PRESIDENT’S WELCOME As President of the Ocean City Marlin Club, it is my privilege to welcome you to the 2016 Ocean City Marlin Club guidebook to sport fishing in Ocean City. The waters surrounding Ocean City offer an abundance of fishing opportunities. From the calm waters of Assawoman bay to the near shore lumps, artificial reefs and wrecks, on out to the deep azure of the canyons, there is something biting to suit just about everybody. In this guidebook you will find information on all aspects of fishing in Ocean City. Ocean City is home to a bay that is alive with flounder, sea trout and rockfish, and an incredible artificial reef system that offers some of the best bottom fishing for tog and sea bass anywhere on the East Coast. It is also the focal point of Mid Atlantic offshore fishing, and is the site of several Big Game Fishing Tournaments, including the world famous White Marlin Open. I hope that you will find this guidebook a valuable resource to help locate marinas, tackle shops, charter boats, and just about anything else you need to make your stay in Ocean City a “FISHY” one. In closing, I would like to welcome you to the White Marlin Capitol of the World. Please remember to be a responsible angler, release some fish for the future, and most of all enjoy all of the exciting things Ocean City has to offer.

RULES FOR THE 2016 SEASONAL AWARDS Each year the Marlin Club takes the time to recognize the offshore fishing accomplishments of its members. We honor them at a seasonal awards banquet where we present them with trophies and plaques to celebrate their achievements

The following constitutes the rules and qualifications for the seasonal awards presented by the Marlin Club: 1. FISHING SEASON – The fishing season begins on January 1st and ends on Sunday, October 2, 2016. 2. CATCH REPORTS – For seasonal awards all catch reports must be entered on-line (this includes the White Marlin Open) at www.ocmarlinclub.com. Tournament catch reports must be turned in as per the rules stated in each specific tournament. Catch reports must be entered on-line no later than ten days from the date of the catch with the exception of year end reports, unless otherwise approved by the Board of Directors. All reports must be filed by Monday, October 3, 2016 by 12 p.m. No exceptions! The use of green sticks is not allowed for seasonal awards or any OCMC tournaments. Intentional use of live bait or live bait teasers is not allowed for any and all tournaments and seasonal awards. Only billfish boated during modified release tournaments (i.e. Big Fish Classic, White Marlin Open, & The Mid Atlantic) are eligible for seasonal totals. Photo verification of blue marlin is required for seasonal awards and OCMC tournaments. A photo uplink is available within the on-line catch report system; please do not upload your photos separately from the on-line report. 3. ELIGIBILITY FOR SEASONAL AWARDS – a. MEMBERS – Dues must be paid in full prior to fish catches counting towards seasonal awards. Any catch reports received prior to dues being paid will not count towards seasonal awards. Catches made by Members on Member or Non-Member boats are eligible for awards. b. NON-MEMBERS – Non-Members are not eligible for Billfish Awards with the exception of the Junior Angler Awards. Fish caught by Non-Members are eligible for all other seasonal awards when the fish is caught on a Club boat and the Member’s boat dues are current. c. CAPTAINS AND MATES – Members and Non-Members who receive pay as a professional may qualify for seasonal awards if fishing as an angler and not paid for the day that he/she catches the fish for the seasonal award. Example: A paid Captain or Mate chooses to charter a boat, become a Member or a charter team or fish as a non- paid guest. GUIDEBOOK 2016 • PAGE 13

4. FISH ELIGIBLE FOR AWARDS – All fish eligible for awards, must be caught within 100 nautical miles of the Ocean City, Maryland Inlet (Sea Buoy). All catches eligible for Ocean City Marlin Club Seasonal Awards, must depart and return to the Ocean City, Maryland or Indian River Inlets. To qualify for seasonal tournament and awards all catches must meet or exceed all Federal Requirements and Marlin Club weights.

