01 1. Introduction

This Statement of Community Engagement gives an overview of all consultation activity undertaken prior to the current planning application submission.

02 2. Requirements of the consultation

Community involvement is at the forefront of national planning policy and is noted in the final version of the National Planning Policy Framework (adopted March 2012). The NPPF states that ‘early and meaningful engagement and collaboration with neighbourhoods, local organisations and businesses is essential’ in the creation of plans. A variety of methods were used to engage with stakeholders including:

Moto has recognised the importance of identifying key groups and stakeholders, contacting them at an early stage in the process and trying to resolve any issues well ahead of submitting a planning application.

Involving stakeholders: A wide range of political, business and community stakeholders, including all the Councillors from Harrogate Borough Council were personally invited to attend a private stakeholder briefing from 9.15am -10.45am onThursday 24 May Guardian’s Room, Workhouse Museum, Allhallowgate, Ripon, or to attend either of the public consultation events also held in Ripon on Thursday 24 May.

Involving residents: Two public consultation events were held in publicly accessible, central Ripon locations: • Thursday 24th May, 9am-4pm, Market Square, Ripon City Centre • Thursday 24th May, 4.30pm-8pm, Ripon Community House, Sharow View, Allhallowgate, Ripon Residents were made aware of these events through a number of activities including newsletters posted to over 1,200 households, and coverage in social and traditional media.

Developing an online presence: As part of the engagement process, a project website was prepared - moto-riponservices.com (originally moto- baldersbygateservices.com –but changed in response to feedback - the original domain name diverts automatically to the new one). The website was widely publicised and visitors were encouraged to submit their feedback or provide comments via a dedicated email (again the original email address diverts automatically to the new one). The website will remain live throughout the process to enable people to provide feedback or ask questions at any point.

04 4. Consultation

4.1 Consulting with elected representatives and other stakeholders

In May, we invited all Harrogate Borough Councillors, the County Council division representative and various Parish Council clerks and Chairs to attend a private briefing on the proposals on the morning of Thursday 24 May. If they were unable to attend this we invited them to attend either of the public consultation events on Thursday 24 May, or to contact us directly with any questions or feedback.

In total, the following elected representatives either attended the consultation events, or have had subsequent telephone or email briefings:

• 2 Harrogate Borough Councillors

• 5 councillors from local Parish Councils

• 2 representatives from Ripon City Council

• 1 representative from a neighbouring Town Council

Representatives from the Ripon Civic Society, llocal businesses, local industrial parks, North Yorkshire Police, and the British Horse Society also attended the events or spoke to members of the project team to understand more about the proposals.

In May 2018 a newsletter was sent to over 1,200 households and businesses close to the proposed site, newsletters attendees introducing the project and explaining how to comment. On Thursday 24th May, the project team held a public consultation in a pop-up gazebo at Ripon’s Thursday market. This lasted from 9am-4pm. This venue was easily accessible for residents and located in a high footfall area to attracted the attention of many passers-by and bring the information to them. This was beneficial as some residents were not aware of the consultation through other channels in which it had been communicated.

Also on Thursday 24th May, the project team held a consultation lasting from 4.30pm-8pm at Ripon Community House, which gave an opportunity for interested parties who were not able to attend during the day to view the proposals and speak to the project team.

In total 212 local residents and interested parties spoke to members of the project team over the course of the two public events. Following the events, all display materials were uploaded to the project website - moto-baldersbygateservices.com (since re-named and re-directed to moto- riponservices.com)

06 5. Encouraging feedback

Feedback forms were provided at the consultation events to give the public and stakeholders an opportunity to express their views.

Residents could either fill in the forms at the consultation event and leave them with us, or they could take them home and send back via our 70 Freepost address. The dedicated project website – www.moto-riponservices.com – was created for the consultation. Following feedback from the consultation events, the 937 name of the proposals was changed to Ripon Services and the website address to www.moto-riponservices.com which automatically diverts from the original address. This website gives details of the proposals and allows visitors to download copies of consultation materials as well as to submit feedback visitors to electronically and via email. The consultation for the proposed MSA has featured in the local media. A press release was issued to a number of print and broadcast media outlets advertising the consultation, and encouraging people to attend the consultations in May or to visit the website.
