MESSAGE FROM MINISTER FOR DEFENCE To many pioneer SAF regulars, NSmen and indeed the public at large, SAFTI is the birthplace of the SAF. Here, at Pasir Laba Camp, was where all energies were focused to build the foundations of the military of a newly independent Singapore. The Government and Singaporeans knew what was at stake - a strong SAF was needed urgently to defend our sovereignty and maintain our new found independence. The political battles were fought through the enactment of the SAF and Enlistment Acts in Parliament. These seminal acts were critical but they were but the beginning. The real war had to be fought in the community, as Government and its Members of Parliament convinced each family to do their duty and give up their sons for military service.

In the meantime, Samad had approached his company 2 I/C Lieutenant Henry Velge and begged him to persuade his father that the army was okay, and at worst, turn his father away. Samad may have also been seriously affected by the picture of handsome Lieutenant Clarence Tan, lately Malaysian Special Service Unit (psst! commando, paratrooper, stealth fighter, etc.) inside his shiny red MG Midget (Registration Number SP 7008) in the enlistment promotional brochure SERVE WITH PRIDE widely distributed by the MID. Swee Boon Chai had also been in the Army before applying for the course. Having enjoyed his school cadet corps, he had enlisted earlier as a Volunteer with the 14th Malaysian Signal Squadron.     SAF Pays Tribute to NSmen for 30 Years of Contribution 01 Jul 1997 This year, the Singapore Armed Forces (SAF) pays a special tribute to National Servicemen for 30 years of contribution towards service for the nation. National Service is an integral part of the Singaporean way of life in preserving the sovereignty of the nation. The SAF has reached first-class standards after 30 years of contribution from all servicemen. To commemorate this occasion and as a tribute to all NSmen for their contributions towards National Service, the SAF invited about 200 pioneer NSmen to the Parade, held at SAFTI Military Institute this evening, 1 Jul 97. The Parade Commander and the Regimental Sergeant Major (RSM) for this year's Parade were also NSmen. They were Lieutenant-Colonel Gerald Foo Tiang Boo, the Second-in-Command of the Eighth Singapore Armour Brigade and First Warrant Officer Tong Hock Ang, RSM from Headquarters Third Division. The parade this evening, officiated by President Ong Teng Cheong, brought together over 1,500 Army, Navy and Air Force personnel, among which were the Minister for Education and Second Minister for Defence, Rear Admiral (NS) Teo Chee Hean; the Minister of State for Defence, Mr Matthias Yao; the Permanent Secretary (Defence), Mr Eddie Teo; the Chief of Defence Force, Lieutenant-General (LT-GEN) Bey Soo Khiang; the Permanent secretary (Defence Development), Mr Peter Ho; and the Chiefs of Army, Navy and Air Force. Theories and empirical studies drawn from psychology, sociology, and the management sciences served as sensitizing concepts which guided data collection. Twenty-eight retired military elites drawn from vocations across the tri-service SAF shared their ‘lived experiences’ during semi-structured interviews. There were primary and secondary motivations to join the SAF. The former included prestigious scholarships, that the SAF was the best career option available, military medicine was an atypical path for doctors, cutting-edge technology and technical competency, and genuine interests in the armed forces. The latter categories comprised salary, flying, the sea, ‘escaping’ conscription in the army, and familial roles in the choice of a military career.

    CONTINUATION OF PUBLIC SERVICE BY OTHER MEANS: THE POST-MILITARY CAREERS OF SINGAPORE’S MILITARY ELITES Ng, Paul Seen ABSTRACT This article is an intrinsic case study of the bureaucratic elites in Singapore, specifically on the military elites’ post-retirement career patterns. Using original data, this article empirically illustrates that around half of the military elites transitioned to the public sector (and even more if government-linked corporations and entities are included). Through interviews with retired military elites, the transition process is detailed. Draw- ing upon publicly available sources, this article suggests that this phenomenon can be attributed broadly into two categories: historical institutionalism and sociological rea- sons. There is a lack of notional distinction between Singapore’s civilian leadership and military leadership, with the military seen as just another avenue to nurture public lead- ers. Moreover, the notions of ‘scarcity of talent’ and the ‘universal applicability of talent’ are prevalent. It is under such an environment that many military elites continue their public service by other means after retirement. Tatler Singapore features eight retired generals/admirals in its list of the 300 “most powerful and influential people in Singapore” (Tatler 2020),1 in a country where all the generals/admirals combined make up less than 0.005 percent of the population. Many in the top echelons of the SAF retire relatively young, in their forties, and then transition to take on plum jobs in the public sector or government-linked corporations and entities (GLC/GLEs) – notwithstanding that they do not seem to have prior industry experience in the job.
