The first volume documents the transitional period when the State Village for Epileptics was reorganized to become the Neuro-Psychiatric Institute. Pages 1-27 of this volume (covering 10 September 1952 - 14 January 1953) contain minutes for the Village alone; pages 28-51 (covering 11 February 1953 - 15 April 1953) contain minutes for joint board meetings of the Village and the Institute. The remainder of the volume contains minutes for the Institute only. NOTE: Although the Institute's minutes do not officially begin until February 1953, the entire volume is pertinent to the history of this agency as the planning for it is documented beginning on 10 September 1952. In addition to detailed information about the organization of the Neuro-Psychiatric Institute, the minute books describe the development of its programs and services. They also chronicle the admission and discharge of patients and other day-to-day administrative functions. It begins by discussing similar ‘stay- behind’ operations in Europe in this era and the conditions that led US officials to develop one in Iran. It then explains what this stay-behind operation consisted of and why US officials eventually abandoned it. The paper concludes with a discussion of how the stay-behind operation in Iran differed from those in Europe and the important role it played in the decision-making that led to the 1953 coup in Iran. Introduction On 2 August 1951, the US Central Intelligence Agency (CIA) approved a plan to develop ‘stay- behind’ capabilities in Iran in cooperation with the Qashqai tribal confederation, which was based in south-central Iran, around Shiraz.

No restrictions were placed on the material. Linear feet of shelf space occupied: 5.2 Approximate number of pages: 10,400 Approximate number of items: 6,000 SCOPE AND CONTENT NOTE This collection consists of printed material that was collected for reference purposes by the staff of the Office of Defense Mobilization (ODM) and the Office of Civil and Defense Mobilization (OCDM). The material was inherited by the Office of Emergency Preparedness (OEP), a successor agency to ODM and OCDM. After the OEP was abolished in 1973 the material was turned over to the National Archives and was then sent to the Eisenhower Library. The printed material consists mostly of press releases and public reports that were issued by the White House during the Eisenhower administration. These items are arranged in chronological order by date of release. Additional sets of the press releases are in the Kevin McCann records and in the records of the White House Office, Office of the Press Secretary. Copies of the reports are also in the White House Central Files. The collection also contained several books, periodicals and Congressional committee prints. DESHMUKH, MINISTER OF FINANCE, INTRODUCING THE BUDGET FOR THE YEAR 1953-54* Highlights — Promotion of the Handloom Industry and the Tea Industry — Acceptance of the Recommendations of the Finance Commission — Setting up of the Taxation Enquiry Commission — Towards a Welfare State I rise to present the statement of the estimated receipts and expenditure of the Government of India for the year 1953-54. Review of Economic Conditions Judging from the available information and taking an overall view, the nine months which have elapsed since I presented the Budget for the current year to this House last May have witnessed a marked improvement in the economic conditions in the country. Prices have, on the whole, remained steady at lower levels, industrial as well as agricultural production has shown an increase, while the balance of payments position has also been slightly more favourable than in the preceding year. DESHMUKH, 1953-54 149 The general index number or whole-sale prices which stood at 432.2 points at the end of December 1951 fell to 374.5 points by the end of December 1952, a drop of 57.7 points or a little over 13 per cent. The downward movement of prices, however, was not uniform during the course of the year. In the first four months there was a somewhat precipitate drop resulting from a combination of international factors, purposeful fiscal and monetary policy and the inevitable collapse of speculative overtrading.

REGULATIONS 1. (I) These regulations may be cited as the Rabbit Destruction Regulations 1958. (2) These regulations shall come into force on the seventh day after the date of their notification in the Ga.::.ette. 2. In these regulations, unless the context otherwise requires, "Board" means the Board of any rabbit district to which these regulations for the time being apply. 3. These regulations shall apply to the rabbit districts constituted under the Rabbits Act 1955 referred to in the First Schedule hereto. 4. (1) The Board may from time to time, by resolution publicly notified twice in some one or more newspapers circulating in the district within the jurisdiction of the Board, prohibit- (a) All trapping, shooting, and hunting of rabbits, whether with dogs or otherwise, within the district for a period not ex ceeding six months from a date to be specified in the notice, being a date not earlier than seven days after the first publica tion of the notice and one day after the second publication thereof: (b) The poisoning of or laying of poison for rabbits within its district for a similar period. (2) The Board may by resolution, and subject to such restrictions as to land and to such conditions as it thinks fit, grant exemption to any person from the operation of any prohibition imposed under subclause (I) of this regulation.