5. TIES – All seasonal ties will be decided based on the day and time of catch. 6. BILLFISH CAUGHT IN ONE DAY – Fish caught on overnighter trips are eligible and must be reported on the specific day of the overnighter when the fish was caught. 7. FIRST WHITE MARLIN CAUGHT – $5,000 will be awarded by the Ocean City Marlin Club for the First White Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 8. FIRST BLUE MARLIN CAUGHT – $2,500 will be awarded by the Ocean City Marlin Club for the First Blue Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. Photo identification required of a Blue Marlin to ensure proper identification of the Billfish. 9. LAST WHITE MARLIN CAUGHT – $1,500 will be awarded by the Ocean City Marlin Club for the Last White Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 10. INDIVIDUAL ANGLER AWARDS – For awards given to an individual angler the fish must be self-hooked and caught by the angler, unaided by the boat’s crew. Junior Anglers may receive assistance. All Ocean City Marlin Club and IGFA rules apply. 11. CHARLES E. KRATZ AWARD – A trophy plus $500 will be awarded by the Ocean City Marlin Club for the First White Marlin Caught by a Junior Angler. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 12. RECREATIONAL ANGLER AWARD – An award given to the angler that caught the most billfish. Fish do not have to be self-hooked. Top Lady and Gentlemen Anglers (self-hooked) are not eligible for this award. All Ocean City Marlin Club and IGFA rules apply. 13. PRIVATE/CHARTER BOATS – Private boats who fish one or more times for pay become Charter boats and are not eligible for awards given to private boats.

14. WEIGHT MINIMUMS* – During Club tournaments, unless stated otherwise by OC Marlin Club tournament chairmen, all catches must meet the Club’s minimum requirements. a. Dolphin – 10 lbs. b. Shark – 150 lbs. c. Tuna – 30 lbs., *Seasonal Tuna Award has no minimum weight d. Wahoo – 20 lbs. e. Bluefish – 8 inches f. Flounder – 16 inches g. Mackerel – 14 inches h. Rockfish – 28 inches or longer. 1 per person per day. i. Tautog – 16 inches j. Swordfish – Release only k. Spearfish – Release only l. Sailfish – Release only m. White Marlin – Release only n. Blue Marlin – Release only 15. THE 25/50/100/200 CLUB FOR BILLFISH RELEASES – Member boats releasing 25-49 billfish, 50-99, 100-199 and 200+ billfish will be recognized in the 25, 50, 100 or 200 released billfish club, respectively. The boat name will be permanently inscribed on a plaque board displayed in the club. The new 25, 50, 100, 200 member boats will also be announced at the seasonal awards. 16. AWARD – Award for the private or charter boat that has the most junior or adult angler’s 1st white marlin caught. 17. NEW for 2016 – There will be two new awards introduced this fishing season: • Most Billfish caught by a boat 26’ and under • Most Tuna caught by a boat 26’ and under

18. NEW bluefin regulations (Courtesy of the Coastal Fisherman): National Marine Fisheries Service just adjusted bluefin tuna regulations effective April 23rd. The new, adjusted regs will be: • Recreational (Angling) Category - 2 bluefin tuna measuring 27 inches to less than 47 inches AND 1 bluefin tuna measuring 47 inches to less than 73 inches. • Charter/Headboat Category - 3 bluefin tuna measuring 27 inches less than 47 inches AND 1 bluefin tuna measuring 47 inches to less than 73 inches.

WHY BLUEWATER FISHERMEN SHOULD SUPPORT THE RECREATIONAL FISHING ALLIANCE By Gary Caputi

here are a lot of organizations out there vying for support and financial backing Tof saltwater fishermen like you. They want you to join, send donations and maybe even volunteer. Some are conservation organizations, but only the Recreational Fishing Alliance (RFA) is a grassroots backed political action organization with twenty years of experience and accomplishment fighting for your right to fish. Our mission statement is well defined and it guides us in everything we do on your behalf. It consists of three simple tenants and the most important is at the top of the list.

Safeguard the rights of saltwater anglers, Protect marine, boat and tackle industry jobs, Ensure the long-term sustainability of our nation’s fisheries.

