. - 3 - Pasal 2 (1) Pemerintah menetapkan Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya di dalam negeri. (2) Penetapan Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya sebagaimana dimaksud pada ayat (1) dilakukan untuk kepentingan nasional dengan alasan: a. melindungi kedaulatan ekonomi; b. melindungi keamanan negara; c. melindungi moral dan budaya masyarakat; d. melindungi kesehatan dan keselamatan manusia, hewan, ikan, tumbuhan, dan lingkungan hidup; e. melindungi penggunaan sumber daya alam yang berlebihan untuk produksi dan konsumsi; f. melindungi neraca pembayaran dan/atau neraca Perdagangan; g. melaksanakan peraturan perundang-undangan; dan/atau h. pertimbangan tertentu sesuai dengan tugas Pemerintah. (3) Uraian jenis, Barang yang Dilarang Perdagangannya tercantum dalam Lampiran I yang merupakan bagian tidak terpisahkan dari Peraturan Presiden ini. (4) Uraian jenis Barang yang Dibatasi Perdagangannya tercantum dalam Lampiran II yang merupakan bagian tidak terpisahkan dari Peraturan Presiden ini. (5) Uraian jenis Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya sebagaimana dimaksud pada ayat (3) dan ayat (4) dapat diubah, berdasarkan usulan Menteri setelah berkoordinasi dengan menteri/kepala lembaga pemerintah nonkementerian terkait. - 4 - Pasal 3 (1) Setiap Pelaku Usaha dilarang memperdagangkan Barang yang Dilarang Perdagangannya sebagaimana dimaksud dalam Pasal 2 ayat (3). (2) Setiap Pelaku Usaha yang memperdagangkan Barang yang Dilarang Perdagangannya dikenai sanksi pidana sesuai ketentuan peraturan perundang-undangan. Pasal 3A (1) Barang yang dilarang perdagangannya dalam Peraturan Presiden ini tidak termasuk Barang yang berdasarkan sifatnya yang membahayakan tidak boleh diperdagangkan. (2) Barang sebagaimana dimaksud pada ayat (3) diatur sesuai dengan ketentuan peraturan perundang- undangan. Pasal 4 (1) Setiap Pelaku Usaha yang memperdagangkan Barang yang Dibatasi Perdagangannya sebagaimana dimaksud dalam Pasal 2 ayat (4) wajib memenuhi persyaratan sesuai ketentuan peraturan perundang-undangan. (2) Persyaratan sebagaimana dimaksud pada ayat (1) dapat berupa: a. pembatasan jumlah/volume barang yang dapat diperdagangkan; b. pembatasan pelaku usaha yang dapat memperdagangkan; c. pembatasan berdasarkan kondisi dan karakter barang; d. pembatasan wilayah perdagangan; e. pembatasan konsumen yang dapat membeli/menggunakan/memanfaatkan barang; dan/atau f. Pembatasan persyaratan lainnya sesuai dengan ketentuan peraturan perundang-undangan. - 5 - (3) Setiap Pelaku Usaha yang melanggar ketentuan penetapan Barang yang Dibatasi Perdagangannya dikenai sanksi administratif berupa pencabutan perizinan di bidang perdagangan dan/atau sanksi administratif lainnya sesuai dengan ketentuan peraturan perundang-undangan. (4) Ketentuan lebih lanjut mengenai persyaratan perdagangan atas Barang yang Dibatasi Perdagangannya sebagaimana dimaksud pada ayat (2) dan sanksi administratif sebagaimana dimaksud pada ayat (3) diatur dengan Peraturan Menteri, menteri, dan/atau kepala lembaga pemerintah nonkementerian. Pasal 4A Barang yang dibatasi perdagangannya dalam Peraturan Presiden ini tidak termasuk barang yang berdasarkan ketentuan peraturan perundang-undangan wajib memenuhi standar/persyaratan teknis/mutu, keamanan, khasiat, label, serta petunjuk penggunaan dan jaminan purna jual. Pasal 5 (1) Pemerintah dan Pemerintah Daerah mempunyai wewenang melakukan pengawasan terhadap Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya. (2) Pengawasan oleh Pemerintah sebagaimana dimaksud pada ayat (1) dilakukan oleh Menteri. (3) Dalam melaksanakan pengawasan sebagaimana dimaksud pada ayat (2) Menteri dapat berkoordinasi dengan menteri dan/atau kepala lembaga pemerintah non kementerian. (4) Ketentuan lebih lanjut mengenai pengawasan sebagaimana dimaksud pada ayat (2) diatur dengan Peraturan Menteri menteri dan/atau kepala lembaga pemerintah non kementerian. - 6 - Pasal 6 Pemerintah Daerah dalam melakukan pengawasan terhadap Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya harus mengacu pada kebijakan yang ditetapkan oleh Pemerintah. Pasal 7 (1) Dalam hal ditemukan Barang yang mengganggu kepentingan nasional sebagaimana dimaksud dalam Pasal 2 dan belum tercantum dalam lampiran Peraturan Presiden ini, Menteri dapat melarang perdagangan dan peredaran untuk sementara waktu, dan/atau memerintahkan penarikan Barang dari pasar dalam negeri. (2) Larangan perdagangan dan peredaran barang sebagaimana dimaksud pada ayat (1) sebagai langkah pencegahan dalam rangka deteksi dini terhadap barang yang berpotensi mengancam kepentingan nasional. (3) Larangan perdagangan dan peredaran barang sebagaimana dimaksud pada ayat (1) dilakukan Menteri setelah berkoordinasi dengan menteri/kepala lembaga pemerintah nonkementerian terkait. (4) Ketentuan lebih lanjut mengenai penghentian kegiatan Perdagangan untuk sementara waktu dan/atau penarikan Barang sebagaimana dimaksud pada ayat (1) diatur dengan Peraturan Menteri. Pasal 8 Biaya yang diperlukan dalam pelaksanaan pengawasan Barang yang Dilarang Perdagangannya dan Barang yang Dibatasi Perdagangannya bersumber dari Anggaran Pendapatan dan Belanja Negara serta Anggaran Pendapatan dan Belanja Daerah. Pasal 9 Pada saat Peraturan Presiden ini mulai berlaku, semua - 7 - peraturan perundang-undangan yang telah mengatur mengenai Barang yang Dibatasi Perdagangannya, dinyatakan masih tetap berlaku. Pasal 10 Pada saat Peraturan Presiden ini mulai berlaku, semua peraturan perundang-undangan yang mengatur mengenai Barang yang Dilarang Perdagangannya, dicabut dan dinyatakan tidak berlaku dinyatakan masih tetap berlaku. Pasal 11 Peraturan Presiden ini mulai berlaku pada tanggal diundangkan. Agar setiap orang mengetahuinya, memerintahkan pengundangan Peraturan Presiden ini dengan penempatannya dalam Lembaran Negara Republik Indonesia. It is a nocturnal primate, consuming insects in its natural habitat. However, palatability of Nymphalidae and Papilionidae butterflies families as the feed of Tarsius fuscus is unknown. The butterflies are available abundantly around the Tarsius’ captivity in the natural habitat of Tarsius fuscus, therefore they are a potential natural feeding for Tarsius fuscus. This study aims to determine the palatability of Nymphalidae and Papilionidae butterflies families as the feed for Tarsius fuscus. This information is important to provide natural feeding for Tarsius fuscus, to avoid the dependence of Tarsius fuscus on grasshopper feed in captivity. The palatability treatment used was free choice feeding methods. The diet was given ad- libitum. The results showed that 12 species of butterflies from Nymphalidae family and 9 species of butterflies from the Papilionidae family were palatable for the feed of Tarsius fuscus Keywords : diet, Tarsius fuscus, Lepidoptera, captivity ABSTRAK Tarsius fuscus merupakan salah satu satwa endemik Sulawesi. Primata nocturnal ini diketahui mengkonsumsi berbagai spesies serangga di habitat alaminya, Namun demikian, palatabilitas Tarsius fuscus terhadap kupu-kupu dari familia Nymphalidae dan Papilionidae belum diketahui. Kupu-kupu ini diketahui tersedia cukup melimpah di sekitar lokasi kandang penangkaran yang di bangun di habitat alami Tarsius fuscus sehingga berpotensi tinggi sebagai pakan alami.

