The Tasmanian Women’s Football league is managed by the TASWAFL Management Committee.

The TASWAFL Management Committee comprises 4 members who have decision making power over the league. These members are;

TASWAFL RULES & REGULATIONS

The Tasmanian Women’s Football League (TASWAFL) is governed by a set of Rules and Regulations that have been drafted, based upon the Rules and Regulations of the Tasmanian State League (TSL).

They are drafted with a view that all clubs should recognize and accept the following basic premises:

• A player cannot play for a TASWAFL Club unless she is registered.

• The TASWAFL Management Committee is the governing body of the Tasmanian Women’s Footy League.

• The TASWAFL Management Committee will be the arbitrator in any dispute concerning the rights of a particular club or a particular player.

• In the event that the dispute is unable to be resolved, the party lodging the dispute may request for the matter to be placed before the TSL Management Committee. The TSL Management Committee comprising of the General Manager and Regional Managers will have final say.

• All players must indicate their willingness to abide by the TASWAFL competition rules and regulations by signing the competition registration form and the club contract form.

• The copy of the TASWAFL Rules & Regulations that is provided on the TASWAFL Website at www.sportingpulse.com.au will be deemed to be the current rules.

The Rules and Regulations are not intended to be a legal document. They are framed with the intention of all TASWAFL Clubs accepting them as guidelines in the belief that the TASWAFL Management Committee and Club personnel will work in a spirit of co-operation in the best interests of the TASWAFL as a competition, all Clubs making up the competition and the players themselves. A BRIEF HISTORY

The Tasmanian Women’s Football League was formed in TAS in 2007 by Vanessa Mayer and Toni O’Bree.

Through newspaper articles, and word of mouth Toni was able to form a team in Launceston and Vanessa was able to form a team in Hobart.

In Hobart, the women’s team was affiliated with the and in Launceston the women’s team was affiliated with the .

The first games between the two sides were promoted as North vs South continuing the traditional Australian Football rivalry within the State.

Both teams developed their skills through weekly training sessions and on 30 June 2007 the first game of women’s footy was played in Tasmania at the half time break to the Tasmanian Devils game at .

A second game consisting of 4 x 15 minute quarters was played in Launceston in July 07 and another curtain raiser game to the Tasmanian Devils was scheduled for August 07. This game was unfortunately cancelled due to the wet conditions.

In 2008, Launceston and Clarence played a 6 game roster, which was drawn up by representatives from the two teams at the beginning of the season. The result of the 6 games was the first Premiership awarded to Clarence.

Through the encouragement and support of the Launceston girls, by the end of 2007, a women’s team was emerging at the East Devonport FC. By 2008, although not part of the 6 game rosters, the newly formed East Devonport Women’s team played three scratch mates against Launceston and Clarence.

In 2009 the Tasmanian Women’s league developed considerably with the introduction of a 3rd team in East Devonport. The roster was formalised and expanded to a 12 game fixture, with a Grand Final for the top 2 teams. Official umpires were used at most games. The Footy Web system and a player report process was introduced, and the league was given an official logo.

Interest in women’s footy grew significantly throughout 2009, and by the end of the year there were a number of new teams forming across the state, including Spreyton, Yeoman, St Helens, North Hobart, and Hobart.

RESPONSIBILITIES

CLUBS

- Ensure behaviour of all members, i.e. players, officials, coaching staff, assistants and supporters, is of a standard acceptable to the League. This means not bringing the game, the League or women’s Football into disrepute. - Ensure each player, is wearing the correct uniform, i.e. as stated in your nomination form. - Ensure each player is registered with the TASWAFL - Ensure that the Club is fully covered with Public Liability Insurance

TEAMS

At each game, each team must have available on the day;

a. A Team Manager b. Time Keeper/Scorer

(Team Managers may perform the role of time keeper/scorer).

Maintenance of Sportzware (Sporting Pulse) Data

Each club must maintain their Club, Team and Player data in the Sportzware (Sporting Pulse) Web system. That includes making old players "Inactive", transferring players and registering new players. (Instructions below page 19)

Registration of Players

The league will provide to the club a list of players registered by the club during the previous season for re-registration, showing the full name, address and date of birth of each player.