The question you should be asking yourself when considering joining any group that claims to work on behalf of saltwater recreational fishing, the sport we all love, is what the group has accomplished on my behalf in the past. Knowing that will provide you with a gauge of just how in line the organization is with you and how effective it has been in pursuing the goals that are important to you. As member of a club focused on offshore fishing the RFA has won hard-fought victories that have had a major positive impact on your right to fish; the health of the fish stocks you pursue and even your ability to fish many tournaments that were on the government chopping block through over regulation. Here are a few things that directly affected offshore fishing, but while your reading this keep in mind that the RFA works on behalf of all saltwater anglers regardless of whether they fish skinny water, inshore or offshore and has been instrumental in all phases of saltwater fishing issues. In the first two years of its existence the RFA single-handedly put an end to a particularly damaging new commercial practice—pelagic pair trawling for tuna in the MidAtlantic canyons. The practice had a major negative impact on tuna stocks and was in direct conflict with recreational fishing in the areas where it was being prosecuted. No other organizations gave it much through except the RFA after meeting with charter captains and private boat owners and we took action. The end result, we won a major regulatory victory after exerting political pressure through a number of key legislators on NOAA and they were literally forced to ban the practice. The RFA was solely responsible for taking on the pelagic long line industry that was devastating not only their target species, swordfish, but also having a major negative effect on marlin and sailfish, which were being caught and killed by the tens of thousands each year as bycatch. While other organizations were trying to barter with the longliners, the RFA conducted its own investigation digging up information the

Continued from previous page National Marine Fishery Service had buried that clearly showed where the areas of greatest bycatch of billfish was occurring and where the highest level of harvest of immature swordfish was taking place. With this data in hand and the help of industry members and friendly politicians as champions the RFA muscled the assistant administrator of NMFS to put in place a management plan to reign in the longline industry. The main feature of the plan was time and area closures for key locations like the Charleston Hump, the Straits of Florida, the DeSoto Canyon and others. It was so restrictive that the number of U.S. pelagic longliners dwindled to about 20% of the number before the plan was enacted. The benefits took a little time to accrue, but in the 12 years since it was enacted swordfish stocks have rebounded and a recreational fishery exists again; white marlin stocks have exploded providing a greatly renewed MidAtlantic fishery and sailfish stocks rebuilt at a rapid pace. Even blue marlin stocks have improved now that over a thousand long line vessels are no longer on the water. This alone is a signature accomplishment of the RFA and something all offshore fishermen should rejoice in. The RFA fought other misguided recreational and environmental groups during the development of the Billfish Fishery Management Plan to maintain a 250 fish recreational quota for marlin specifically so major tournaments like the Big Rock, the White Marlin Open, the MidAtlantic and others could continue to exist. The 250 fish quota is insignificant as far as conservation is concerned, but the economic impact of those tournaments is incalculable. It would be nearly impossible for tournaments that generate the kind of prize money that those events do could exist if they were forced to go all release. The RFA went head to head with the Billfish Foundation, which was promoting the no retention of billfish mantra, and emerged victorious so tournament fishermen would not lose the most prestigious events on the East Coast. I don’t know if you remember when environmental groups tried to have white marlin listed as an endangered species, but it came a few years after the RFA had the longline industry reigned in and the stocks were already on the rebound. An ESA listing was totally unnecessary, but the enviros were pushing hard to make it happen. An ESA listing for a billfish as far ranging as the white marlin could have shut down all fishing in the places where they are commonly found. The economic impact would have been devastating and the damage done to offshore fishing inestimable. RFA took the problem directly to the White House to secure a meeting with President George W. Bush’s chief of staff to discuss the situation. After a long meeting, the word was passed down to NOAA that there would be no ESA listing of white marlin. These are just a few examples of what the RFA has accomplished on behalf of offshore fishermen and tournament teams over the years, but our work encompasses all recreational saltwater fishing issues, both legislative and regulatory. What the RFA needs are members and benefactors. People who understand and love the sport to recognize the work we have done and the work ahead. People like you who can help support and fund that work to whatever level you are capable. The RFA isn’t a glamorous organization; it doesn’t give its hard working staff lavish salaries and send them on expensive junkets on member money. It is run frugally and efficiently and is a proven political action organization that has earned your support. AN INTERVIEW WITH CAPT. MONTY HAWKINS, PRESIDENT OF THE OCEAN ߜ CITY REEF FOUNDATION By Larry Jock t would be hard to argue that when it comes to an organization that has Isignificantly impacted fishing off the Delmarva coast, the Ocean City Reef Foundation would have to be at or near the top of the list. I recently had an opportunity to talk to Captain Monty Hawkins, President of the Reef Foundation, about the past, present and future of the organization.

