Hon. Speaker of Parliament Rt. Hon. Prime Minister Hon. Members of Parliament 1.0 Introduction Madam Speaker, at the 10th Sitting of the 3'd Meeting of the 5th Session of the 10th Parliament of Uganda held on Tuesday, 24th February 202!, Hon. Ssembatya Edward Ndawula (MP Katikamu South), raised concerns over the deplorable state of Matugga- Semuto-Kapeeka road and the unfulfilled presidential pledge for the development of the Ndejje-Kalasa road. Madam Speaker, allow me to respond as follows: Madam Speaker, the above roads are part of the National Roads Network, which is managed and maintained by my Ministry through the Uganda National Roads Authority (UNRA). 2.O Matugga - Semuto - Kapeeka (39.7Km) Madam Speaker, this is a paved national road, which connects the districts of Wakiso, Luwero and Nakaseke through the areas of Matugga, Semuto and Kapeeka. The road was tarmacked in 2008. At the time of tarmacking the road in 2008, the areas of Semuto and Kapeeka were mainly rural with agriculture as the main economic activity. Considering this, the road was selected to be constructed using innovative technologies for sealing (tarmacking) of low volume traffic roads as part of research to develop cost effective methods of developing rural roads. The road was designed to cater for light traffic transporting agricultural produce from farms to the market. Madam Speaker, as you are aware, the area has significantly transformed in the period since the construction of the road. Several factories have emerged in the area, manufacturing a variety of products. An example is the Kapeeka Industrial Park, which produces goods including tiles, clothes, dried fruit, and many other products. In addition, the area serves as a source of the much-needed sand and stones for the construction of houses in Wakiso District and Kampala City. This transformation resulted in a drastic increase in the number of heavy vehicles along the road, which affected the road's lifespan and caused accelerated deterioration. The accelerated deterioration has left the road in poor condition and it now requires rehabilitation. UNRA is currently undertaking remedial measures in the short-term, including pothole patching, edge repairs, spot improvements and other short-term maintenance activities. Rehabilitation works are planned in the NDPIII period with designs commencing in FY202tl22 and construction works planned to commence in FY2022123. Madam Speaker, my Ministry through UNRA has embarked on developing an Expressway Development Masterplan covering the whole country. This Masterplan will ensure that all future industrial transformation in the different areas of the country can have access to a high-capacity road for transportation of the raw materials and the finished products within 30 minutes. This will reduce the impact of rapid industrial developments on some of the roads leading to the industrial parks and improve transport in the country. 3.0 Bombo - Ndejje - Kalasa (18.aKm) Madam Speaker, the Bombo - Ndejje - Kalasa Road (18.4km) is a gravel road in Luwero District. H.E. the President pledged to have the road upgraded and UNRA subsequently began preparations for the upgrading of the road. Feasibility Studies and Detailed Engineering Designs for upgrading this road were completed in 2019. Madam Speaker, as you are aware, there are 21,010km of national roads in Uganda of which 5,398km are tarmacked as at end of June 2020. UNRA has identified 8,B11km which require upgrading to bitumen standards during NDPIII period in order to support investments in the primary growth sectors. The resources available for road development are not sufficient to cover all the required upgrading works at once. The resources for upgrading this road could not fit within the Medium-Term Expenditure Framework and therefore is part of the long term planned projects. Madam speaker, the road is currently in a fair condition and undergoing routine maintenance. UNRA has programmed to carry out mechanised maintenance along the road in the FY2020121. 4.O Assurances Madam Speaker, I would like to assure you and all the Honourable Members of Parliament that: a) My Ministry through UNRA will ensure that the short-term maintenance works on the Matugga - Semuto - Kapeeka (39.7km) road are undertaken as we design and look for resources for the required rehabilitation works; b) fhe maintenance of the Bombo - Ndejje - Kalasa Road (18.4km) will continue to be done and that the road is included in the long-term plans for upgrading; and c) An Expressway Development Masterplan is being developed to ensure that the development of industrial areas is supported by the national roads network. 5.0 Conclusion Madam Speaker, in conclusion, my Ministry is committed to maintaining the national roads network in order to provide support to other Government Programmes, facilitate economic activities, facilitate efficient provision of public services and ensure the highest returns from investments in these key national assets. (2009) Ian Karusigarira PhD Candidate, Graduate School of Global Studies, Tokyo University of Foreign Studies, Japan Abstract In revolutionary political systems—such as Uganda’s—lies a strong collective memory that organizes and enforces national identity as a cultural property. National identity nurtured by the nexus between lived representations and narratives on collective memory of war, therefore, presents itself as a kind of politics with repetitive series of nation-state narratives, metaphorically suggesting how the putative qualities of the nation’s past reinforce the qualities of the present. This has two implications; it on one hand allows for changes in a narrative's cognitive claims which form core of its constitutive assumptions about the nation’s past. This past is collectively viewed as a fight against profanity and restoration of political sanctity; On the other hand, it subjects memory to new scientific heuristics involving its interpretations, transformation and distribution. I seek to interrogate the intricate memory entanglement in gaining and consolidating political power in Uganda. Of great importance are politics of remembering, forgetting and utter repudiation of memory of war while asserting control and restraint over who governs. The purpose of this paper is to understand and internalize the dynamics of how knowledge of the past relates with the present. This gives a precise definition of power in revolutionary-dominated regimes.
