The Madras High Court has directed the Indian Institute of Technology in Kanpur (IIT-K) to give preference to candidates who have answered in exact numerical value in decimal notation, rounding off to second decimal place, to candidates who answered by rounding off values to one decimal point or without any decimal notation in the Joint Entrance Examination Advanced (JEE Advanced- 2018).Justice S Vaidyanathan gave the directive while allowing a writ petition from L Lakshmi Sree, who wrote the JEE in Chennai on May 20. Petitioner said candidates were instructed to answer in correct numerical value in decimal notation rounded off to the second decimal place. Full marks are to be given only if answered as per the instructions. According to petitioner, as per the instructions, she spent quality time to answer the questions by entering correct numerical value in decimal notation rounding off to second decimal. However, some candidates, without reading the instructions carefully, had answered with one decimal point or without any decimal notation, she added. Subsequently, the authorities concerned made a clarification on their website stating that “If an answer is the integer 11, all the answers entered as 11, 11.0, or 11.00 will be correct.”The petitioner wrote an e-mail to the authorities concerned on June 1 stating that awarding marks to candidates who had not strictly followed the original instructions would affect the marks and ranks of those who had followed the instructions spending time.

SHRI VENKATESH BABU T.G.: Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state: (a) whether the Government has any proposal to set up six new Indian Institutes of Technology (IITs) in the country; (b) if so, the details thereof along with the estimate cost of the project and the locations identified for setting up of the same; (c) the time by which the new IITs are likely to be set up; (d) whether infrastructural facilities in some of the existing IITs are not up to the mark; and (e) if so, the action taken by the Government in this regard? ANSWER MINISTER OF HUMAN RESOURCE DEVELOPMENT (SMT. SMRITI ZUBIN IRANI) (a) to (c): Yes, Madam. The Government has decided to set up six new IITs at Tirupati, Palakkad, Jammu, Bhilai, Goa and Dharwad. The total cost for running these IITs is Rs. 1,411.80 Cr. to be incurred between 2015-16 and 2018-19. The locations identified for setting up these IITs are: IIT Location identified IIT Tirupati Merlapaka Village, Yerpedu (Mandal), Chittoor District (Near Tirupathi), Andhra Pradesh IIT Palakkad Pudussery West in the Palakkad District, Kerala IIT Jammu Khanpur Nagrota, Jammu IIT Bhilai Kutelabhata Village, Bhilai, District Durg, along with 88 acres of land in village Sirsa IIT Goa Yet to be finalized by the State Government. IIT Dharwad Mummigatti & Kelageri Villages in Dharwad Taluka, Dharwad, Karnataka Academic Sessions have commenced in the current year 2015-16 at IIT Tirupati, Andhra Pradesh and IIT Palakkad, Kerala, in their respective temporary campuses.

The list of participating IITs posted on the JEE-Advanced website does not name IIT Jammu, IIT Chhattisgarh, IIT Goa and IIT Karnataka. The first three were announced in last year's budget and IIT Karnataka in this year's. The list includes 18 IITs and the Indian School of Mines, Dhanbad. Of the five IITs announced last year, IIT Palakkad and IIT Tirupati have started functioning this year with 120 seats each. According to the brochure, JEE-Advanced will be held on May 22 next year. The top two lakh candidates of JEE-Main, to be conducted by the CBSE in April, will take JEE-Advanced, the gateway for admission into the IITs and the ISM. The results of JEE-Advanced will be declared on June 12, after which seats would be offered according to candidates' all-India rank. If the four proposed IITs start operations next year, 480 additional seats would be created. At present, the 18 IITs and the ISM offer about 10,000 BTech seats. JEE-Advanced sources said it was not clear if the four institutions would start functioning next year.