When did the Ocean City Reef Foundation get started? Who was involved in the start-up? Back in 1997, The Maryland Department of Natural Resources dropped their reef program. We were building cable reefs like crazy and could easily see how effective reef building was. Charles and Ray Nichols took the initiative and, along with DeWitt Myatt, who was building reefs off South Carolina and Bob Mason from the Town of Ocean City, formed a 501(c)(3) and named the organization The Ocean City Reef Foundation. Who is currently involved with the organization? Gail Blazer heads-up the Town of Ocean City's Army Corp. of Engineering permit compliance efforts. We could not build anything without her efforts. Greg Hall is the Past President & still active in the organization. I'm the current President/Secretary. Our “cabinet consists of Ted Green, Rick Younger, Jeremiah Kogon, plus occasionally Caloyianis and Clarita Berger, all from the dive community. Dan Stauffer, a charter boat captain, is also frequently asked to give input. Heather Bahrami & Wes Pollitt are currently working with Amanda Shick for fundraising at this year's Reef Dinner on May 15th at the Marlin Club. How many locations are contained in the OCRF system? We have 9 active marine reefs from 800 yards offshore out to 19 miles. We also have 1 coastal bay reef, the Bob Mason Reef along 3rd and 4th Streets, but that permit is expired. What is your theory on creating sites? Building new reef habitat allows fish to flourish by expanding spawning grounds. How do you determine where to create a site? Some reef permits are from the early 1950’s. I do not know how they were selected. In the late 1990’s I began working with the Maryland trawl community to

Continued from page 63 expand our permitted reef building areas. Dave Martin was essential in helping me choose areas that were already ill suited to trawling and so well suited to reef building. Though mostly small boxes around existing shipwrecks, such as Jack & Sue Power's Reef at the Jackspot or Sue Foster's Reef at Isle of Wight Shoal, our efforts also created a 4.5 square-mile permit at the Bass Grounds. How do you determine what material to drop on a site? In the mid-2000’s Maryland developed Artificial Reef Guidelines that spell out what you can and cannot use for material. It is really basic, common sense stuff; we have to clean steel boats & cannot use small fiberglass boats --- NO MORE TIRES. What organizations do you partner with or lean on to get a site created? The Town of Ocean City and the Army Corp. of Engineering hold the keys. If we get permitted, we'll generally partner with individuals and family foundations such as the Gudelsky or Nichols Family Foundations for funding. Both have been extremely generous. That said, we did spend $50,000 from a Maryland bond bill received last year from the Maryland Artificial Reef Initiative (MARI). We are ALWAYS hoping to expand funding opportunities. Will you be partnering with neighboring states on upcoming sites? Sure would like to. Our free-dive community, which has been especially generous, would really like a site at Fenwick Shoal. That means partnering with Delaware. with a large reef site just east of Fenwick Shoal, but inshore of the Shipping Lanes. We could create a lot of fishery production there in a short amount of time. Then too, the very same opportunities present themselves at Winter Quarter Shoal to our south, where we would have the same situation with the state of Virginia. How was the Ocean City Reef Foundation involved in the big Del-Jersey-Land Reef Site? My boat, the “Morning Star”, contributed $3,500 to that specific reef. The Maryland Artificial Reef Initiative contributed a lot more, but nowhere near a full third of cost. Delaware takes their reef building seriously. The Maryland Department of Natural Resources is supposed to contribute sonar surveys in the future, but I'm unsure of the promise's actuality. What is your oldest reef site? Purnell's Reef, Kelly's Reef and Russell's Reef were all first permitted in 1951. Readers would be amazed at how much trouble is involved with renewing permits - even permits with that much history. What material was dropped at your oldest site? Is it still there? The ocean is powerful and unforgiving. There are even documented instances of entire ships being moved during heavy weather. I am only aware of several reefs built in the 1970’s - including a tire reef. Continued on page 68

