Rate Rebasing is a periodic performance review and general tariff adjustment that sets the maximum rates the Concessionaires may charge for their services. During the rate rebasing review, the MWSS-RO evaluates the two concessionaires based on their compliance to key performance indicators (KPI) and business efficiency measures (BEM) goals, taking into consideration expenditures and investments to achieve the targets. In the same direction, the concessionaire’s business plans, which lay the framework for new service obligations and anticipated future investments as the concession moves forward, are also assessed by MWSS-RO. When doing these, it becomes critical for the regulator to secure inputs from the public and other stakeholders like LGUs to validate both performance and business plans. Hence the need to conduct public consultations and other fora. EXECUTIVE SUMMARY The Public Consultation for the Fourth Rate Rebasing conducted on 5 September 2018 is the first of the series of public consultations that MWSS RO will hold for the 2018 rate rebasing. It is the fourth rate rebasing exercise under the Concession Agreement. It was held at the Cainta Elementary School, A. Bonifacio Ave., Cainta Rizal. Documentation of Public Consultation 5 September 2018 2 Public Information Department Office of the Chief Regulator Hosted by the MWSS-RO through the Public Information Department of the Office of the Chief Regulator in coordination with Manila Water, the Public Consultation attracted a total of 367 participants representing the Local Government Units of the Manila Water concession area. Officials from MWSS-RO and Manila Water were also present. Attached as Annex A is the Directory of Participants. OBJECTIVES The Public Consultation for the Fourth Rate Rebasing aimed to: 1. To lay down the results of the Fourth Rate Rebasing 2. To inform customers and stakeholders on the basis of tariff adjustments, factors and considerations included in the computation and hoe these translates into their water bill. 3. To gauge how the rate adjustments will be received. 4. To elicit comments and suggestions on the adjustments. DISCUSSION The Public Consultation began with presentations from the Consultants and from the Chief Regulator of MWSS RO. Test Consultants Inc. and Constantino Guadalquiver & Co. Presentation In his presentation, Engr. Rolando Roca presented the approved and on-going projects of Manila Water Company Inc. and how water rates are computed or how did MWSS come up with the indicative rates. MWSS RO Presentation In his presentation, Chief Regulator, Patrick Lester N. Ty presented the Indicative rates for Manila Water Company Inc., He also explained the effects of the rate adjustment to the water bill of the Consumers. Attached as Annexes B, and C are the presentation materials of MWSS RO and Test Consultants Inc. and Constantino & Guadalquiver Co., respectively. In the open forum, MWSS RO officials made sure that all inquiries and complaints were clarified and resolved. HIGHLIGHTS OF THE OPEN FORUM The participants in Rizal and Local Government Units in different areas of Rizal raised several concerns and issues during the open forum. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

    Ateneo FactCheck 2013 Fourth Brief Fact Check: Senatoriables and the Anti-Political Dynasty Bill Claim: Candidates, who are members of political dynasties, will not champion or will not support an anti-political dynasty bill in Congress; while candidates, who are NOT members of any political dynasty, are expected to champion and support an anti-dynasty bill. Fact checked: The 1987 Constitution prohibits political dynasties but left it to Congress to enact an enabling anti-political dynasty law. Exactly 26 years after the constitution was enacted and despite several attempts, no such law has been passed by either chamber of Congress. All versions of the bill have not even gone way past the committee level for second reading. Now that the 2013 midterm election is coming, what is to be expected from at least the top 20 candidates vying for a seat in the Senate? While an exact definition is still elusive, it is liberally accepted that political dynasties are those candidates who have more than one family member in any elective public position or are running for elective positions and holding such position for several terms before passing it on to either the immediate or extended family members. Generally the top 20 candidates for the Senate, according to major survey outfits, are dominated by members of well-known political dynasties. Exactly 13 out of the 20 are members of dynasties, namely: Sonny Angara, Bam Aquino, Nancy Binay, Alan Cayetano, Ting-Ting Cojuangco, JV Ejercito, Jack Enrile, Chiz Escudero, Dick Gordon, Ernesto Maceda, Jun Magsaysay, Cynthia Villar and Mig Zubiri. Except for newcomers like Bam Aquino and Nancy Binay, most candidates are veteran or experienced politicians in Congress.

    Hellfire: Charred Lives and Burning Resolve of the Kentex Tragedy The Kentex Tragedy It was not only the searing memories of screaming voices and flashing flames that awakened Terrence King Ong, the operations manager of Kentex Manufacturing Corporation, in the Philippines, who was hospitalized with third-degree burns after the May 13, 2015, fire at his factory. It was grief for his son, Tristan, who died while helping workers escape.1 He grieved as well for the employees who did not make it out. Indeed, his imaginings of their unanswered pleas for help made him break down in tears. He humbly appealed to the public, “Please forgive me. Give me another chance.”2 At least 72 people died in the fire, dozens were injured, and another dozen were listed as missing. The aftermath was grim (see Exhibit 1).3 The tragedy was not unprecedented. Cimatu ang mga wildlife officers na nakasagip sa blue-naped parrot sa Manila habang ipinatutupad ang enhanced community quarantine (ECQ) sa Luzon at iba pang lugar sa bansa upang mapigilan ang pagkalat ng COVID-19. “Our wildlife enforcers deserve a salute for their efforts to recover a national treasure – the blue-naped parrot that is endemic to Luzon and classified as ‘near threatened’ or may be considered threatened with extinction in the near future,” sabi ni Cimatu. Ayon sa DENR ang mga wildlife officers na tinutukoy ni Cimatu ay ang mga tauhan ng Department of Environment and Natural Resources (DENR)-National Capital Region na pinangunahan ni Special Investigator Rey Florano. Magugunitang noong Abril 29, 2020 nang magtungo ang grupo ni Florano sa condominium building sa San Andres Bukid matapos makatanggap ng tawag sa telepono mula sa isang residente na nagngangalang Athena Parado dahil sa pagkakakita sa ibon sa kanilang lugar. Matapos mailigtas ang ibon ay agad itong dinala ng grupo sa Wildlife Rescue Center ng DENR’s Biodiversity Management Bureau sa Quezon City kung saan ito mananatili at aalagaan. Ayon kay Cimatu, patuloy ang DENR sa pagtupad sa kanilang mandato na protektahan ang ating “flora at fauna” kahit na mayroong COVID-19 crisis.