Prior to the commencement of the season the clubs shall confirm and update details of all players.

Any new players are required to be entered into the Sportzware (Sporting Pulse) Web system (Instructions below page 19), and require a TASWAFL player registration form (pg 24) to be completed and forwarded to the TASWAFL Administrator.

A properly completed and signed TASWAFL Player Registration form must be completed for any player not currently registered in the TASWAFL League. Confirmation of DOB must be provided on ALL player registration forms.

A Club to Club Transfer form must be fully completed for a registered player to transfer between clubs.

Registration and transfer forms (pg 24 & 26) must be received by the TASWAFL Administration by no later than 9.30am on the Friday before a game, for a player to be eligible to play.

Unregistered Players

No player can participate in any match until the relevant application has been lodged and registration approved.

Clubs playing unregistered or under age players will incur a fine and loss of premiership points for the games they play.

Game Day Team List Team Managers must prepare prior to their game, a team list using the Footy Web system. (Instructions below page 20) Team Managers must have available on game day, 4 copies of the team list. One copy for; - Home Team - Away Team - Umpires - TASWAFL Administrator

The Home Team Manager is responsible for ensuring a copy of the Away Team’s Team List is sent to TASWAFL Administrator with Game Day Paperwork.

TASWAFL Match Score Card

The TASWAFL Match Score Card can be used by Team Managers/Scorers to record the score, best players and goal kickers. This then becomes the team copy.

Final Match Score Card

Details from the Match Score Card need to be summarized and transferred neatly and legibly on to the Final Match Score Card, at the end of the game. The Final Match Score Card must be signed by both Team Managers and the Senior Umpire. The Final Match Score Card must be posted to the TASWAFL Administrator.

Umpire Best and Fairest Vote sheet

Umpires are required to award Best on Ground votes to 3 players. Details of these votes are to be recorded on the TASWAFL Umpire Best and Fairest Vote Sheet, are to remain confidential and is to be posted to the TASWAFL Administrator with other Game Day Paperwork.

The Umpire Quick Reference Guide provides umpires with a summary and over view of the TASWAFL rules and procedures and should be given to the Umpires prior to commencement of a game.

Field Umpire’s Match Day Report

Umpires must complete the Field Umpires Match Day Report and return it to the Home Team Manager, so it can be forwarded to the TASWAFL Administrator.

Completion of Match Day Paperwork

It is the responsibility of Team Managers to ensure that all game day paperwork is completed correctly and collected from the Umpires at the end of the match.

At the end of the game, the Team Manager from the Home team, MUST compile the following information and forward it to the TASWAFL Administrator;

a. Game Day Team List b. Final Match Score Card c. Umpire Best and Fairest Vote sheet d. Field Umpire’s Match Day Report

The match day paper work must be posted by Sunday night so that it reaches the TASWAFL Administration by no later than 5pm on Tuesday following the match.

If the TASWAFL Administrator has not received the Game Day paper work by 5pm on Tuesday following the game, the home team will be stripped of all competition points.

The TASWAFL Management Committee views any evidence of tampering with the match day paper work or Umpire’s Best and Fairest Votes as serious. Such cases may result in points being forfeited. All teams are strongly advised to ensure that their Team Manager and any other relevant persons are fully aware of this.

Entering of Results into Footy Web

Team Managers are also required to enter the Match Results, team best on ground and goal kicker information into the Footy Web system by no later than 5pm on Sunday. This is to enable the results to be uploaded to the web and emailed to newspapers before the deadline. (Please note that the Goal Kicker information that is entered into Footy Web needs to be accurate as it dictates the League Goal Kicker Award).

It is the responsibility of the home team to provide umpires (2 field, 2 boundary, 2 goal) for each home game.

Umpires MUST be accredited umpires from the umpires association.

The umpires have the discretion to either, Report as per the official reporting process, or to send a player off for the remainder of the game.

Umpires are required to make a 3,2,1 Best on Ground Vote

The senior Field Umpire is required to sign the Final Match Score Card and complete the Field Umpire’s Match Day Report, at the end of the game.