Continued from page 66 Most reef builders believe that tires are not good for generating growth, yet the ones in our system that haven’t migrated all the way to the beach are fabulously covered in hard & soft corals. It's entirely likely that tire reefs are responsible for present-day upper management's resistance to reef building. Tires were used from New York to Texas and everyone watched them break apart and wash ashore because of steel bands rusting through. Tire reef units made with rebar and counterweighted with concrete have remained perfectly in place and are doing exactly what we'd like, which is growing coral and providing fish habitat. No reefs were built off the coast of Maryland from the tire fiasco in the late 1970’s until the late 1980’s when the Town of Ocean City sank the Penrod, a small barge dropped near the African Queen. What is your largest site? It is definitely the Bass Grounds. It was once an amazingly productive natural, hard bottom reef community, but it was all lost by the mid-1970’s, mostly from unregulated surf clamming. We have the entire area under permit now and are slowly trying to restore lost fisheries production. What is your newest site? What materials are there? Our newest site is the Sue Foster's Reef at Isle of Wight Shoal. What materials did you drop there? There are 22 stainless steel subway cars, that are not as good as they sound, an old natural wreck, several small barge-loads of concrete pipe at Lindsey Power's Reef and 4 huge loads of concrete spread between Sue's Drifting Easy Reef & Lindsey's. In your experience, what is the best material to use for reef building? Precast concrete and boulder are definitely the best! They will last the better part of forever and they stay right where you place them. What species of fish have you documented on your sites? We have seen sea bass, summer flounder (fluke), tautog, red hake (ling), bergall, cod, pollock, spadefish, triggerfish, squid and a wide range of predators including bluefin, bluefish, barracuda, amberjack, many types of shark, plus who could guess how many others. From the fish’s perspective, it's real coral. They cannot tell the substrate is artificial. Have you ever found any species that you didn’t expect? Once common in the Chesapeake Bay and even to New York, we are seeing sheepshead on our near-shore reefs in late summer and fall. This species is routinely found in archeological digs along the Chesapeake Bay. I believe the oyster’s collapse caused the sheepshead population to collapse. There’s no fishery in local memory or in Chesapeake lore at all. Only in the last few years are anglers seeing this species, especially in the Chesapeake Bay on very large reefs made from the Woodrow Wilson Bridge rubble. How fast does it take for a site to begin holding fish? Build a reef in the morning during June and you could have sea bass that afternoon. Sea bass, lobster and tautog love to “hide” in artificial reefs. But this early use is hardly what we're after with reef building. As a general rule; when tautog begin using a reef, it's grown-in. For them, the reef is the food web. They feed on crabs & mussels. Do fish use the sites as spawning locations or do they just reside there? I think it a safe bet that all reef fish that use our artificial constructions also spawn there. I'd like folks to especially know that means FLOUNDER. They spawn on hard bottoms in the fall. How often do you get videos taken to document fish activity on your reefs? We have done a lot of monitoring work. There are also scuba & free divers who wear & use Go-Pro cameras. You have run some of them on your Coastal Fisherman website. You can find most of them on YouTube. I’ve noticed that you have many reefs named in a persons honor. How does someone get a reef named? All it takes is a nice donation to the Ocean City Reef Foundation. We have many reefs named after loved ones. It is a great way to carry on their memory.

