Germany’s Reluctance Towards pan-European Banking Resolution by Annika Stahlhut (June 2014) Abstract In the recent two years the European Banking Union has been a chief project in European financial integration. Apart from European banking supervision and attempts to integrate deposit insurance on EU-level the member states have agreed to also harmonize the resolution of banks: A Single Resolution Mechanism (SRM) seeks to protect taxpayers in Europe from assuming the costs of resolution and to maintain financial stabilty in the internal market when banks are wound up. Although states have therefor charged the Commission to develop a common policy for banking resolution, Germany gains particular attention in European negotiations for objecting to the regulation establishing a single framework. Newspapers report that the German finance minister has announced to block the resolution mechanism (Schäfers, 2014, January 21), for which he is criticized sharply – even by parties on domestic level. It therefore seems as if domestic opinions on European banking resolution depart substantially wherefore the German position appears worth for an in-depth study. To this end European integration of banking resolution is embedded into the theoretical framework of liberal intergovernmentalism that provides for a liberal theory on national preference formation. -

Der Deutsche Bundestag stellt fest: Die Wirtschaftspartnerschaftsabkommen (Economic Partnership Agreements, EPAs), wie sie die Europäische Union (EU) seit über zwölf Jahren mit den Staaten Afrikas, der Karibik und des Pazifik (AKP-Staaten) verhandelt, drohen in ihrer jet- zigen Form eine eigenständige, breitenwirksame und nachhaltige Entwicklung in den Partnerländern zu verhindern. Darüber hinaus werden die EPAs die Umsetzung einer von der Afrikanischen Union (AU) beschlossenen afrikanischen Freihandels- zone erheblich erschweren. Mit dem Abschluss der EPAs sollen sich die AKP-Staa- ten u. a. zum Abbau von Importzöllen, zum Verbot von Exportsteuern und zur Libe- ralisierung ihrer öffentlichen Dienstleistungsmärkte verpflichten. Damit würden wichtige entwicklungspolitische Steuerungsinstrumente der AKP-Regierungen zu- gunsten eines freien Marktzugangs für europäische Unternehmen preisgegeben. Mit einigen AKP-Staatengruppen konnte die EU bereits solche Abkommen abschlie- ßen. Andere, insbesondere afrikanische, Staaten verweigerten lange die Unterzeich- nung, da sie erhebliche Nachteile für ihre wirtschaftliche Entwicklung befürchteten. -

The “Sonnenwagen” team from RWTH Aachen University is the only German team this year to be taking part in the “Challenger Class” in the toughest race for solar-powered vehicles. Porsche is providing this ambitious project with both financial support and expertise. “The sustainable use of renewable energies is one of the greatest challenges of our time”, says Andreas Haffner, Member of the Executive Board for Human Resources and Social Affairs at Porsche AG. “The development of an emission-free solar-powered racing car by students at RWTH Aachen alone represents a bold undertaking. Supporting this research approach is very important to us.” For the next three days, the Sonnenwagen team’s futuristic-looking solar-powered vehicle will be on display in the Nürburgring Boulevard. The 30th “Bridgestone World Solar Challenge” will take place in Australia from October 8 to 15. The race covers 3,022 kilometres along the Stuart Highway through the Australian Outback from Darwin to Adelaide. It has taken the necessary decisions on the provision of financing and the conduct of other business in accordance with the conditions set forth in the KfW Law and Bylaws. The Board of Supervisory Directors and the Audit Committee each met three times in 2017 for this purpose; the Presidial and Nomination Committee five times, the Remuneration Committee four times and the Risk and Credit Committee seven times. Wahlperiode 17. 12. 2008 Entschließungsantrag der Abgeordneten Kerstin Andreae, Hans-Christian Ströbele, Volker Beck (Köln), Monika Lazar, Jerzy Montag, Irmingard Schewe-Gerigk, Silke Stokar von Neuforn, Wolfgang Wieland, Josef Philip Winkler und der Fraktion BÜNDNIS 90/DIE GRÜNEN zu der dritten Beratung des Gesetzentwurfs der Bundesregierung – Drucksachen 16/10117, 16/11428 – Entwurf eines Gesetzes zur Modernisierung des Vergaberechts Der Bundestag wolle beschließen: Der Deutsche Bundestag fordert die Bundesregierung auf, anlässlich der Neufassung des Vergaberechts unverzüglich den Entwurf einer gesetzlichen Regelung eines „Korruptionsregisters“ auf Bundesebene nach Maßgabe der Empfehlungen des Bundesrates (Bundesratsdrucksache 349/08 (Beschluss)) vorzulegen und eine zügige Verabschiedung noch in der laufenden Wahlperiode zu fördern.
