Page:2030 MINUTES OF OAKLEY PARISH COUNCIL’S MEETING HELD ON th on Tuesday 5 June 2018 at 7.30pm in Oakley Village Hall Public Session: No residents attended ITEM PREVIOUS SUBJECT ACTION NO. MINUTE 06.01 Present: Mr J Mole (Chairman) Mr D Cherry (Vice Chairman) Mr A Finn, Mr D Pearce, Mr P Kilpin, Mr J Smith, Mrs A Staff – Pat Pointer Parish Clerk 06.02 Apologies: Mrs A Macpherson Councillor for BCC; Mr M Rand Councillor for AVDC 06.03 Minutes of the last minutes: The minutes of the last meeting held on Tuesday 1st May 2018 to be verified, approved, and proposed for signing. Proposed by Mr D Cherry and seconded by Mrs A Staff 06.04 BCC Highways Department/Transport for Bucks (TFB) 06.04i i. Highways defects: 06.04i-a 04.04i Clerk to email TfB to ask if they attended the village for Kerb Cleaning, since no one saw them. PP 06.04i-b 04.04ii Clerk asked to send a letter by post to resident in Sun Crescent with overgrown hedge and note if letter gets redirected to the owner’s address and if not the report hedge to BCC. PP 06.04i-c 04.04i Oakley Wood House (Boarstall) posts are still in place. Councillors agreed to take this issue off the Agenda 06.04i-d 04.04iii Flooding at Jericho Farm – Mr Cherry reported that he still does not know who owns the field from which the flooding comes, but he checked after the recent storm and flooding had occurred again. He mentioned that there have been some works recently in the area and will DC report again when we get some rain. 06.04ii ii. Potholes/Road and Pavement Issue Problems 06.04ii-a Clerk had reported to TfB all the potholes that were passed to her at last month’s meeting. PP Some have been completed: On corner of Manor Road/Turnpike (3) 06.04ii-b Outside 21A Manor Road PP Outstanding: 06.04iii Brookside – waiting for repair since May 2018 Brill Road Pavement – waiting for repair since May 2018 A pothole has also been reported by the street light in Manor Road (the street light near to corner of where the garage is situated) iii. Any new Potholes/Road or Pavement issues? No new potholes were reported 06.05 Play Area/Playing Field 06.05i 05.06i i. Proposal for Oakley Multi Games Area (MUGA) / Leisure Trail / Bowls Pavilion 06.05i-a Mr Cherry has been in touch with the company, who were tendering build to a perimeter people, to firm up the quotation for the path. Currently the Village Hall to the Bowling Green would cost around £15K, the complete playing field perimeter is about £70K DC 06.05i-b It was agreed that the Parish Council should apply for a grant to cover the cost of the whole perimeter path, the MUGA and the Bowling Club Pavilion. Total cost would be around £200K. DC 06.05i-c Update on the need for planning permission for MUGA, clerk is going to email Parish Support and see if they can help. Mr Smith will also speak with AVDC Councillor Michael Rand PP/JS 06.05ii 05.06ii ii. Leisure Trail Path See above. 06.05iii 04.05iii iii. Scout Hut Fire The planning application has been issued to the Parish Council for the building of the new Scout Hut. Parish Council unanimously agreed to support the application. 06.05iv 04.05v iv. Moles in Playing Field Mr Kilpin had said that the mole removal had been successful, however Mr Mole had been told that moles were still causing issues at the far end of the field. Dog Fouling of Playing Field It was agreed that the recent Parish Council communications to the village had been sufficient TOA at this time. Take off Agenda 06.06 Street Lights 06.06i 04.06i i. Outstanding defects or defects reported in the last month None 06.06ii 04.06ii ii. Any new defects to report? No 06.06iii 04.06iii iii. Discussion re LED lights 06.06iii-a Clerk to report on quotation received from Aylesbury Mains Ltd re the cost of changing one old lamp to an LED lamp. PP 06.06iii-b Clerk to ask if installation of LED lamps will mean a decrease in electricity bills PP 06.07 04.07 Local Crime The Parish Council were unaware of any reported crimes over the last month. 