BARAIRO Sponsored by: Joint Committee on Youth and Sports Development and Committee on Laws and Government AN ORDINANCE DECLARING THE SECOND WEEK OF AUGUST EVERY YEAR AS "LINGGO NG KABATAAN" IN THE CITY OF SANTA ROSA, LAGUNA AND PROVIDING FUNDS FOR THE IMPLEMENTATION THEREOF. WHEREAS, the Local Government Unit shall establish adequate, effective and enabling mechanism and support systems that will ensure the meaningful participation of the youth in local governance and nation building; WHEREAS, Sec.30, Chapter VI of RA 10742 otherwise known as the SK Reform Act of 2015 provides that every local government unit shall conduct an annual activity to be known as "The Linggo ng Kabataan" on the week where the 12th of August falls to coincide with the International Youth Day. WHEREAS, through the Linggo ng Kabataan, the youth is given a venue that gives due importance to the development of an active and empowered youth sector.. Rizal Blvd., City of Santa Rosa, Laguna — (049) 530-0015 local 5100 to 5104 WHEREAS, the City Government of Santa Rosa recognizes the vital role of the youth in nation-building and encourages their involvement in community affairs that can enhance their physical, moral, spiritual, intellectual and social well-being. NOW THEREFORE, be it enacted as it is hereby enacted by the Sangguniang Panlungsod of the City of Sta. Rosa, Laguna in the regular session assembled: SECTION 1. Title. An Ordinance Declaring the Second Week Of August Every Year as "Linggo ng Kabataan"In The City Of Santa Rosa, Laguna and Providing Funds for the Implementation Thereof. SECTION 2. Declaration of Policy. Pursuant of Section 13 of the Philippines Constitution, the State recognizes the vital role of the Youth in nation-building. It shall promote and protect their physical, moral spiritual, intellectual and social well-being, inculcate in their patriotism and nationalism and encourage their environment in public and civic affairs, thus, under Sec.30, Chapter VI of RA 10742 otherwise known as the SK Reform Act of 2015 provides that every local government unit shall conduct an annual activity to be known as "The Linggo ng Kabataan" on the week where the 12th of August falls to coincide with the International Youth Day. SECTION 3. General Objectives. The Sangguniang Kabataan aims to achieve the following purposes. 1. To inculcate among youth the love of country, discipline, civic mindedness, unity, courage, respect for. the rights of others, spoftsmanship and quest for excellence. 2. To promote competition as a vehicle for brotherhood and cooperation among youth. .3. To serve as a training ground for the management and implementation of government programs. 4. To promote the Sangguniang Kabataan as an organization and initiator of programs vital for the enhancement of the social, cultural, intellectual, moral, spiritual and physical development of the youth. SECTION 4. Programs and Activities. During the celebration of Linggo rig Kabataan, the following programs and activities will be conducted in which ages thirteen (13) to seventeen (17) will be the qualified individuals to participate as City of Santa Rosa Junior Officials and ages fifteen (15) to thirty (30) of the City is encourage to participate in the Linggo ng Kabataan activities. These activities shall focus on the youth leaders of the City of Santa Rosa and the Sangguniang Kabataan Officials to unify their actions towards the total development of the youth, to encourage them to participate in various programs of the youth and government and to provide them the venue of for actual public service. 1. City of Santa Rosa Junior Officials There shall be an ,election of youth counterparts of all the elective officials (Mayor, Vice-mayor, 10 Councilors and 2 Ex-Officio) including heads of Local Government units. 2. On the Spot Logo/Slogan Contest An enhancement activity for the youth's artistic expression of patriotism, nationalism and social issues (i.e. environmental awareness, child labor/abuse etc...). This activity is primary directed towards the Development and, improvement of arts and culture. 3. Quiz Bee An intellectual exercise for the high school and elementary students of the City of Santa Rosa which aims to develop love of country and nationalism and enhance their awareness in the history of the City of Santa Rosa and the Philippines. 4. Cultural Show A night of songs and dances which seeks to revive culture and values, a tribute to the past generation and an encouragement to the future leaders of the youth. It also aims to unite and strengthen rapport camaraderie and brotherhood among the youth of the City of Santa Rosa, Laguna. Community Service Activity • This shall be a week long program whereby the . youth through their respective SK Chapters conduct pre-planned activities that enable them to concretize their own objectives. Activities such as, clean and green, visiting and sharing • with the indigents, orphans, prisonerS and ' disadvantaged groups and free medical mission aim to promote their sense of social commitment, social responsibility and civic-mindedness. 6. • Leadership Training and Other Skills Development Workshops. As future leaders and caretaker of the country, training programs and workshops are to be conducted to develop their leadership skills and develop necessary knowledge, attitude and values. • 7. Inter-School Basketball Promotes physical health and develops basketball skill among youth-build strong camaraderie and sportsmanship. 8. Awarding For Outstanding Youth Individual A culminating day to award outstanding young individuals in the academe, government, sports and arts. Other Organizations and institutions which are supportive of vital youth issues concerns ' shall also be recognized. Plaques of Appreciation shall likewise be given to the City Junior Officials. 9. Such other projects and Programs as maybe considered valuable to the total development of the youth. Section 5. Executive Committee. There shall be an Executive Committee to lead and oversee the conduct of all programs and activities of Linggo ng Kabataan in the City of Santa Rosa which shall be composed of the following; Local Chief Executive as Chairman Sangguniang Kabataan Pederation President as Vice Chairman Sangguniang Kabataan Pederation Vice President and the CitV Youth Development Council as members. The Executive Committee shall organize working committee to manage the implementation of the different component programs and such other committees necessary for the success of the activity. It shall be require and exact compliance with the rules and regulation, guidelines and procedure it haS promulgated, as commended by the working committees. • SECTION 6. Counterpart of Local and National Agencies. All local elective and appointive officials, as well as heads of National Agencies stationed or assigned in the territorial jurisdiction of local government unit are enjoined to provide necessary coordinative and logistic support to ensure the success of program. SECTION 7. Funds. The required funds needed for the implementation of the Linggo ng Kabataan shall be duly allocated as determined by the executive committee, subject to the usual accounting and auditing procedures in the disbursement of funds. SECTION 8. Applicability Clause. The provisions of existing ordinances dealing on the same subject matter which are not in conflict with, or contrary to the provisions of this Ordinances are hereby adopted and made an integral part of this Ordinance. SECTION 9. Repealing Clause. All ordinances, rules and regulations, or parts thereof, the provision of which are in conflict with or contrary to, the provision of this Ordinance are hereby repealed, amended and modified accordingly.
