Demdam City Councilor (panlungsod na Pederasyonng mga Sangguniang Kabataan President) COL) WHEREAS, RA 7160, otherwise known as the Local Government Code of 1991 accords every local government unit power and authority to promote the general welfare within its territorial jurisdiction, including the strengthening of peace and order, and preserve the comfort and convenience of their inhabitants; WHEREAS, the Purok Laban Krimen is an advocacy program aimed to empower communities to partiCipate in the campaign for law and order in the city, which in the future will promote Culture of Peace, prevent extremist ideologies from proliferating, community involvement and participation, and sectoral cooperation; WHEREAS, there is a need to strengthen the said ordinance so that it can be implemented effectively and effiCiently to promote peace and development in the city; NOW, THEREFORE, on motion of City Councilor Alberto D. Pacquiao, duly seconded by City Councilors Elizabeth B. Sagonoc, Jose Orlando R. Section 1. Title and Scope. - This Ordinance shall be known as the Purok Laban Krimen Ordinance of General Santos City. Section 2. Declaration of Policy. - It is hereby declared that the maintenance of .peace.and order, the .pr.atection .of .life,.Iiberty, .and .pr.operty, .and .promotlon .of the .gener.al welfare are essential for the enjoyment by all the people of the blessingsof democracy. Section 3. Definition of Terms. - For Purposes of this ordinance, the following terms are hereby defined: a. Purok Laban Krimen (PLK) - is a community-based advocacy program that aims to empower communities to participate in the campaign for law and order in the City of General Santos. It is further aimed to promote Culture of Peace, prevent extremist Ideologies from proliferating, community involvement and.participation, and sectoral cooperation. b. Pamilyang Ayaw sa Drogra (PADR) - a component of PLK where families/households and education learning hubs are to be accredited for them to develop health seeking behaviors, as well as become an education hub, especially for the young, thus become learning homes and peace protecting citizenry. c. Barangay Watch Project (B-WATCH) - a component of PLKwhere the communities of the all Barangays are empowered to take part in matters concerning peace and order through upholding security plans and single protocol mechanismin coordination with the law enforcement agencies. d. Community Peace-Building Program (CPB) - Conflict Resolution Management below the jurisdiction of the Lupong Tagapamayapa and Pangkat ng tagapagkasundo. Community Leaders will be trained and accredited by DILG to resolve conflicts in the community brought to them by the constituents of their own purok. e. Ipaa/am mo kay Mayor - an information and feed backing mechanism that shall be accessible to all through the Public Information Officer of the Barangays. Ordinance No.7S, Series of 2018 Page 2 Section 4. Legal Basis for Implementation. - The following are the legal basis for the enforcement of this ordinance: a. Republic Act No. 9165 otherwise known as the "Comprehensive Dangerous Drug Act of 2002" provides that the government shall pursue an intensive and unrelenting campaign against the trafficking and use of dangerous and other similar substances through an integrated system of planning, implementation and enforcement of anti-drug abuse policies, programs and projects; b. RepublicAct No. 7160, "The Local Government of 1991, as amended"; c. Executive Order No.4 s., 2016, "Providing for the Establishmentand Support of Drug Abuse Treatment and Rehabilitation Centers throughout the Philippin@s"; d. DILG Memorandum Circular No. 2016-116, mandating all Local Government Units to carry out and mainstream the implementation of MASAMASID Program or MamamayangAyaw sa Anomalya, MamamayangAyaw sa Ilegal na Droga; e. Joint Memorandum Circular No. 2018-01 of DILG and Dangerous Drug Board (DDB) regarding the Implementing Guidelines on the Functionality and Effectivenessof LocalAnti-Drug Abuse Councils; f. DDB Board Regulation No.3, series of 2017, "Strengthening the Implementation of BarangayDrug-Clearing Program"; g. DILG Memorandum Circular 2004-07, "Expansion of the Barangay Anti-Drug Abuse Committee (BADAe) through the Orqanlzation of BADAe Auxiliary Team and Other Purposes"; h. DILG Memorandum Circular 2009-09, "Unified Actions Against Illegal Drugs and Other Substances"; l, DILG Memorandum Circular 2017-103, "Support to the Integrated Drug Monitoring and Reporting System (IDMRIS)"; j. DILG Memorandum Circular 2017-151, "Monitoring Barangay Compliance on Certain Provision of DDB Regulation No.4, series of 2016 and DDB Regulation NO.3 series of 2017"; and k. Board Resolution No.4, Series of 2016 of Dangerous Drug Board specifying OPLAN SAGIP - Guidelines on Voluntarily Surrender of Drug Users and Dependents and monitoring Mechanism of Barangay Anti-Drug Abuse Campaigns. Section 5. Composition of the Technical Working Group for Purok Laban Krimen. Implementing Guidelines. - Purok Laban Krimen shall directly be implemented and downloaded to the Barangays with the incorporation of Culture of Peace Seminar/Training, Mind Education and Transformational Seminars/Trainings. a. Composition and Guidelines for Identification. - The Purok Laban Krimen (PLK) Force Mobilizersper component shall be composed of the following: a. PAMIL YANG A YAW SA DROGRA (PADr). - The Force Mobilizers for this component shall be called the Anti-Illegal Drug Advocates (AIDAs). Theguidelines for AIDIAs are as follows: i. Any person designated by the Punong Barangay; II. Must not be a purok chairman, nor a worker or official of the Barangay; iii. One (1) AIDA per Purok; iv. Must not be involved in any illegal drug activities; v. Must be willing to undergo trainings/workshops and do volunteer works to campaign anti-illegal drug advocacy. b. BARANGAY WATCH PROJECT (B-WATCH). - The Force Mobilizers for this component shall be called the B-WATCHERS. Theguidelines for 8-Watchersare as follows: i. The Purok Chairperson of each Purok duly designated by the Punong Barangay shall automatically become the point person for the Barangay Watch; ii.