06.08 Protection of Common Land 06.08i 04.08i i. Sales of cars on Thame Road Discussions have taken place with the owner of Superleggera Ltd, who is disgruntled at being allegedly singled out by OPC for selling cars without planning permission. The Councillors agreed that all traders should be treated the same. Clerk asked to check with the Planning Enforcement Officer if Horton Cars have permission to sell cars. PP 06.08ii ii. Signage of companies on Thame Road The clerk was asked to check if Horton Cars and A1 Loos have planning permission for their signage. PP 06.09 Bench in Oakley Village – proposed by Mr Keating 04.09 The Parish Council is waiting for Mr Keating to progress this. It was agreed to take off the Agenda until we have an update 06.10 Speeding in the Village: 04.10i i. Update on the Sentinel Camera? – Mr Smith informed all that he had no update on the Sentinel Camera but had managed to put together one team of volunteers for moving the MVAS machine around the village. He said that one more crew of 3 volunteers are needed, which Mr Mole said he will arrange. The Clerk will do the software readings. JS/JM/PP 06.11 Rural Transport in Oakley 05.07 Mrs Staff had received a good response from BCC with regards taking the views of Oakley Village into account when issuing future contracts. With regards to the Community Bus, there were 11 Passengers 3 weeks ago and last Friday there was no one from Oakley but 3 from Brill. Mrs Staff and the Clerk had sent a letter to Brill Parish Council asking for assistance / co-operation with funding of the Bus. It was agreed to wait until we hear from Brill Parish Council before a decision on the future of the Community Bus is made. 06.12 Rights of Way 06.12i 04.12i i. The Council agreed for the Clerk to write to the owner of field and ask if he agrees to replace the Sun Crescent Stile. PP 06.12ii 04.12ii ii. The Clerk had been told that the bridges in need of repair on land are the responsibility of BCC. 06.12iii 04.12iii iii. There was no update from Mr Pearce regarding Land ownership map, since he had not AF received the maps from Mr Finn. Mr Finn to facilitate. 06.13 Brass Plaque on Christmas Tree 04.13 There has been no progress by Mr Edmundson’s daughter on an Information display. It was agreed to take this off the Agenda until we have an update 06.14 General Data Protection Regulation 2018 / New Parish Council website 05.08 Clerk reported that the OPC Privacy Policy is complete and the advisory added to the bottom of emails. 06.14i Page: 2031 Minutes for Oakley Parish Council Meeting held on Tuesday 5th June 2018 Page:2032 ITEM PREVIOUS SUBJECT ACTION NO. MINUTE It was agreed that Clerk should ask Mr Kris Pointer to design the new website. The Clerk will liaise with him, and for the next meeting a “draft off-line version” will be presented to the PP 06.14ii Councillors to review. All Councillors have been asked to look at Ickford’s website to review the appearance of the ALL new site. 06.15 Village Hall Charity Trustees 04.15 Mr Smith asked Mr Finn to ask his advisor the following questions “As there are no trustees and no monies have ever changed hand for the lease, does it really stand?” and “can we appoint 2 trustees, to act on behalf of trust and get in line with the Village Committee?”. AF 06.16 Pavement Parking on Brill Road 04.17 Clerk reported that PCSO Sue Jones and Denise Grayburn had reported back that although they have been keeping an eye on Brill Road, there has been no activity of pavement parking. 06.17 Changing of Bank Account to secure Online Banking: 04.19 Clerk reported that she plans to begin moving the Parish Council bank account to an online banking account within the next month PP 06.18 Planning 18/00001/Ref Gypsy Site, Arncott Road, Boarstall 04.21 A letter of support for Boarstall Parish Meeting’s objection has been sent to AVDC Planning department. The objection document sent by Boarstall Parish Council had been distributed to all Councillors, as a very good example of an objection. 06.19 Bucks County Council / District Councils to become Unitary authority 04.22 There had been no update from either the County Council or District Council on this subject. It is believed that the decision on the final authority structure is believed to still be with the Local Government Minister. The Parish Council await more information on the impact of the new MR / structure. AMac 06.20 Symmetry Park, Bicester 04.25 JS reported that the planning permission had been given for the 3rd building to be a slightly bigger version.
