To mark 2015’s 100th anniversary of the sinking of the Lusitania (at the time of her maiden voyage from Liverpool to New York in September 1907, the world’s biggest, fastest and most luxurious liner), National Museums Liverpool (NML) is staging a splendid commemorative exhibition on the first floor of the Merseyside Maritime Museum, Albert Dock. Whilst not on the same scale as the superb Titanic exhibition (still running), it is well worth making a special trip to see it. Among the items on display are various artefacts from the doomed ship including a lifebuoy and a lifejacket and a full set of the infamous German medals struck to celebrate her destruction by U-boat 20. Waterline model of the Lusitania made from a damaged teak handrail by James McKee, a carpenter on board from 1908-1914. A new delimitation is proposed for three of the sections (Pyramidatae Munir, Spicatae Munir and Verticillatae Munir) of the genus Dicrastylis Drumm. ex Harv. Keys are given to the five sections of the genus and to the 15 Western Australian species of sections Pyramidatae and Spicatae.

    Billiluna Layout Plan 1 Background Report July 2012 Date endorsed by WAPC Amendments Amendment 1 - August 2013 Amendment 2 - October 2016 Amendment 3 - September 2020 BILLILUNA LAYOUT PLAN 1 Layout Plan 1 (LP1) was prepared in 2010/11 by the former Department of Planning (DoP). LP1 has been endorsed by the resident community (22 September 2011), the Shire of Halls Creek (17 November 2011) and the Western Australian Planning Commission (WAPC) (24 July 2012). During the period August 2013 until October 2016 the WAPC endorsed 2 amendments to LP1. The endorsed amendments are listed in Part 7 of this report. Both of the amendments were primarily map-set changes. Amendment 2 did include a simple text amendment to include reference to the ‘Billiluna Flood Study – Flood Risk Assessment’. Consequently, the background report has become out-of-date, and in August 2020 it was updated as part of Amendment 3. The Amendment 3 background report update sought to keep all relevant information, while removing and replacing out-of-date references and data. All temporal references in the background report refer to the original date of preparation, unless otherwise specified. As part of the machinery of government (MOG) process, a new department incorporating the portfolios of Planning, Lands, Heritage and Aboriginal lands and heritage was established on 1st of July 2017 with a new department title, Department of Planning, Lands and Heritage. Since the majority of this report was finalised before this occurrence, the Department of Planning, Lands and Heritage will be referred to throughout the document. Other government departments mentioned throughout this document will be referred to by their department name prior to the 1st of July 2017.

That was a particular delight for me because I have a passionate interest in history, not only from the point of view to acquire more knowledge of our past, to understand where we come from and to better understand where we are going, but also to understand the experiences of those in the past. I welcome being informed about little known historical events that might otherwise be forgotten, but ought not to be. I want to take up a few minutes of the house’s time to relay a story, the significance to me of which I will speak about at the end. But I am indebted to Mr Gerry Coleman of Bassendean, who has an interest in these matters, for having drawn to my and my office’s attention, and for providing me with some information about, this incident. I also consulted a book on the subject, because he sparked my interest in it, by Mr Rob Mundle titled Under Full Sail, which is about “how the majestic clipper ships transformed Australia from a convict outpost to a nation”. One of those clipper ships was the Royal Mail Ship Tayleur. The clipper ships that members will be most familiar with would be the Chinese tea clippers and ships of that nature.
