Republic of the Philippines DEPARTMENT OF TRANSPORTATION OFFICE FOR TRANSPORTATION SECURITY OTS ACCOMPLISHMENT REPORT FOR CY 2019 TRANSPORT SECURITY AUDIT REGIME “Ensuring a Secured National Transportation System” 1 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 Office for Transportation Security’s Mission, Vision, Mandate and Core Function MISSION** “We are anational government agency that ensures the secure travel of people and goods on air, sea and land by developing, implementing and coordinating transportation security policies and programs compliant with relevant international standards.” **OTS Quality Management System Revision 2 2 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 VISION** “To be a credible transportation security regulatory institution at par with its international counterparts.” **OTS Quality Management System Revision 2 3 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 MANDATE* As the designated Single Authority responsible for the security of the transportation systems of the country, OTS is mandated to oversee and regulate the following sectors: a) CIVIL AVIATION, by ensuring that annex 17 to the convention on international civil aviation and the national civil aviation security programmed (NCASP) are implemented; b) SEA TRANSPORT & MARITIME INFRASTRUCTURE, by ensuring that the ISPS code is implemented and that a national security program for sea transport and maritime infrastructure is formulated, developed & implemented; c) LANDTRANSPORTATION, RAIL SYSTEM & INFRASTRUCTURE, by ensuring that a national security program for land transportation, rail system & infrastructure is formulated, developed and implemented. * EO No. 311 s. 2004 Section 1 4 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 CORE FUNCTION** Risk Management Identify, assess, communicate and mitigate transport security risks Transport Security Policy Development Formulate, develop and maintain transportation security policies, plans and programs in accordance with international and national transport security standards Regulation Compliance Conduct audit, inspection and testing of security personnel, equipment and facility to ensure compliance to standards Training Standards Management Develop and accredit transport security course curriculum and certify trainers and transport security personnel **OTS Quality Management System Revision 2 5 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 CORE VALUES** As an organization We value integrity. We ensure stakeholders’ compliant with the National Transportation Security Programs, rules and regulations through an oversight conducted with utmost integrity and provide support through relevant, timely, and methodical risk assessment and training management. We guarantee dedicated, professional, and technically competent workforce within a well-structured organization supported with sufficient resources operating in a working environment governed by clear systematic, precise, and gender-inclusive processes. We are committed to meet all statutory and regulatory requirements, and to continually improve the OTS Quality Management System in order to satisfy our costumer and stakeholders. **OTS Quality Management System Revision 2 7 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 Executive Summary Transport security is a major concern of the Philippine government. Hence, significant efforts have been exerted to guarantee the safe and secure movement of people and goods in the civil aviation, maritime, land and rail sectors. However, the increasing demands for security require a proactive posture in order to truly ensure a secured transport environment. The Philippines, being one of the Contracting States of the International Civil Aviation Organization (ICAO) as well as of the International Maritime Organization (IMO) is bound to comply with the international standards for ensuring the security of the civil aviation and maritime sectors, respectively. Hence, the Office for Transportation Security (OTS) was created as the single authority to effectively carry out the mandate of securing all modes of transportation systems in the Philippines. In view thereof, formulation, implementation and development of transportation security policies and regulations, in adherence to the international standards set by ICAO and IMO through the Annex 17 and ISPS Code respectively, plays as an integral part in ensuring overall security in the transportation system of the country. For CY 2019, OTS issued eight (8) Memorandum Circulars (MC) and one (1) Transportation Security Regulation. The oversight function of OTS through security surveys, audits and inspections helps in determining the vulnerabilities and provides a macro view on the aspects of security that need to be addressed. For CY 2019, OTS conducted a total of Six hundred twenty-two (622) security inspections, surveys and audits. Close monitoring and evaluation of the same, aids in the management of risks which contributes to the contingency measures that must be adopted to help enhance our preparedness to detect, determine and deter threats by terrorism. 8 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 Other significant accomplishments of OTS include the conduct of eighty-two (82) different trainings; attendance to eleven (11) international engagements held within and outside the country and fifteen (15) local engagements; and, hiring of fourteen (14) personnel on a permanent status assigned in the OTS main office and three hundred thirty-nine (339) Security Screening Officers in Job Order status. In addition, twenty-three (23) qualified and deserving personnel of OTS were promoted on a permanent status and one hundred (100) personnelfrom Job Order status to contractual positions. Pursuant to LOI 414, OTS collects its share of Aviation Security Fees from different agencies (MIAA, MCIAA & CAAP). For CY 2019, OTS collected a total income of One Billion Seventy-Eight Million Two Hundred Six Thousand Five Hundred Six Pesos&02/100 CTVS (₱1,078,206,506.02). From CY 2000 to December 31, 2019, OTS collected an aggregate income of Ten Billion Three Hundred Fifty Million Five Hundred Sixty-Six Thousand Six Hundred Twenty-Six Pesos&48/100 CTVS(₱10,350,566,626.48)less the releases of NineBillion Two Hundred Eighty Million Two Hundred Sixty-Four Thousand Two Hundred Eleven (₱9,280,264,211.00)which leaves the OTS a total balance amounting to One Billion Seventy Million Three Hundred Two Thousand Four Hundred Fifteen Pesos & 48/100 (₱1,070,302,415.48). OTS, on this end, will continue to strive for a strongly regulated transportation system to help ensure security of the country’s transportation system with full support coming from the National Government and other stakeholders in the transportation sector. 9 OTS ANNUAL ACCOMPLISHMENT REPORT CY 2019 I.
