October 19th 2011 will certainly be going down as a great day for me and my family, and I hope for St Martin as well. For me, the most satisfying part of polling day (apart from the result) was the fact that St Martin was the top Parish for turnout, with over 63.5% of you coming out and making the effort to vote. I would like to think it was a reflection on the hard work that Bob and I put into our campaigns…so a very BIG “Thank You” to you all. St Martin scored a hat trick last year, because having a new Connétable, Rector and Deputy inside a twelve month period is something that doesn’t happen very often, but Michel, Gerry and myself have already got off to a really good start.     R.76/2021 The Island Identity Policy Development Board Jersey’s National and International Identity Interim Findings Report 1 Foreword Avant-propos What makes Jersey special and why does that matter? Those simple questions, each leading on to a vast web of intriguing, inspiring and challenging answers, underpin the creation of this report on Jersey’s identity and how it should be understood in today’s world, both in the Island and internationally. The Island Identity Policy Development Board is proposing for consideration a comprehensive programme of ways in which the Island’s distinctive qualities can be recognised afresh, protected and celebrated. It is the board’s belief that success in this aim must start with a much wider, more confident understanding that Jersey’s unique mixture of cultural and constitutional characteristics qualifies it as an Island nation in its own right. An enhanced sense of national identity will have many social and cultural benefits and reinforce Jersey’s remarkable community spirit, while a simultaneously enhanced international identity will protect its economic interests and lead to new opportunities. What does it mean to be Jersey in the 21st century? The complexity involved in providing any kind of answer to this question tells of an Island full of intricacy, nuance and multiplicity. Jersey is bursting with stories to tell. But none of these stories alone can tell us what it means to be Jersey. In light of all this complexity why take the time, at this moment, to investigate the different threads of what it means to be Jersey? I say this because I believe that not having a Jersey Police Authority (JPA) has cost us many millions of pounds to date and left the States of Jersey Police in a position where, to me, it is unclear exactly who they are accountable to and how? This situation can NOT be allowed to go on forever without any sign of action! I should declare an interest in that a few years ago I was a Member of a “Shadow Police Authority” as a (then) Member of the Home Affairs Committee, along with the Constable of St. Ouen, Ken Vibert. I wish to add, and place on the public record, that the voluntary Chairman at that time was Mr. (former Deputy) Robin Rumboll, and he did some sterling work in trying to put a structure and people, in place, virtually on his own, without an officer for most of the time.

Planning for the Battle of Flowers begins early. During November 2011, the St Brelade’s Battle of Flowers Association met to discuss ideas for the design of the float for the 2012 Battle of Flowers. By December, Shangri-La was chosen, and materials ordered for the framework. By May 2012, the framework is mostly in place, built around the chassis of a refuse lorry. Hares tails were being glued to separated sections, and underlying frame painted. With suitable music chosen, the trained dancers begin rehearsing their routines. But the big rush comes in the four nights before the Battle itself, when many volunteers young and old arrive and 130,000 heads are glued to the float together with 80 kilos of hares tails. The Chairman of the Association, Michael Jandron, gets an early night around 10.30 on ON Saturday, the Acappela Brass Band There was also plenty of tasty food to the eve before the Battle.

Featured articles As I write, the white stuff is dropping from the sky, but it is not settling – yet! February usually does bring snow and very cold winds from the North. However, P10 La Cloche continues to grow and grow, although I admit that the contents of the Making magazine were looking rather sparse at the beginning of January. Then, in the paper last fortnight and particularly in the last week, the copy material and flowers photographs were pouring in, much to my pleasure and relief . Our Parish Personality in this edition is Barry de la Mare, better known for his classic and vintage cars. A fascinating story, and some lovely pictures of his cars, in particular the one P car he bought as a teenager, and still has it in his possession today. Barry maintains his own 12 cars himself, and was a founder member of the Jersey Old Motor Club, which he continues Parish to support with enthusiasm to the present day.

Crime levels in Jersey continue to remain low compared with elsewhere and, in 2005, crime fell further compared with 2004 and the three-year average. This is to a large extent due to the exceptional efforts of the men and women of the Force and the strong support we receive from the public. In addition to normal operations in 2005 the force policed a number of major events. The most significant was the visit of Her Majesty the Queen and the Duke of Edinburgh to attend the 60th Anniversary celebrations of the Liberation. The visit posed major operational challenges, including crowd control, transport and not least of all the significant security arrangements now required for events of this nature. The operation involved the full mobilisation of both the States and Honorary Police, and it is to the credit of all concerned that fewer than 20 officers from the U.K. were needed to supplement operations on the day. While this report describes low and falling levels of crime we should not become complacent.

The Report provides the opportunity to reflect on progress towards our goal of making Jersey safer. Delivering this aim requires that fewer people and businesses become victims of crime each year, neighbourhoods are safer and any threats posed by organised crime or terrorism are properly identified and reduced. It also means securing the confidence of the public and other stakeholders in our ability to deal successfully with all aspects of policing Jersey, from anti-social behaviour through to serious organised crime. 2008 was a difficult and challenging year for the Force which, in addition to the major investigation into allegations of historic abuse, also saw significant increases in demand in complex and demanding areas such as child protection, domestic violence and international financial crime investigation. Overall, the levels of recorded crime increased by 2.7% whilst the overall number of reported incidents involving violence, disorder or anti-social behaviour showed no change compared to 2007. The level of violence in our community, and especially that linked to the misuse of alcohol, remains a problem. Overall, about 23% of the crimes investigated by States of Jersey Police during 2008 involved violence.
