In November 2007 Tynwald resolved that the Council of Ministers consider the establishment of a suitable body for the preservation of War Memorials in the Isle of Man. Subsequently in October 2008, following a report by a Working Group established by Council of Ministers to consider the matter, Tynwald gave approval to the formation of the Isle of Man Government Preservation of War Memorials Committee. I am pleased to lay the Annual Report before Tynwald from the Chair of the Committee. I would like to formally thank the members of the Committee for their interest and dedication shown in the preservation of Manx War Memorials and to especially acknowledge the outstanding voluntary contribution made by all the membership. STEPHEN MILLER CHRISTOPHER SHIMMIN SKETCHES FROM MANX HISTORY (1915) CHIOLLAGH BOOKS FOR CULTURE VANNIN 2020 SKETCHES FROM MANX HISTORY * (1) [5b] The story of the Isle of Man may be divided into three distinct periods—the Celtic, from the unknown past to the 10th century; the Norse, to the middle of the 13th century; and the Manx, to the present time. The story of our Island changes its form as we journey backwards in time. First we have written history, as recorded in State papers and official documents. Overlapping these, and often in conflict with them, we have tradition—a statement of events handed down orally from one generation to the next. Beyond this is Legend—accounts of occurrences passed down through the ages, and usually overlaid with wonder and imagination until it becomes difficult to decide which is truth and which is fancy. Farthest away, in the dim, nebulous beginning of human story telling, we find the most ancient of all records, that of myth. The wonder stories of Egypt, Greece, and Germany, are familiar to many readers, yet how few of us trouble to read the legends of our own race and land. The Celtic mythology is as wonderful, as beautiful, and has more of tenderness than the others. We have marvellous stories of the doings of gods and goddesses, heroes and heroines, druids and magicians, kings and queens, giants and dwarfs, battles of nations, wars with fiends and fairies, adventurous voyages in magic lands and seas, and even under earth and sea. We have beautiful legends of saints and the miracles performed by them; weird stories of witches, stirring battle stories. -

CHAPTER SEVENTEEN History of the German Language 1 Indo-European and Germanic Background Indo-European Background It has already been mentioned in this course that German and English are related languages. Two languages can be related to each other in much the same way that two people can be related to each other. If two people share a common ancestor, say their mother or their great-grandfather, then they are genetically related. Similarly, German and English are genetically related because they share a common ancestor, a language which was spoken in what is now northern Germany sometime before the Angles and the Saxons migrated to England. We do not have written records of this language, unfortunately, but we have a good idea of what it must have looked and sounded like. We have arrived at our conclusions as to what it looked and sounded like by comparing the sounds of words and morphemes in earlier written stages of English and German (and Dutch) and in modern-day English and German dialects. As a result of the comparisons we are able to reconstruct what the original language, called a proto-language, must have been like. This particular proto-language is usually referred to as Proto-West Germanic. The method of reconstruction based on comparison is called the comparative method. If faced with two languages the comparative method can tell us one of three things: 1) the two languages are related in that both are descended from a common ancestor, e.g. German and English, 2) the two are related in that one is the ancestor of the other, e.g. -

Herzog August Bibliothek, Sig. 127.16 Hist. & ASSOCIATION OF ART HISTORIANS 2008 THE WILD MAN, CHARLEMAGNE AND THE GERMAN BODY STEPHANIE LEITCH A very strange image of Charlemagne appears in the frontispiece of the Vita et Gesta Karoli Magni, the first printed edition of Charlemagne’s biography, published in 1521 in Cologne by Johann Soter (plate 1). Shown next to Charles V, Charle- magne represents the oldest ancestor of the Holy Roman Emperors, unifier of the Latin and Germanic nations. Despite these impressive credentials, he is not dressed in attire appropriate either to his office or to a dignified genealogy of the German peoples. Here Charlemagne appears in anachronistic garments, his leggings gathered loosely about his waist and ankles, and on his head a reed-like crown so unlike the jewel-encrusted ones he was rumoured to have worn.1 With his long hair, beard and loose tunic draping his outsized frame, Charlemagne represents an inventory of barbaric attributes that portray a figment of European lore, the wild man. This essay explores the iconography that defined this primitivism in early German printed materials and then examines the underpinnings of its use in imperial imagery. The Charlemagne illustrator’s use of a ‘wild man’ to establish a connection with Charles V appears to the modern viewer a highly unorthodox and peculiar strategy. In the visual tradition, the wild man typically represented the rejection of all the effects of civilized man and embodied his alter ego. -

And to say nothing of the perils of that wild and unknown sea, who compile an ethnographic and geographical description of Germania would have been likely to leave Asia Minor, North Africa, or Italy, to go to (which includes parts of present-day France and Germany), especially the Germany with its forbidding landscapes and unpleasant climate - a country customs and culture of the various tribes who lived there, whom the Romans generally called “barbarians.”1 that is thankless to till and dismal to behold for anyone who was not born 1. -

The Death of Sanskrit* SHELDON POLLOCK University of Chicago “Toutes les civilisations sont mortelles” (Paul Valéry) In the age of Hindu identity politics (Hindutva) inaugurated in the 1990s by the ascendancy of the Indian People’s Party (Bharatiya Janata Party) and its ideo- logical auxiliary, the World Hindu Council (Vishwa Hindu Parishad), Indian cultural and religious nationalism has been promulgating ever more distorted images of India’s past. Few things are as central to this revisionism as Sanskrit, the dominant culture language of precolonial southern Asia outside the Per- sianate order. Hindutva propagandists have sought to show, for example, that Sanskrit was indigenous to India, and they purport to decipher Indus Valley seals to prove its presence two millennia before it actually came into existence. In a farcical repetition of Romantic myths of primevality, Sanskrit is consid- ered—according to the characteristic hyperbole of the VHP—the source and sole preserver of world culture. The state’s anxiety both about Sanskrit’s role in shaping the historical identity of the Hindu nation and about its contempo- rary vitality has manifested itself in substantial new funding for Sanskrit edu- cation, and in the declaration of 1999–2000 as the “Year of Sanskrit,” with plans for conversation camps, debate and essay competitions, drama festivals, and the like.1 This anxiety has a longer and rather melancholy history in independent In- dia, far antedating the rise of the BJP. Sanskrit was introduced into the Eighth Schedule of the Constitution of India (1949) as a recognized language of the new State of India, ensuring it all the benefits accorded the other fourteen (now seventeen) spoken languages listed. -

The Future of All Saints’ Church, Lonan This is a proposal to secure the future of the Church and Burial Ground, following the closure of the church to worship in 2014 1.The Church: All Saints’ Lonan was built in 1834 to replace a previous building on the same site. It served the parish for 180 years and was closed suddenly when the electrical supply and part of the nave floor were deemed to be unsafe. Both defects could have been rectified using the parish funds, but with dwindling support from an increasingly elderly congregation, the decision was made to make the building redundant, transferring to Christ Church, Laxey. In fact, the building is in a surprisingly sound state, as many people discovered when it was re- opened on 13th November 2016 for a Remembrance Service. 2. The Burial Ground: The burial ground is the only one that serves the Parish of Lonan and the Village of Laxey. In common with most of the cemeteries on the Island, it is administered by a Burial Authority consisting of the Vicar and Wardens who levy a precept on the annual commissioners’ rates. In return, any rate-paying household of any denomination or none in the Parish and Village has the right to opt for burial in All Saints’ graveyard. Three-quarters of the population of Garff are thus served by this facility. It remains in regular use and has capacity for at least another 50 years. Investigations are currently taking place into the possibility of the Commissioners becoming the Burial Authority in Lonan. -