Continued from page 69 How has the famous subway car reefs worked out? Where were they dropped and have they held up? The subway cars were almost a great success. All of them are being used by fish and most of them are being fished. Unfortunately, while all government agencies thought they'd remain intact for 15 to 20 years, and I thought longer, about 60% of them have been skinned by heavy weather. Apparently welds weaken in saltwater and the very thin skin is ripped away in storm swells. The bases do remain and have already been used by an incredible number of reef fish to feed, shelter from predators, grow to maturity and spawn. The are made of sheet metal and are a royal pain in the neck for commercial trawlers. I wish we'd foreseen it. We have all heard stories about the old days when white marlin were caught at the Jackspot or as close as Great Gull Shoal. Have you seen an influx of larger fish on some of your reef sites? I can think of a growing list of examples, like the tiger shark I saw that was longer than my transom is wide, or the small pod of white marlin at the Great Eastern Reef when there was a shot of blue water. We also see bluefin tuna every year at the Jackspot & Great Eastern reefs along with sand tiger sharks on all our inshore reefs. I’ve also seen some good size cobia and amberjack. What are the short-term and long-term goals of the Ocean City Reef Foundation? Our primary goal is to turn contributions into coral. We have dropped a lot of GUIDEBOOK 2016 • PAGE 71 concrete on the ocean bottom during the last couple of years. Because of our recent successes, we’re seeing more support from the fishing and diving communities. How does someone become a member of the Ocean City Reef Foundation and what is the annual cost? By IRS rules, we are not allowed to have "members." We do have sponsors, about 400 of them right now. While we'll accept any amount, those that donate at least $50.00 receive a set of charts and we have a variety of gifts for donors of all levels. Some folks prefer a simple “thank you” and want all of their money put to work. This is a young effort. We’ll take all the help we can get. How often are the Reef Charts updated? I have combed through the charts over the last few years. They are highly accurate and brought up to date each February. Do charter and headboats that utilize the reefs have special contribution opportunities? Are they all members? I refer you to the poem “Two Kinds of People” by Ella Wheeler Wilcox, the one about lifters and leaners. One thing’s a fact, more and more are helping as they see our successes. When is your famous annual OCRF dinner fundraiser this year? The dinner will be on May 15th at the Ocean City Marlin Club. The event has really grown. As always, Chef Mike will have a great spread and there will be plenty of nice things to win in live and silent auctions. In fact, I’m confident that Heather Bahrami is going to assemble our best auction yet! What does the future hold for the OCRF? It all depends on funding! Nobody receives a salary in the organization. We do spend a little on fundraising and permit compliance monitoring but the rest goes overboard in reef material, especially pre-cast concrete! We hope donors realize how expensive this project is. More contributions means more concrete, which creates more coral and more fish! In coming years, our recent efforts will begin to truly shine. In 2016 we put over 100 tractor-trailer loads of concrete on the bottom. It will all grow coral. If the Ocean City Reef Foundation could do that every year, we'd make a dramatic improvement in fishing off the Delmarva coast.

STATE RECORDS, RULES & PROCEDURES Compliments of Maryland Department of Natural Resources

Maryland DNR maintains state records for sport fish and awards a plaque to anglers whose catch exceeds the current state record or establishes a new species category. Positive identification of the species of fish is mandatory for consideration of state record applications. The catch must be inspected in person by a fisheries biologist from the Maryland Department of Natural Resources. Immerse the fish in ice water until it can be weighed in order to preserve the weight. • Call 443-569-1381 or 410-260-8325 to report a potential state record catch. You must submit a state record application within two weeks of the date that you caught the fish. • State record fish are determined by weight. Most fishing tackle shops do not have certified scales, so call ahead. Establishments that sell products by weight such as grocery stores, seafood retailers, and mailing/shipping outlets should have a certified scale and may be willing to help. • A Maryland State Record application form (http://dnr2.maryland.gov/fisheries/Documents/srapplication.pdf) listing the species, the certified weight, the date the fish was weighed, the witnessing scale operator's signature, and the name of establishment must be submitted to DNR within two (2) weeks of when the catch was made. • Except for fish in the invasive species category, all fish must be legally caught with rod and reel during its open season. From the time that a fish strikes or takes a bait or lure, the angler must hook and fight the fish without the aid of any other person. The reel must be operated manually. Once the leader is brought to the rod tip, one or more people may help land the fish. • Fish designated as eligible for the Invasive Species component of the Maryland Fishing Challenge (currently Northern Snakehead, Blue Catfish, and Flathead Catfish) may be caught and kept by all legal recreational fishing gear including rod and reel, bow and arrow, spear, trotline, jugline, etc. • Fish caught from privately-owned fee fishing waters are not eligible for record consideration. • The fish must be considered trophy sized for DNR to consider opening a new species category for state record recognition.
