In June 2014, we launched Strategy 2020: A Space for Us All, a plan to make the public broadcaster more local, more digital, and financially sustainable. We’ve come a long way since then, and Canadians are seeing the difference. Many are engaging with us, and with each other, in ways they could not have imagined a few years ago. Our connection with the people we serve can be more personal, more relevant, more vibrant. Our commitment to Canadians is that by 2020, CBC/Radio-Canada will be Canada’s public space where these conversations live. Digital is here Last October 19, Canadians showed us that their future is already digital. On that election night, almost 9 million Canadians followed the election results on our CBC.ca and Radio-Canada.ca digital sites. More precisely, they engaged with us and with each other, posting comments, tweeting our content, holding digital conversations. CBC/Radio-Canada already reaches more than 50% of all online millennials in Canada every month. We must move fast enough to stay relevant to them, while making sure we don’t leave behind those Canadians who depend on our traditional services. It’s a challenge every public broadcaster in the world is facing, and CBC/Radio-Canada is further ahead than many. Our Goal The goal of our strategy is to double our digital reach so that 18 million Canadians, one out of two, will be using our digital services each month by 2020.

    Policy Radio! By John Simson Music lovers who enjoy Pandora Internet radio may wonder why they can only skip six songs in an hour and then must wait to skip again. For that matter, why they can’t pick a specific song to hear—instead of creating a channel based upon that song? And why they can’t hear more than 4 songs by their favorite artist in a three-hour period? Congress created all of these limitations and restrictions when it passed legislation in 1995 and 1998 creating the first digital performance rights legislation in the United States. The legislation was a careful balancing act: Congress trying to balance the rights of creators: recording artists, record labels, songwriters and music publishers, along with a new category of content users “webcasters” and satellite radio services included then new services, like Pandora, that desired to stream music across cable wires, from satellites and over the Internet. Of course, for years broadcast radio has streamed music to the public from radio towers, and never had to pay recording artists or record labels for the right to play their music. But radio stations did have to pay songwriters and music publishers through ASCAP, BMI and SESAC (three organizations which represent those who own and compose music). After passage of this historic legislation, “new” services like Sirius and XM satellite radio (now merged as Sirius/XM), Yahoo and AOL Internet radio, and later Pandora and other Internet radio stations, had to pay a royalty to the recording artist as well as the songwriter. Background Music In the early 1990’s, recording artists and their record labels lobbied Congress to pass a comprehensive performance rights bill that included terrestrial radio.

The authority to broadcast such advertising on those services will therefore expire 31 August 2016, the current expiry date. Background 1. In Broadcasting Decision 2013-263, the Commission renewed the broadcasting licences for the Canadian Broadcasting Corporation’s (CBC) Radio 2 and Espace Musique (now ICI Musique) radio networks and stations. 2. In that decision, the Commission determined that authorizing the CBC to broadcast a limited amount of paid national advertising1 on Radio 2 and Espace Musique would assist the broadcaster in maintaining the services’ distinct nature and the high quality of their programming, particularly in light of reductions in parliamentary appropriations. Accordingly, the Commission imposed a condition of licence authorizing the services to broadcast a limited amount of paid national advertising, with a maximum number of interruptions for advertising per clock hour. This condition of licence, the most recent version of which is set out in Broadcasting Decision 2014-135,2 reads as follows: 11. The licensee shall not broadcast any advertising (category 5) except: a) paid national advertising; 1 “Paid national advertising” is advertising material that is purchased by a company or organization that has a national interest in reaching the Canadian consumer.