In the Al-quran there are many verses that explain the animals that exist in this universe, one of which is about Insect. The research on Insect diversity around the Surabaya Undaan Park aims to describe the diversity of Insects and compare the number of members of each order in the Insect class around the Surabaya Undaan Park and look for their relevance to the Qur'anic proposition about the creation of Insects. The method used in this research assignment was observation, which was to go directly to the field to catch Insects in 5 plots in the vicinity of Surabaya Undakan Park with 4 repetitions in each plot, then collect data to be identified. Based on the results of observations, collection and identification, it can be found that there are various Insects in the area. This was evidenced by the discovery of various orders from Insectas, among others: Order Lepidoptera, Order Odonata, Order Hymenoptera, Order Diptera, and Order Orthoptera. Comparison of the number of species from each order is different. The most dominant number of species is in the order of Lepidoptera which was then followed by the order Hymenoptera.

Apart from bacterial infections, paramyxo-, adeno-, reo- and arenaviruses cause these diseases. In 2014, new viruses emerged as the cause of pneumonia in pythons. In a few publications, nidoviruses have been reported in association with pneumonia in ball pythons and a tiger python. The viruses were found using new sequencing methods from the organ tissue of dead animals. Methods: Severe pneumonia and stomatitis resulted in a high mortality rate in a captive breeding collection of green tree pythons. Unbiased deep sequencing lead to the detection of nidoviral sequences. A developed RT-qPCR was used to confirm the metagenome results and to determine the importance of this virus. A total of 1554 different boid snakes, including animals suffering from respiratory diseases as well as healthy controls, were screened for nidoviruses. Furthermore, in addition to two full-length sequences, partial sequences were generated from different snake species. Results: The assembled full-length snake nidovirus genomes share only an overall genome sequence identity of less than 66.9% to other published snake nidoviruses and new partial sequences vary between 99.89 and 79.4%. Highest viral loads were detected in lung samples. The snake nidovirus was not only present in diseased animals, but also in snakes showing no typical clinical signs.

Penelitian ini bertujuan untuk mengkaji populasi kupu-kupu di Pulau Mantehage, Sulawesi Utara. Pengambilan sampel kupu-kupu dilakukan dari Maret sampai Mei 2013 di Pulau Mantehage, Sulawesi Utara. Kupu-kupu dikoleksi dengan menggunakan metode sweeping yang diterapkan secara acak sepanjang 500m. Hasil penelitian menunjukkan bahwa kupu-kupu di Pulau Mantehage ada 19 spesies yang termasuk ke dalam 4 famili yaitu Nymphalidae, Papilionidae, Pieridae dan Riodinidae. Spesies kupu-kupu yang paling banyak ditemukan yaitu Catopsilia scylla asema. Famili yang paling banyak ditemukan yaitu Famili Nymphalidae dengan jumlah spesies sebanyak 11 spesies. Kupu-kupu yang paling sedikit yaitu Famili Riodinidae yang memiliki jumlah satu spesies. Kata kunci : Populasi kupu-kupu, Pulau Mantehage, Sulawesi Utara. POPULATION OF BUTTERFLY (LEPIDOPTERA) IN MANTEHAGE ISLAND, NORTH SULAWESI ABSTRACT Butterfly has ecological functions for pollination and as biodicator of ecosystem change. This study was conducted for studying butterfly population in Mantehage Island, North Sulawesi. Butterfly sampling conducted in March until May 2013 in Mantehage island, North Sulawesi. Butterfly were collected by using random sweeping along 500 m. The result showed there were 19 species in 4 families i.e. Nymphalidae, Papilionidae, Pieridae dan Riodinidae. The most commonly butterfly found was Catopsilia scylla asema. The most common family was Nymphalidae with numbers of species were 11 species.
