The river receives abundant water from snowmelt and rainfall. -

Summary of General Developments This quarterly report summarizes the activities of the USAID/Pragma Trade and Investment Project (TIP) during the past quarter. At the conclusion of the current quarter, TIP has completed 18 months of the two-year contract base period. The Pragma Corporation was authorized to begin work on TIP as of June 1, 2001. And the disputes between the Russians and their neighbours and between the Bashkirs, the Kazakhs, the Turkomans, the Kyrgyz and the Kalmyks – not to mention the Djungars, the Dungans, the Nogai, the Mongols, the Uighurs and countless others – means that this is not a subject for the faint-hearted. Nonetheless, I hope that the writings referred to in this book have been put into the right historical context. The reasons why outsiders travelled to the Great Steppe varied over time and in themselves provide a different kind of history. Some of these travellers, particularly the women, have been forgotten by modern readers. Hopefully this book will stimulate you the reader to track down some of the long- forgotten classics mentioned within. Personally, I do not think the steppe culture described so vividly by travellers in these pages will ever fully disappear. The steppe is truly vast and can swallow whole cities with ease. Landscape has a close relationship with culture – and the former usually dominates the latter. Whatever happens, it will be many years before the Great Steppe finally gives up all its secrets. As different rulers have sought to demarcate political borders and establish varied systems of governance, water continues to link the diverse populations that now inhabit the newly independent Central Asian states of the former Soviet Union -- Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan.1 Water also physically connects the Soviet successor states with their neighbors to the South, East and North. The Amu Darya or what once was referred to as the Oxus provides a vivid illustration. After originating in the mountains of northern Afghanistan and Tajikistan, the Amu Darya traverses the territory of Tajikistan before flowing downstream through Khorazm province in Uzbekistan and Dashhowuz province in Turkmenistan on its long journey toward the autonomous republic of Karakalpakstan, Uzbekistan before ultimately emptying into the Aral Sea. The WLRI serves as a scientific platform for peer learning that will ultimately compile global data in a comprehensive format, as accessible reference for innovation and development. Rivers are complex, dynamic and diverse ecosystems with major ecological, social, economic and cultural significance for their communities and the world at large. The WLRI was established as an IHP initiative at the 21st session of the Intergovernmental Council of the International Hydrological Programme (IHP-Council) in 2014 (Resolution XXI-3).
