Personal itong sinaksihan ng Bise Presidente ng bansa at tagapangulo ng Housing and Urban Development Coordinating Council (HUDCC) Jejomar C. Binay upang makiisa sa pamahalaang lungsod sa pamamahagi ng Certificate of Occupancy para sa 192 pamilyang na-Ondoy sa Tullahan River at mga paligid nito noong 2010. Mahalaga ang atensyong ibinigay ng HUDCC sa nasabing okasyon sapagkat ito ang pangkalahatang pambansang ahensya ng gobyerno na gumagawa ng mga pag-aaral at polisiya para sa pabahay at mga isyung nakapaloob dito. Naitayo ang housing units sa pakikipagtulungan ng pamahalaang lungsod, mga lokal na negosyo sa pamamagitan ng Dakilang Handog Kasama ni Valenzuela City Mayor Sherwin T. Gatchalian si Bise Presidente Jejomar C. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

    Hellfire: Charred Lives and Burning Resolve of the Kentex Tragedy The Kentex Tragedy It was not only the searing memories of screaming voices and flashing flames that awakened Terrence King Ong, the operations manager of Kentex Manufacturing Corporation, in the Philippines, who was hospitalized with third-degree burns after the May 13, 2015, fire at his factory. It was grief for his son, Tristan, who died while helping workers escape.1 He grieved as well for the employees who did not make it out. Indeed, his imaginings of their unanswered pleas for help made him break down in tears. He humbly appealed to the public, “Please forgive me. Give me another chance.”2 At least 72 people died in the fire, dozens were injured, and another dozen were listed as missing. The aftermath was grim (see Exhibit 1).3 The tragedy was not unprecedented.     CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.