Team Registration (New Teams)

To be eligible to participate in the Tasmanian Women’s Football League Competition a team must:

- Have a name that does not conflict with the name of any other existing team; - Provide for approval a strip and short colour that does not conflict with any existing teams strip or short colour. - Provide TASWAFL player registration forms prior to the first round of fixtures. - Provide evidence of Insurance to the league prior to the development of the roster. - Have a coach; - Have a manager; and - Have a trainer.

Each team wishing to participate in the next season must:

a. Have submitted their Intention to Play (pg 25), including team preferences and considerations for the draw to the TASWAFL Administration by 1 February; and b. Each team must register the colour and style of their team jumpers, shorts and socks for the season with the TASWAFL Management Committee. c. Any new teams to the competition will need to ensure that the proposed team jumpers do not clash with any of the existing Clubs; and d. Any potential clashes in uniform will be notified to the affected clubs by the TASWAFL Management Committee, and alternative arrangements will then need to be made by the new Club. e. Once logged in if you click on "Members" in the box on the left it will bring up a list of members.

Then in the top right corner you have the following options

Use these options to add a member, change their status to inactive or transfer them out.

Once you have updated your member info, click on "Teams" in the top left box.

To Enter Final Match Scores

If you are the Home Team Manager, your are responsible for entering Final Match Scores by 5pm on Sunday.

Click on Enter Final Match Scores at the top of this screen.

Enter the quarter by quarter scores, ensuring that the number of goals, and number of points tally up to the total number of points.

Click on the Save button.

Go back to 'Match Menu' (top right of page)

To enter Detailed Player Results;

This allows you to record your goal kickers and best players. Please note that your goal kicker information must equal the total number of goals for your team. Best player info must have 6 best players ranked from 1 to 6.

Click on ‘Enter Detailed Player Results’ For your team only

Enter the number of goals kicked next to your goal kickers. The total number of goals must equal your goals scored.

Enter your best players by placing the numbers 1 to 6, next to 6 of your best players.

Click on the Save button.

Before the game:

Complete TASWAFL Player Registration forms for any new players and enter them into the Sportzware (Sporting Pulse) Web System Provide the B&F envelope, Field Umpires Match Report form, Umpires Quick Reference Guide and game ball to Field Umpires Prepare and Print off 4 copies of Game Day Team List. (4 copies required – Home Team, Away Team, Umpires, and TASWAFL Administration)

During the game:

Keep time Operate the siren (3 min warning before the game and sound at start of every quarter) Keep score and record team Goal Kickers on Match Scorecard. At the end of each quarter, check the score with the goal umpires and visiting team manager and enter score on Final Match Score Card. Include details of the number of goals and behinds as well as goal scorers.

After the game:

Collect from the Umpires, the Best &Fairest vote sheet and the Field Umpires Match Report.

Collect from the Visiting Team their Game Day Team List and Match Score Card

Check that scores agree with the umpires and visiting team manager.

Check that the Final Match Score Card is completed correctly and accurately. Check that;

- The scores agree - That you have goal scorer and best player information for both teams, - That the number of goal kickers equals total goals for both teams - That it is signed by both Team Managers and Umpire

(If the Final Match Score Card is not completed correctly, does not include both teams information, or is not signed by both Team Managers and the Umpire, then the Home Team will loose all competition points)

Enter Match Results, including team best on ground and goal kicker information into the Footy Web system by no later than 5pm on Sunday

Post match envelope to the TASWAFL Administrator so that it is received no later than 5pm on the Tuesday following the game..

Before Mailing, confirm contents of Envelope include:

During the game:

Keep time

Operate the siren (3 min warning before the game and sound at start of every quarter)

Keep score and record team Goal Kickers on Match Scorecard.

At the end of each quarter, check the score with the umpires and visiting team manager and enter score on Final Match Score Card. Include details of the number of goals and behinds as well as goal scorers.

After the game:

Provide the Home Team Manager with your Game Day Team List and Match Score Card

Ensure that you have recorded the goal scorer and best player information for your team and that the number of goal kicker’s equal total goals kicked.

Complete and Sign the Final Match Score Card (home team manger will have this).

Enter Match Results, including team best on ground and goal kicker information into the Footy Web system by no later than 5pm on Sunday

(If the Final Match Score Card is not completed correctly, does not include both teams information, or is not signed by both Team Managers and the Umpire, then the Home Team will loose all competition points)
