TAMBULI Weekly Newsletter the Official E-Newsletter of the Federation of Philippine Industries TAMBULI Weekly Newsletter The Official e-Newsletter of the Federation of Philippine Industries Volume 15 Issue No. 46 25 November 2011 ______________________________________________________________________________________ 1st PHILIPPINE MANUFACTURERS AND PRODUCERS SUMMIT SUCCESSFULLY HELD The Federation of Philippine Industries (FPI) has successfully conducted The First Philippine Manufacturers and Producers Summit 2011 last Thursday, November 24, 2011 at the Hotel InterContinental Manila, Makati City. The summit gathered all stakeholders to raise awareness of the strategic importance of the manufacturing and producing sectors in creating inclusive and sustainable economic growth for the Philippines. FPI Chairman Jesus Lim Arranza, together with the Department of Trade and Industry (DTI) Secretary Gregory L. Domingo, rendered their opening remarks to jumpstart the event. Subsequently, speakers from the Asian Development Bank (ADB) and the Philippine Institute of Developmental Studies (PIDS) shared their research and insights on impact of manufacturing and producing to sustaining long term economic growth for the Philippines. Thereafter, corporate speakers representing manufacturing and producing in the Philippines also shared their success and challenges in the domestic and export markets. They, likewise, shared their recommendations and vision for the Manufacturing and Production Sectors of the Philippines. The Summit also included the FPI Sustainable Development awarding ceremony which was spearheaded by Mr. Ernesto Ordoñez, Chairman of the FPI Sustainable Development Committee. In addition, the Federation took time out to acknowledge its new members. Penultimate speeches relating to the path forward for Philippine manufacturing and production were given by Mr. George Chua, President of the FPI, and DTI Undersecretary Atty. Adrian Cristobal. Finally, the closing speech was delivered by FPI Chairman Emeritus Meneleo Carlos, Jr. The Relative thereto, the soft copies of the presentations by the economic speakers Dr. Josef Yap and Dr. Norio Usui of PIDS and ADB, respectively, during the summit have already been forwarded to all FPI members and summit attendees. Interested parties may also secure a copy from the FPI Secretariat. Summit sponsors included the CIIF Oil Mills Group, Dow Chemical Pacific, Ltd., Pilipinas Shell Petroleum Corporation, Mabuhay Vinyl Corporation and Pacific Paint (Boysen) Phils. with the support of PIDS and ADB. Chairman of the organizing committee, who also served as the emcee and moderator, is FPI Director Roberto F. Batungbacal, Country Manager of Dow Chemical Pacific, Ltd. Mr. Mario Jose Sereno was the co-moderator during the afternoon session of the summit. 2 DOTC CONSULTATIVE MEETING The Department of Transportation and Communications has invited the Federation of Philippine Industries to a Consultative Meeting with the maritime agencies, shipping industry, terminal operators, shippers & other stakeholders regarding the decongestion of Manila Port by diverting container traffic in Batangas and Subic Ports on Monday, November 28, 2011 at 9:00 a.m. at the DOTC Multi-Purpose Hall Conference Room, 16 th Floor, Columbia Tower, Ortigas Avenue, Barangay Wack-Wack, Mandaluyong. TARIFF COMMISSION PUBLIC HEARING ON THE IMPLEMENTATION OF THE 2012 VERSION OF THE ASEAN HARMONIZED TARIFF NOMENCLATURE (AHTN) The Tariff Commission has invited the Federation of Philippine industries to a public hearing/ consultation on the implementation of the 2012 version of the ASEAN Harmonized Tariff Nomenclature (AHTN) to form part of Section 104 of the TCCP . The 2012 version of the AHTN nomenclature consists of approximately nine thousand five hundred and sixty six (9,566) lines. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

    Hellfire: Charred Lives and Burning Resolve of the Kentex Tragedy The Kentex Tragedy It was not only the searing memories of screaming voices and flashing flames that awakened Terrence King Ong, the operations manager of Kentex Manufacturing Corporation, in the Philippines, who was hospitalized with third-degree burns after the May 13, 2015, fire at his factory. It was grief for his son, Tristan, who died while helping workers escape.1 He grieved as well for the employees who did not make it out. Indeed, his imaginings of their unanswered pleas for help made him break down in tears. He humbly appealed to the public, “Please forgive me. Give me another chance.”2 At least 72 people died in the fire, dozens were injured, and another dozen were listed as missing. The aftermath was grim (see Exhibit 1).3 The tragedy was not unprecedented. In 1975, a wig factory burned down and killed 42 workers in Manila, the capital of the Philippines.4 The worst case recorded in the country was the Ozone Disco fire in a Manila suburb, which claimed 150 lives in 1996.5 Exhibit 1 Published by WDI Publishing, a division of the William Davidson Institute at the University of Michigan. © 2015 Liberty I.     CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.
